BOROUGH OF QUARRYVILLE – COUNCIL MINUTES REGULAR MEETING – MAY 1, 2023 Borough Council held its Regular Meeting on the above date at 7:00 PM at the Municipal Building. Council President Joy Kemper called the meeting to order with the following persons present: Council Members Cheryl Bowman, Brian Braightmeyer, Diane Hastings, Susan Noel, James Kreider and Gerald Hassel. Mayor Anthony Cavallaro, Chief Rick Beighley and Borough Manager Scott Peiffer were also in attendance. AGENDA AMENDMENT: A motion was made by Councilwoman Hastings and seconded by Councilwoman Noel to amend the May 1, 2023 Council Meeting Agenda by adding the following item under Old Business: a. Police Car Order -- Use of Local Share Account Grant Award The motion passed unanimously. This item was mistakenly omitted from the agenda. PUBLIC COMMENT: None APPROVAL OF MINUTES – APRIL 3, 2023 REGULAR MEETING: It was moved by Councilwoman Hastings and seconded by Councilwoman Bowman that the minutes of the April 3, 2023 Regular Meeting be approved. The motion passed unanimously. MANAGER’S REPORT: Fire Police Requests: A request for Fire Police assistance for traffic control was received from Providence Township for the following events: Low Grade Trail Event-Golden Mule Stampede on May 6, 2023; Suicide Awareness Benefit Ride on June 17, 20223; Low Grade Trail Event-Solid Rock 5K on August 5, 2023. A request was received from Eden Township for traffic control assistance at Smith Middle School on June 5, 2023. A motion to grant those requests was made by Councilman Braightmeyer and seconded by Councilwoman Bowman. The motion passed unanimously. Government Management Services (GMS) Contract: GMS is requesting an amendment to the original contract for grant application services. The amendment would increase the monthly fee from $4,000.00 to $4,500.00 until January 1, 2024 and then increase to $5,000.00 per month for 2024. A motion to agree to the amendment as presented was made by Councilman Braightmeyer and seconded by Councilwoman Noel. The motion passed unanimously. Quarryville Borough Council Meeting Minutes May 1, 2023  Smith Drive Subdivision and Land Development Plan Conditional Approval: Councilwoman Bowman made a motion to approve the Smith Drive Subdivision and Land Development Plan with the conditions listed on the ELA review letter dated April 17, 2023, the Lancaster County Planning Department review letter dated April 26, 2023 and the forthcoming Borough Solicitor review letter. Councilwoman Hastings seconded the motion. The motion passed with Councilman Braightmeyer abstaining due to the proximity of his residence to the proposed development. Resolution 2023-09: A motion to adopt Resolution 2023-09 regarding applying to the Department of Community and Economic Development for a Greenways, Trails and Recreation Program Grant for the Enola Low Grade Rail Trail Connector Project was made by Councilwoman Noel and seconded by Councilwoman Hastings. The motion passed unanimously. Resolution 2023-10: A motion to adopt Resolution 2023-10 regarding applying for a Susquehanna Riverlands Mini-Grant in the amount of $25,000 for the plantings and signage portion of the Enola Low Grade Rail Trail Connector Project was made by Councilwoman Hastings and seconded by Councilwoman Bowman. The motion passed unanimously. Local Road Safety Plan: After reviewing information on creating a Local Road Safety Program, Council decided to table the matter until further information was available. The Manager will provide an example plan from another municipality for review at the next meeting. State Street/Lime Street Intersection Signal Engineering/Permitting Approval: After a brief discussion, a motion to proceed with design/permitting performed by the Borough Engineer, ELA, at a cost of $59,000.00 was made by Councilman Braightmeyer and seconded by Councilwoman Bowman. The motion passed unanimously. FINANCIAL REPORTS AND MONTHLY BILLS – APRIL 30, 2023: Council received the financial report and the bills for April 2023. It was moved by Councilwoman Bowman and seconded by Councilman Kreider that the financial report be received and the monthly bills for April in the amount of $84,783.13 be ratified. The motion was approved. POLICE DEPARTMENT REPORT: Council received the Police Department Report of Calls for Service for April 2023. Chief Beighley reported to Council on the Police Department Scheduling software that is available. The cost is $2,000.00 plus the annual fee of $2,650.00 for cloud storage and support. Council agreed with the Police Committee to make a decision on purchase next month. The purchase would be contingent with the availability of budget funds at or near the end of the fiscal year 2023. Chief Beighley presented a job description for the proposed Supervisor position in the police department. Council will review and make a decision at the June Regular Council Meeting. ZONING OFFICER REPORT: Council accepted the April report as submitted. QUARRYVILLE BOROUGH AUTHORITY: The April 18, 2023 Regular Meeting minutes were reviewed by Council. PLANNING COMMISSION: The April 17, 2023 Planning Commission meeting minutes were reviewed by Council. Chairperson Hastings reported that the Planning Commission will begin the drafting and review of a short-term rental ordinance to present to Borough Council. STREETS/INFRASTRUCTURE/PARKS COMMITTEE: The April 3, 2023 meeting minutes were reviewed by Council. Councilwoman Bowman advised Council that the Huffnagle Park security cameras are to be installed tomorrow (May 2, 2023). MAYORS REPORT: None OLD BUSINESS: There was a brief discussion on the Local Share Account Grant award for a new police vehicle. The discussion centered around using the $54,100.00 award for the payment of the vehicle that was ordered prior to the notification of award or ordering another vehicle. The vehicle that is ready for delivery is approximately $48,000.00. There is a question of adding options to the vehicle or ordering another vehicle. A motion to use the grant award to pay for the current delivery ready police vehicle and escrow the remaining funds for the next vehicle if permissible by the Department of Community and Economic Development was made by Councilwoman Bowman and seconded by Councilwoman Noel. The motion passed unanimously NEW BUSINESS: Councilwoman Bowman raised the issue of the lack of security lighting in the municipal building rear parking lot. Chief Beighley and the Borough Manager will look into this. PUBLIC COMMENT: None ADJOURNMENT: At 8:30 PM, Council President Kemper called for a motion to adjourn. It was moved by Councilman Braightmeyer and seconded by Councilwoman Bowman that the meeting be adjourned. The motion to adjourn was unanimously approved.
