BOROUGH OF QUARRYVILLE – COUNCIL MINUTES REGULAR MEETING – JUNE 5, 2023 Borough Council held its Regular Meeting on the above date at 7:00 PM at the Municipal Building. Council President Joy Kemper called the meeting to order with the following persons present: Council Members Brian Braightmeyer, Diane Hastings, Susan Noel, James Kreider and Gerald Hassel. Mayor Anthony Cavallaro, Chief Rick Beighley and Borough Manager Scott Peiffer were also in attendance. Councilwoman Bowman was absent. AGENDA AMENDMENT: A motion was made by Councilwoman Hastings and seconded by Councilwoman Noel to amend the June 5, 2023 Council Meeting Agenda by adding the following item under Police Department Report: b. Police Supervisor Position Approval. The motion passed unanimously. This item was mistakenly omitted from the agenda. PUBLIC COMMENT: None APPROVAL OF MINUTES – MAY 1, 2023 REGULAR MEETING: It was moved by Councilwoman Hastings and seconded by Councilwoman Noel that the minutes of the May 1, 2023 Regular Meeting be approved with a correction noted - change the word office to officer on page 3 first line, third word. The motion passed unanimously. MANAGER’S REPORT: Local Road Safety Plan: Upon recommendation from the Streets/Infrastructure/Parks Committee, a motion to allow the Borough Manager to proceed with the creation of a Local Road Safety Plan was made by Councilman Braightmeyer and seconded by Councilman Kreider. The motion passed unanimously. Fritz Avenue Recording Time Extension: After receiving a request from RGS Associates for a 90-day time extension to record the Preliminary/Final Land Development Plan for the Fritz Avenue Extension, a motion to grant that request was made by Councilwoman Hastings and seconded by Councilman Kreider. The motion passed unanimously. Auditor Request for Proposal: A motion to approve the draft auditor request for proposal (RFP) was made by Councilwoman Noel and seconded by Councilwoman Hastings. The motion passed unanimously. Council advised the Manager to send the RFP to 5 or 6 auditing firms. Quarryville Borough Council Meeting Minutes June 5, 2023  Act 167 Lancaster County Stormwater Management Plan Support: A motion to submit a letter of support to the Lancaster County Planning Department for the update to the Act 167 requirements was made by Councilwoman Hastings and seconded by Councilman Braightmeyer. The motion passed unanimously. Streets/Infrastructure/Parks Committee and Police Committee Meetings Date Change: After a brief discussion, a motion to change the remaining S/I/P monthly meetings of 2023 from the first Monday of the month at 5:00 PM to the second Tuesday of the month at 7:00 PM and change the Police Committee meeting scheduled for July 3, 2023 at 6:00 PM to July 10, 2023 at 6:00 PM was made by Councilwoman Noel and seconded by Councilman Braightmeyer. The motion passed unanimously. Regular July Meeting Date Change: After a brief discussion, a motion to cancel the July 3, 2023 Regular Council Meeting and meet on the advertised July 10, 2023 Work Session to conduct business was made by Councilwoman Noel and seconded by Councilman Kreider. The motion passed unanimously. Second Street Bridge/Culvert Replacement Engineering Proposal: A motion to approve the estimate for engineering design from ELA for the Second Street bridge/culvert at a cost of $21,400.00 was made by Councilman Braightmeyer and seconded by Councilman Kreider. The motion passed unanimously. Fire Police Request: A request for Fire Police assistance for traffic control was received from Strasburg Township for the Refton Fire Company Mud Sale on June 24, 2023. A motion to grant the request was made by Councilwoman Hastings and seconded by Councilwoman Noel. The motion passed unanimously. Resolution 2023-11 - Support for America250PA: A motion to support the United States Semiquincentennial (America250PA) with Resolution 2023-11 was made by Councilman Braightmeyer and seconded by Councilwoman Noel. The motion passed unanimously FINANCIAL REPORTS AND MONTHLY BILLS – MAY 31, 2023: Council received the financial report and the bills for May 2023. It was moved by Councilwoman Hastings and seconded by Councilwoman Noel that the financial report be received and the monthly bills for May in the amount of $99,599.64 be ratified. The motion was approved. POLICE DEPARTMENT REPORT: Council received the Police Department Report of Calls for Service for May 2023. Chief Beighley reported to Council on the Police Department May events: Pepper Spray Training, Evidence Process Training and Coffee with a Cop. Item b. Police Supervisor Position Approval was tabled. Quarryville Borough Council Meeting Minutes – June 5, 2023 2 ZONING OFFICER REPORT: Council accepted the May report as submitted. QUARRYVILLE BOROUGH AUTHORITY: The May 17, 2023 Regular Meeting minutes were reviewed by Council. PLANNING COMMISSION: The May 15, 2023 Planning Commission meeting minutes were reviewed by Council. STREETS/INFRASTRUCTURE/PARKS COMMITTEE: The May 1, 2023 meeting minutes were reviewed by Council. MAYORS REPORT: None OLD BUSINESS: None NEW BUSINESS: None PUBLIC COMMENT: None ADJOURNMENT: At 7:32 PM, Council President Kemper called for a motion to adjourn. It was moved by Councilwoman Hastings and seconded by Councilman Kreider that the meeting be adjourned. The motion to adjourn was unanimously approved.
