BOROUGH OF QUARRYVILLE – COUNCIL MINUTES REGULAR MEETING – APRIL 3, 2023 Borough Council held its Regular Meeting on the above date at 7:00 PM at the Municipal Building. Council President Joy Kemper called the meeting to order with the following persons present: Council Members Cheryl Bowman, Brian Braightmeyer, Diane Hastings and Susan Noel. Council Members James Kreider and Gerald Hassel were absent. Mayor Anthony Cavallaro, Chief Rick Beighley and Borough Manager Scott Peiffer were also in attendance. AGENDA AMENDMENT: A motion was made by Councilwoman Bowman and seconded by Councilman Braightmeyer to amend the April 3, 2023 Council Meeting Agenda by adding the following items under the Police Department Report: a. Approval to hire a part-time police officer, Troy Hickins b. New police car grant award c. Approval for a new phone system The motion passed unanimously. These items were mistakenly omitted from the agenda. PUBLIC COMMENT: Cheryl Aukamp, 251 Meadow Lane, had questions regarding police coverage and police scheduling of officers for patrol. Chief Beighley responded to questions. Ms. Aukamp also questioned Police Foundation fund allocations. Pres. Kemper reminded Ms. Aukamp and Council that the Foundation is a separate non-profit entity and not a part of the Borough. APPROVAL OF MINUTES – MARCH 6, 2023 REGULAR MEETING: It was moved by Councilwoman Bowman and seconded by Councilwoman Noel that the minutes of the March 6, 2023 Regular Meeting be approved. The motion passed unanimously. MANAGER’S REPORT: Fire Police Request: The Manager reported that he had approved a request that came in after the last regular meeting and the event was prior to the April 3, 2023 meeting. The request was for traffic control at the Robert Fulton Fire Co. Mud Sale that was held on April1, 2023. Fire Police Requests: A request for Fire Police assistance for traffic control was received from Little Britain Township for events at Britain Hill Vineyard and Venue on July 15, September 30 and November 25, 2023. A request was received from Strasburg Borough for traffic control assistance for the Memorial Day Parade to be held in Strasburg on May 29, 2023. A motion to grant those requests was made by Councilman Braightmeyer and seconded by Councilwoman Hastings. The motion passed unanimously. Quarryville Borough Council Meeting Minutes April 3, 2023  Resolution 2023-07: A motion to adopt Resolution 2023-07 providing for an intermunicipal agreement between Providence Township and the Borough for the purpose of constructing a Connector Trail from the Enola Low Grade Trail onto North Lime Street was made by Councilwoman Hastings and seconded by Councilwoman Noel. The motion passed unanimously. Providence Township Memorandum of Understanding (MOU): A motion to adopt the MOU with Providence Township detailing the working relationship between the Township and the Borough regarding the Connector Trail from the Enola Low Grade Trail onto North Lime Street was made by Councilwoman Noel and seconded by Councilman Braightmeyer. The motion passed unanimously. Resolution 2023-08: A motion to adopt Resolution 2023-08 regarding applying to the National Fish and Wildlife Foundation Small Watershed Grant Program for planning funds for a conservation plan for Memorial Park was made by Councilwoman Hastings and seconded by Councilwoman Bowman. The motion passed unanimously. FINANCIAL REPORTS AND MONTHLY BILLS – MARCH 31, 2023: Council received the financial report and the bills for March 2023. It was moved by Councilwoman Noel and seconded by Councilman Braightmeyer that the financial report be received and the monthly bills for March in the amount of $117,181.70 be ratified. The motion was approved. POLICE DEPARTMENT REPORT: Council received the Police Department Report of Calls for Service for March, 2023. Chief Beighley recommended hiring part-time officer candidate Troy Hickins. A motion to hire Troy Hickins as a part-time police officer was made by Councilman Braightmeyer and seconded by Councilwoman Noel. The motion passed unanimously. Council discussed the recent grant award of $54,100.00 from the Local Share Account (LSA) application that was submitted in 2022 to purchase a police car. Discussion was held on the option to use the funds for a vehicle that is currently ordered or to order an additional vehicle. A motion to look into adding approximately $6,000.00 worth of options to the currently ordered vehicle in order to utilize the grant money to pay for the previously ordered vehicle was made by Councilman Braightmeyer and seconded by Councilwoman Bowman. The motion passed unanimously. After a brief discussion regarding the current Comcast Phone System, a motion to move forward with replacing the Comcast System with a system that will be installed by Kurt Wagner of KC & Co. at an estimated cost of $4,142.00 to be paid by Borough budget funds was made by Councilwoman Noel and seconded by Councilwoman Bowman. The motion passed unanimously. Quarryville Borough Council Meeting Minutes – April 3, 2023 2 ZONING OFFICER REPORT: Council accepted the March report as submitted. QUARRYVILLE BOROUGH AUTHORITY: The March 21, 2023 Regular Meeting minutes were reviewed by Council. PLANNING COMMISSION: The March 20, 2023 Planning Commission meeting minutes were reviewed by Council. Chairperson Hastings reviewed the Smith Drive Subdivision Final Plan. She also informed Council that the Planning Commission was willing to work on a draft Short Term Rental Ordinance that would be presented to Council for final approval and adoption. Council informed Chairperson Hastings to have Planning Commission move forward with preparing a draft short term rental ordinance. STREETS/INFRASTRUCTURE/PARKS COMMITTEE: The March 6, 2023 meeting minutes were reviewed by Council. Councilwoman Bowman advised Council that the Huffnagle Park security cameras will be installed soon. MAYORS REPORT: The Mayor questioned the ‘Overnight Parking’ signs in the public lot at Huffnagle Park. The police cannot enforce the sign without more specific information. Chief Beighley and the Manager will work on a solution. OLD BUSINESS: None NEW BUSINESS: The Manager reported that the Borough was awarded the following grants on March 16, 2023: East Second Street Bridge Replacement - $292,827.00 from the Commonwealth Finance Authority- Multimodal Transportation Fund Police Vehicle Acquisition - $54,100.00 from the Statewide Local Share Account (LSA) In addition, the Borough Authority was awarded $300,000.00 for the Maple Avenue Water Line Replacement Project from the Statewide LSA Fund. PUBLIC COMMENT: Jessi Crotti, 108 North Church Street, commented on the value of partnering with the Chesapeake Bay Foundation for the upcoming riparian buffer planting at Memorial Park in April. Brenda Boyd, 119 West State Street, thanked the Borough for their commitment to safety by installing security cameras in Huffnagle Park. Kathy Sutherland, 159 Northview Lane, asked if any of the Borough’s police officers live in the Borough. Chief Beighley responded to the question by saying Quarryville Borough Council Meeting Minutes – April 3, 2023 3 that none live in the Borough but two officers live nearby in neighboring townships. ADJOURNMENT: At 8:33 PM, Council President Kemper called for a motion to adjourn. It was moved by Councilwoman Hastings and seconded by Councilwoman Bowman that the meeting be adjourned.
