BOROUGH OF QUARRYVILLE – COUNCIL MINUTES
REGULAR MEETING – DECEMBER 5, 2022
Borough Council held its Regular Meeting on the above date at 7:00 PM at the
Municipal Building. Council President Joy Kemper called the meeting to order
with the following persons present: Council Members Jim Kreider, Cheryl
Bowman, Brian Braightmeyer and Susan Noel. Mayor Anthony Cavallaro, Chief
Rick Beighley and Borough Manager Scott Peiffer were also in attendance.
Councilwoman Diane Hastings and Councilman Gerald Hassel were absent.
PUBLIC HEARING - FRITZ AVENUE STREET OPENING: Claudia Shank, representing
Mark Will Partnership, gave a brief background on the project. Her briefing
included laws regarding opening up a street after 21 years and the provisions of
the Borough Code to accomplish the opening.
The following members of the public asked questions regarding the project:
Barry and Brenda Bard, 341 W. Fritz Avenue
Toby and Gene Cullen, 337 W. Fritz Avenue
Questions included responsibilities of current homeowners to pay for
sidewalk/curb installation and driveway repair, timeline of construction,
ownership of Right of Way and stormwater management responsibility. Council
and developer representatives answered questions as follows: The developer
will pay for all curb/sidewalk installation and be responsible for driveway repair
and grading. The construction timeline would be developed after plan
approval. The developer will comply with all stormwater laws and have a
recorded stormwater management plan.
The Cullen’s questioned the cost of sewer installation since they will be required
to hook up to the system after the mains are in place. There was no clear
answer to the question.
Council members questioned the communication between the homeowners
and the developer. They encouraged continued dialogue to resolve any issues.
A motion to adopt Ordinance No. 450, authorizing opening of Fritz Avenue
between Smith Drive and Chestnut Street, was made by Councilwoman Noel
and seconded by Councilwoman Bowman. The motion passed unanimously.
PUBLIC COMMENT: None
APPROVAL OF MINUTES – NOVEMBER 11, 2022 REGULAR MEETING: It was moved
by Councilwoman Noel and seconded by Councilwoman Bowman that the
minutes of the November 11, 2022 Regular Meeting be approved. The motion
passed unanimously.

MANAGER’S REPORT:
Employee Christmas Gift Cards: A motion to give $75.00 Good’s Store
Gift Cards to fulltime and parttime employees was made by Councilman
Braightmeyer and seconded by Councilwoman Bowman. The motion was
unanimously approved.
Proposed 2023 Meeting Schedule: A motion to approve the 2023
Meeting Schedule for advertising was made by Councilman Braightmeyer
and seconded by Councilman Kreider. The motion passed unanimously.
Resolution 2022-16: A motion to pass Resolution 2022-16, approving the
appointments and reappointments for 2023 for the Planning Commission,
Zoning Hearing Board, Vacancy Board, Civil Service Commission and
Borough Authority was made by Councilman Braightmeyer and
seconded by Councilman Kreider. The motion passed unanimously.
Resolution 2022-17-2023 Tax Levy: A motion to pass Resolution 2022-17,
setting the 2023 real estate tax rate at the current 4.88 mills was made by
Councilwoman Noel and seconded by Councilman Kreider. The motion
passed unanimously.
Christmas Tree Recycling: Christmas Tree recycling will take place
12/26/22-1/31/23 at the SECA pool parking area. Eden Township will assist
in the program by providing a chipper and labor.
Resolution 2022-18: A motion to pass Resolution 2022-18, waiving police
contributions to the pension plan for 2023, was made by Councilman
Braightmeyer and seconded by Councilwoman Bowman. The motion
passed unanimously.
Resolution 2022-19: A motion to pass Resolution 2022-19, appointing Trout
CPA as the Borough’s Independent Auditor for 2023 was made by
Councilwoman Noel and seconded by Councilwoman Bowman. The
motion passed unanimously.
2023 Final Budget: A motion to approve the 2023 budget as advertised
was made by Councilwoman Bowman and seconded by Councilwoman
Noel. The motion passed unanimously.
Welcome Sign Lease Approval: A motion to sign the proposed lease for
the East State Street property on which the new “Welcome to Quarryville”
sign will be placed was made by Councilman Braightmeyer and
seconded by Councilman Kreider. The motion passed unanimously.

PNC Bank Rewards Card, Positive Pay Program and Check Signer
Authorization: A motion to add Positive Pay check review system, Apply
for PNC Rewards Card Program and authorizing the following as signers on
all PNC accounts: President of Council Joy Kemper, Vice-President of
Council Susan Noel and Borough Manager Scott Peiffer, was made by
Councilwoman Noel and seconded by Councilman Kreider. The motion
passed unanimously.
Fire Police Request: A motion to grant the use of Fire Police to assist in
traffic control for Wreaths Across America to be held at the Quarryville
Cemetery in East Drumore Township on December 17, 2022, was made by
Councilman Braightmeyer and seconded by Councilwoman Bowman.
The motion passed unanimously.
FINANCIAL REPORTS AND MONTHLY BILLS – NOVEMBER 30, 2022: Council received
the financial report and the bills for November 2022. It was moved by
Councilwoman Bowman and seconded by Councilman Kreider that the
financial report be received and the monthly bills for November in the amount
of $110,587.97 be ratified. The motion was approved.
POLICE DEPARTMENT REPORT: Council received the Police Department Report of
Calls for Service for November, 2022. Chief Beighley gave an updated timeline
for the hiring of a fulltime police officer including the Civil Service Commission
requirements. Councilwoman Noel raised the issue of officer accessibility at the
municipal building during normal business hours. Chief Beighley explained the
current system of officer contact through the use of the Lancaster County non-
emergency dispatcher to field and assess calls.
ZONING OFFICER REPORT: Council accepted the November report as submitted.
QUARRYVILLE BOROUGH AUTHORITY: The November 15, 2022 meeting minutes
were reviewed by Council.
PLANNING COMMISSION: The November 21, 2022 Planning Commission meeting
minutes were reviewed by Council. The Manager reminded Council of the
upcoming projects that they will be asked to approve. They include adopting
the new Regional Comprehensive Plan, approval for the Smith Drive Subdivision,
and approval of the Fritz Avenue Subdivision.
STREETS/INFRASTRUCTURE/PARKS COMMITTEE: The November 9, 2022 meeting
minutes were reviewed by Council. Councilwoman Bowman updated Council
on the proposed camera security system for Huffnagle Park. The Manager will
get costs for internet service to the utility building and have a proposal for
Streets/Infrastructure/Parks Committee to recommend at a future meeting.

MAYORS REPORT: The mayor reported on the Police Foundation Tree at Clipper
Stadium that is free to view. The mayor also reminded Council of the upcoming
Christmas in Q-ville event on Saturday, December 10 from 2PM-7PM.
OLD BUSINESS: None
NEW BUSINESS: The Manager reported the Borough has received a grant from
America Walks for $1,500.00 to develop a safe walking route through the
Borough. The grant will cover the costs of developing a brochure as well as
signage for the route.
Councilman Braightmeyer raised the issue of Fire Police request approvals by
Council. Discussion was held on the matter and the Manager will relay
information from the Solicitor for Council to review before making a decision.
PUBLIC COMMENT: None
ADJOURNMENT: At 8:40 PM, Council President Kemper called for a motion to
adjourn. It was moved by Councilwoman Bowman and seconded by
Councilman Kreider that the meeting be adjourned. The motion to adjourn was
unanimously approved.
