BOROUGH OF QUARRYVILLE – COUNCIL MINUTES REGULAR MEETING – FEBRUARY 6, 2023 Borough Council held its Regular Meeting on the above date at 7:00 PM at the Municipal Building. Council President Joy Kemper called the meeting to order with the following persons present: Council Members Jim Kreider, Cheryl Bowman, Brian Braightmeyer, Diane Hastings, Gerald Hassel and Susan Noel. Mayor Anthony Cavallaro, Chief Rick Beighley and Borough Manager Scott Peiffer were also in attendance. PUBLIC COMMENT: Mike Sullenberger gave a report on the activities of the Quarryville Fire Department as reported during the Southern Lancaster County Safety Committee which he attended. John Riddell, a resident of 420 Fritz Ave., spoke on his concern regarding traffic safety around the Borough. As a cyclist, he has witnessed stop sign violations, etc. around town. APPROVAL OF MINUTES – JANUARY 3, 2023 REGULAR MEETING: It was moved by Councilwoman Hastings and seconded by Councilman Braightmeyer that the minutes of the January 3, 2023 Regular Meeting be approved. The motion passed unanimously. MANAGER’S REPORT: Fritz Avenue Land Development Plan - Conditional Approval: A motion to table conditional approval of the Fritz Avenue Subdivision and Land Development Plan was made by Councilwoman Hastings and seconded by Councilwoman Bowman. The motion was unanimously approved. This action was the result of an off-site stormwater issue that has not been resolved. Borough Community Events Schedule: A motion to approve the community events schedule as presented was made by Councilman Braightmeyer. The motion did not receive a second. A motion to approve a revised schedule of community events to include the Borough/Lions Club Car Cruise on 6/3/2023 and the Flag Day Flag Retirement Ceremony on 6/14/2023 was made by Councilwoman Noel and seconded by Councilwoman Hastings. The motion passed unanimously. Ordinance Numbering Correction: It was moved by Councilwoman Hastings and seconded by Councilwoman Bowman to renumber Ordinance No. 450 – Fritz Avenue Street Acceptance to Ordinance No. 452. The motion passed unanimously. Quarryville Borough Council Meeting Minutes -February 6, 2023 Stormwater Management Agreement - 125 South Lime Street: A motion to approve the stormwater management agreement for 125 S. Lime Street was made by Councilman Braightmeyer and seconded by Councilwoman Noel. The motion passed unanimously. Stormwater Management Agreement - 255 West Fifth Street: A motion to approve the stormwater management agreement for 255 W. Fifth Street was made by Councilwoman Bowman and seconded by Councilman Kreider. The motion passed unanimously. Fire Police Requests: A motion to grant the use of Quarryville Fire Police to assist in traffic control for the Bart Mud Sale to be held on March 4 & 18, 2023 and Porterfield Auctions on March 18, 2023 was made by Councilwoman Bowman and seconded by Councilwoman Hastings. The motion passed unanimously. Capital Budget Modification: A motion to correct the Capital Budget transfer from General Fund Budget from $206,000.00 to $50,000.00 was made by Councilwoman Bowman and seconded by Councilwoman Hastings. The motion passed unanimously. Resolution 2023-02 - Adoption of Southern Lancaster County Regional Comprehensive Plan: A motion to adopt Resolution 2023-02 was made by Councilwoman Bowman and seconded by Councilwoman Noel. The motion passed unanimously. Borough Manager-Fire Police Request Authorization: A motion to give the Borough Manager authority to approve fire police assistance requests that are received between Borough Council meetings with the event to be held prior to the next scheduled Council meeting was made by Councilwoman Bowman and seconded by Councilman Braightmeyer. The motion passed unanimously. FINANCIAL REPORTS AND MONTHLY BILLS – JANUARY 31, 2023: Council received the financial report and the bills for January 2023. It was moved by Councilwoman Noel and seconded by Councilwoman Bowman that the financial report be received and the monthly bills for January in the amount of $135,573.12 be ratified. The motion was approved. POLICE DEPARTMENT REPORT: Council received the Police Department Report of Calls for Service for January, 2023. Chief Beighley recommended hiring Mitchell Melot as a fulltime officer at the compensation rate of new hire with a starting date to be determined. The issue as to whether Melot will need to undergo evaluations as required in the Civil Service rules since he has completed those evaluations prior to part-time hiring 8 months ago needs to be determined. Councilwoman Bowman made a motion to offer a fulltime patrol officer position to Mitchell Melot at the new hire rate of pay with the starting date conditional on the evaluation tests required or not required as well as the approval of the Quarryville Borough Council Meeting Minutes – February 6, 2023 2 proposed Solanco School District SRO Agreement. Councilwoman Noel seconded the motion. The motion passed unanimously. Chief Beighley reported that the evidence room will need expanded in size due to new regulations on the storage of evidence. Lowes has donated materials and the public works staff will complete the construction. The Manager will check on the permit requirements for the work. ZONING OFFICER REPORT: Council accepted the January report as submitted. QUARRYVILLE BOROUGH AUTHORITY: The January 17, 2023 Regular Meeting minutes were reviewed by Council. Councilman Braightmeyer added that the option for online payments of water/sewer bills will be available soon. PLANNING COMMISSION: The January 16, 2023 Planning Commission meeting minutes were reviewed by Council. STREETS/INFRASTRUCTURE/PARKS COMMITTEE: The January 3, 2023 meeting minutes were reviewed by Council. MAYORS REPORT: The Mayor asked if it was possible to have a bulletin board installed somewhere in Huffnagle Park to notify the public of upcoming events. Public Works will look into options for placing a bulletin board, either free standing or wall mounted. OLD BUSINESS: Councilwoman Bowman asked a question regarding the residential rental inspection registrations timeline. The Manager stated that all rental properties are to be registered in 2023 but the inspections will take place over a 3-year period. NEW BUSINESS: President Kemper commented on the request for a DeMolay Month Proclamation. After discussion Council tabled the request. Councilwoman Hastings gave a brief summary of the recent meeting at Columbia Crossings in Columbia Borough that she attended with the Manager regarding the Trail Towns Program. The program will promote towns along the Enola Low Grade Trail. As representatives of the Borough at the meeting, Councilwoman Hastings and the Manager indicated that the Borough is interested in the Trail Towns Program and would like to be invited to the meetings that will be held in the future. Council President Kemper relayed a question from our solicitor regarding the issue of the Quarryville Police Foundation having the Borough’s mailing address to Mayor Cavallaro. Council will consult the solicitor regarding the issue of separate entities holding the same address as the municipality. PUBLIC COMMENT: None Quarryville Borough Council Meeting Minutes – February 6, 2023 3 ADJOURNMENT: At 8:07 PM, Council President Kemper called for a motion to adjourn. It was moved by Councilwoman Hastings and seconded by Councilman Braightmeyer that the meeting be adjourned. The motion to adjourn was unanimously approved.
