BOROUGH OF QUARRYVILLE – COUNCIL MINUTES
REGULAR MEETING – NOVEMBER 7, 2022
Borough Council held its Regular Meeting on the above date at 7:00 PM at the
Municipal Building. Council President Joy Kemper called the meeting to order
with the following persons present: Council Members Diane Hastings, Cheryl
Bowman, Brian Braightmeyer and Susan Noel. Mayor Anthony Cavallaro, Chief
Rick Beighley and Borough Manager Scott Peiffer were also in attendance.
Councilman Jim Kreider and Councilman Gerald Hassel were absent.
PUBLIC COMMENT: Council President Joy Kemper presented a Certificate of
Appreciation to Councilwoman Hastings for her many years of service to the
Community.
APPROVAL OF MINUTES – OCTOBER 3, 2022 REGULAR MEETING: It was moved by
Councilman Braightmeyer and seconded by Councilwoman Bowman that the
minutes of the October 3, 2022 Regular Meeting be approved. The motion
passed unanimously.
APPROVAL OF MINUTES-OCTOBER 10, 2022 WORK SESSION: It was moved by
Councilwoman Hastings and seconded by Councilwoman Noel that the
minutes of the October 10, 2022 Work Session be approved. The motion passed
unanimously.
APPROVAL OF MINUTES- OCTOBER 24, 2022 SPECIAL MEETING: It was moved by
Councilman Braightmeyer and seconded by Councilwoman Noel that the
minutes of the October 24, 2022 Special Meeting be approved. The motion
passed unanimously.
MANAGER’S REPORT:
Stormwater Management Agreement- QPRC: A motion to approve the
Stormwater Management Agreement for the Quarryville Presbyterian
Retirement Community (Great Rock Water Booster Building) was made by
Councilwoman Hastings and seconded by Councilman Braightmeyer. The
motion was unanimously approved.
Stormwater Management Agreement-Frank Abel 114 N. Lime Street: A
motion to approve the Stormwater Management Agreement for Frank
Abel, 114 N. Lime Street, was made by Councilman Braightmeyer and
seconded by Councilwoman Hastings. The motion was unanimously
approved.
Quarryville Borough Council Meeting Minutes -November 7, 2022
Proposed 2023 Meeting Schedule: The proposed 2023 meeting schedule
was presented. Council will discuss adding a few special meetings in
September or October for budget discussion purposes as well as possibly
moving Streets/Infrastructure/Parks to a Monday prior to Council Meeting.
The schedule will be approved at the December 5, 2022 Regular Council
Meeting.
Resolution 2022-15: A motion to adopt Resolution 2022-15, approving the
Smith Drive Development Sewer Module for the Department of
Environmental Protection was made by Councilwoman Noel and
seconded by Councilwoman Hastings. The motion passed with
Councilman Braightmeyer abstaining.
Permit Fee Waiver Request: A motion to waive building permit fees for the
construction of a kiosk at the East State Street Trailhead in the amount of
$115.00 was made by Councilwoman Hastings and seconded by
Councilman Braightmeyer. The motion passed unanimously.
FINANCIAL REPORTS AND MONTHLY BILLS – OCTOBER 31, 2022: Council received
the financial report and the bills for October 2022. It was moved by
Councilwoman Bowman and seconded by Councilwoman Noel that the
financial report be received and the monthly bills for October in the amount of
$316,339.44 be ratified. The motion was approved.
POLICE DEPARTMENT REPORT: Council received the Police Department Report of
Calls for Service for October, 2022. Chief Beighley gave a timeline for the hiring
of a fulltime police officer including the Civil Service Commission requirements.
ZONING OFFICER REPORT: Council accepted the October report as submitted.
QUARRYVILLE BOROUGH AUTHORITY: The October 18, 2022 meeting minutes
were reviewed by Council. The SwiftReach Notification System item was clarified
regarding the cost increase and approval. The increase was $250.00 and
approved by the Manager and the Authority as a typical cost increase.
PLANNING COMMISSION: The October 17, 2022 Planning Commission meeting
minutes were reviewed by Council.
STREETS/INFRASTRUCTURE/PARKS COMMITTEE: The October 11, 2022 meeting
minutes were reviewed by Council.
MAYORS REPORT: No report for October.

OLD BUSINESS: None
NEW BUSINESS: The Manager reported the he will be attending the statewide
Active Transportation Summit at F&M College on November 12, 2022.
The Manager reported that he was elected as Vice President of the Lancaster
County Boroughs Association at the October meeting.
The Manager reported that the “Welcome to Quarryville” sign for the Route 372
entrance area east of the Enola Low Grade Trail has been ordered and will
probably be installed by the end of the year.
Council agreed to cancel the November 14, 2022 Work Session.
PUBLIC COMMENT: None
ADJOURNMENT: At 7:42 PM, Council President Kemper called for a motion to
adjourn. It was moved by Councilwoman Hastings and seconded by
Councilwoman Bowman that the meeting be adjourned. The motion to adjourn
was unanimously approved.
