BOROUGH OF QUARRYVILLE – COUNCIL MINUTES
REGULAR MEETING – AUGUST 7, 2023
Borough Council held its Regular Meeting on the above date at 7:10 PM at the
Municipal Building. Council President Joy Kemper called the meeting to order
with the following persons present: Council Members Brian Braightmeyer, Diane
Hastings, Susan Noel, Cheryl Bowman and Gerald Hassel. Mayor Anthony
Cavallaro, Chief Rick Beighley and Borough Manager Scott Peiffer were also in
attendance. Councilman Kreider was absent.
EXECUTIVE SESSION: Council President Kemper announced that an Executive
Session for personnel issues was held prior to the regular Council Meeting at 6:45
PM and adjourned at 7:10 PM.
PUBLIC COMMENT: Chief Beighley gave a brief overview of the Police Chaplain
Program. Chief Beighley introduced Mark Mentzer, a local pastor, who will have
a role as a chaplain in the program that will benefit the members of the
Borough’s Police Department.
APPROVAL OF MINUTES – JULY 10, 2023 Work Session: It was moved by
Councilwoman Hastings and seconded by Councilman Braightmeyer that the
minutes of the July 10, 2023 Work Session be approved. The motion passed with
Councilwoman Noel abstaining due to absence.
MANAGER’S REPORT:
Fire Police Requests: A request for Fire Police assistance for traffic control
was received from Bart Township for the Covenanter Scottish Festival on
September 9, 2023. A second request for Fire Police for traffic control for
the C.R. Lapps Cruisin’ Day on September 10, 2023 was received from East
Drumore Township. Borough Police are requested to attend the Lapps
event as well and Lapps will be invoiced for their overtime. A motion to
grant both requests was made by Councilwoman Hastings and seconded
by Councilwoman Noel. The motion passed unanimously.
Memorandum of Understanding (MOU) Amendment for DCED-GTRP Trail
Connector Grant Application: A motion to approve the MOU Amendment
with Providence Township for the proposed Rail Trail Connector project
was made by Councilman Braightmeyer and seconded by
Councilwoman Noel. The motion passed unanimously.
Fund Transfer of $200,000.00 from General Fund Savings to Capital Reserve
Savings: A motion to approve the transfer of $200,000.00 from General
Fund Savings to Capital Reserve Savings was made by Councilwoman
Hastings and seconded by Councilwoman Noel. The motion passed
unanimously.

Huffnagle Park Usage Request: A motion to approve Huffnagle Park usage
request from Dan Houck which will include amplified music from 11:00 AM
to dusk was made by Councilman Braightmeyer and seconded by
Councilwoman Hastings. The motion passed unanimously. The Borough
Manager will notify the organization to be respectful to the neighboring
residents.
FINANCIAL REPORTS AND MONTHLY BILLS – JULY 31, 2023: Council received the
financial report and the bills for July 2023. It was moved by Councilwoman
Hastings and seconded by Councilman Braightmeyer that the financial report
be received and the monthly bills for July in the amount of $117,462.92 be
ratified. The motion was approved.
POLICE DEPARTMENT REPORT: Council received the Police Department Report of
Calls for Service for July 2023. Chief Beighley reported to Council that National
Night Out held on August 1, 2023 was very successful and well attended.
Shooting Range Update: Lancaster County Conservation District (LCCD) held an
on-site inspection on July 10, 2023. The range area passed inspection however,
there are some issues with the driveway and parking areas leading to the range.
LCCD has arial photos of the driveway area which did not show a previously
stoned-in driveway. Chief Beighley is working on letters of proof that the
driveway was in existence and had stone applied prior to the construction of
the range.
ZONING OFFICER REPORT: Council accepted the July report as submitted.
QUARRYVILLE BOROUGH AUTHORITY: The July 18, 2023 Regular Meeting minutes
were reviewed by Council. Councilman Braightmeyer highlighted that there is a
leak in the standpipe and it will be a large expense to repair/renovate the
standpipe.
PLANNING COMMISSION: The July 17, 2023 Planning Commission meeting
minutes were reviewed by Council. Councilwoman Hastings advised Council
that the Quarryville Library Path Easement is near completion and that the Short-
Term Rental Ordinance draft is forthcoming from the solicitor.
STREETS/INFRASTRUCTURE/PARKS COMMITTEE: The July 11, 2023 meeting minutes
were reviewed by Council.
MAYORS REPORT: Mayor Cavallaro reported that the EMS Update packet was
distributed for review. The mayor also reported on the PennMed-LGH Lead Free
Families Program. He suggested that we try to get the information out to our
residents. It is currently on the website with a link to information. We will request
that the Borough Authority allow us to place a reminder on the Nov. 1
sewer/water billing.

OLD BUSINESS: None
NEW BUSINESS: The Borough Manager read a thank you letter from SECA. The
Borough has fulfilled their pledge of $10,000.00 for the Pool Renovation Project.
PUBLIC COMMENT: Ken Yost of Quarry Ridge suggested that the EMS Update be
added to the Borough’s website.
ADJOURNMENT: At 7:48 PM, Council President Kemper called for a motion to
adjourn. It was moved by Councilwoman Hastings and seconded by
Councilman Braightmeyer that the meeting be adjourned. The motion to
adjourn was unanimously approved.
