BOROUGH OF QUARRYVILLE – COUNCIL MINUTES WORK SESSION – JULY 10, 2023 Borough Council held its Work Session on the above date at 7:00 PM at the Municipal Building. Council President Joy Kemper called the meeting to order with the following persons present: Council Members Brian Braightmeyer, Cheryl Bowman, Diane Hastings, James Kreider and Gerald Hassel. Mayor Anthony Cavallaro, Chief Rick Beighley and Borough Manager Scott Peiffer were also in attendance. Councilwoman Noel was absent. PUBLIC HEARING: Quarryville Presbyterian Retirement Community (QPRC) Tax Exempt Financing Approval (TEFRA)- Convened 7:03PM. Representatives from QPRC, Jon Cox and Diane Aston, gave a brief summary of TEFRA and the reason for municipal approval. A motion to adopt Resolution 2023-12 as well as the requested Certificate of Approval for QPRC was made by Councilwoman Hastings and seconded by Councilwoman Bowman. The motion passed unanimously. The hearing was closed at 7:10PM. PUBLIC COMMENT: None APPROVAL OF MINUTES – JUNE 5, 2023 REGULAR MEETING: It was moved by Councilwoman Hastings and seconded by Councilman Braightmeyer that the minutes of the June 5, 2023 Regular Meeting be approved. The motion passed with Councilwoman Bowman abstaining. MANAGER’S REPORT: Fire Police Request: A request for Fire Police assistance for traffic control was received for the Brandon Hardy Memorial Ride to be held on July 15, 2023 in the Borough. A motion to grant the request was made by Councilwoman Bowman and seconded by Councilman Kreider. The motion passed unanimously. Car Cruise-In Report: The Manager gave a brief report on the Cruise-In held on June 3, 2023 at Memorial Park. The donations were shared with the Quarryville Lions Club in the amount of $830.00 each. There were approximately 120 cars at the show. Resolution 2023-13: This resolution is a requirement for an MTF-CFA grant application to assist in the Fourth St./State St. intersection project. A motion to approve the resolution was made by Councilwoman Hastings and seconded by Councilman Hassel. The motion passed unanimously. Quarryville Borough Council Meeting Minutes July 10, 2023 Resolution 2023-14: This resolution authorizes the disposal of records that are outdated as listed. A motion to adopt Resolution 2023-14 was made by Councilwoman Hastings and seconded by Councilwoman Bowman. The motion passed unanimously FINANCIAL REPORTS AND MONTHLY BILLS – JUNE 30, 2023: Council received the financial report and the bills for June 2023. It was moved by Councilman Braightmeyer and seconded by Councilman Kreider that the financial report be received and the monthly bills for June in the amount of $193,028.21 be ratified. The motion was approved. POLICE DEPARTMENT REPORT: Council received the Police Department Report of Calls for Service for June 2023. Chief Beighley reported to Council that part-time Officer Troy Hikins has submitted his letter of resignation. ZONING OFFICER REPORT: Council accepted the June report as submitted. QUARRYVILLE BOROUGH AUTHORITY: The June 20, 2023 Regular Meeting minutes were reviewed by Council. PLANNING COMMISSION: The June 19, 2023 Planning Commission meeting minutes were reviewed by Council. Planning Commission Chair Hastings reported that they are working on a draft short term rental ordinance. STREETS/INFRASTRUCTURE/PARKS COMMITTEE: The June 5, 2023 meeting minutes were reviewed by Council. MAYORS REPORT: None OLD BUSINESS: None NEW BUSINESS: The Manager announced the Lancaster County Boroughs Association summer meeting will be held in Columbia on July 26, 2023. All are invited. The Manager and Police Chief gave Council an overview of the police car radio estimates and recommended purchasing 2 Kenwood radios from RMI at a cost of approximately $7,200.00 installed. Council agreed that the radios should be ordered for the new cars. The cost will be from budgeted costs for the new vehicles. EXECUTIVE SESSION: At 7:35PM, Council President Kemper called for a motion to enter into Executive Session for personnel matters. Councilwoman Hastings offered that motion and Councilwoman Bowman seconded the motion. The motion passed unanimously. Quarryville Borough Council Meeting Minutes – July 10, 2023 2 RETURN TO REGULAR SESSION: At 9:06PM Council returned to regular session. A motion to approve a pay rate increase of up to $28.00 per hour for Jonathon Stevens retroactive to June 16, 2023 conditional to the approval by the Borough Authority was made by Councilwoman Hastings and seconded by Councilwoman Bowman. The motion passed unanimously. A motion to have the Borough Manager present at all contract negotiations and have the approval signature on all contracts and capital purchases was made by Councilwoman Hastings and seconded by Councilwoman Bowman. The motion passed unanimously. PUBLIC COMMENT: None ADJOURNMENT: At 9:15PM, Council President Kemper called for a motion to adjourn. It was moved by Councilwoman Hastings and seconded by Councilwoman Bowman that the meeting be adjourned. The motion to adjourn was unanimously approved.
