BOROUGH OF QUARRYVILLE – COUNCIL MINUTES REGULAR MEETING – SEPTEMBER 5, 2023 Borough Council held its Regular Meeting on the above date at 7:00 PM at the Municipal Building. Council President Joy Kemper called the meeting to order with the following persons present: Council Members Brian Braightmeyer, Diane Hastings, Susan Noel, Cheryl Bowman and James Kreider. Mayor Anthony Cavallaro, Chief Rick Beighley and Borough Manager Scott Peiffer were also in attendance. Councilman Hassel was absent. EXECUTIVE SESSION: Council President Kemper announced that an Executive Session for personnel issues was held prior to the Regular Council Meeting at 6:45 PM and adjourned at 6:56 PM. PUBLIC COMMENT: Robert May from Lancaster Emergency Medical Services presented an information packet and reviewed the services provided to the Borough. Mr. May expressed concern over the emergency medical services crisis in Pennsylvania and possible ways to deal with the shortfall in funding for these services. Mr. May requested funding from the Borough in their 2024 budget. Jewell Shivery presented an information packet from the Quarryville Library regarding the services that they provide to the Borough and thanked the Borough for their continued support. APPROVAL OF MINUTES – AUGUST 7, 2023 REGULAR MEETING: It was moved by Councilwoman Hastings and seconded by Councilman Braightmeyer that the minutes of the August 7, 2023 Regular meeting be approved with the following correction/addition: Huffnagle Park Usage Request- The date for the event is September 16, 2023. The motion passed unanimously. MANAGER’S REPORT: Speed Hump Installation Approval: After a brief discussion, a motion to proceed with the installation of 3 speed humps on Stanton Road and 2 speed humps on West Fifth Street at a cost of $16,000.00 which will include installation of the asphalt humps, signage and road striping, funded from Capital Reserve Funds was made by Councilman Braightmeyer and seconded by Councilman Kreider. The motion passed with Councilwoman Bowman casting a no vote. Fritz Avenue Plan Recording Extension: A motion to grant a 90-day extension for RGS Associates to record the Fritz Avenue Subdivision and Land Development Plan was made by Councilwoman Hastings and seconded by Councilwoman Noel. The motion passed unanimously. Quarryville Borough Council Meeting Minutes September 5, 2023 Borough Auditor Candidate Review: After a brief discussion, Council instructed the Borough Manger, the Authority Chairman and Council President to conduct interviews of the potential auditors at their discretion during the coming weeks in order to have a recommendation for auditor during the October 2, 2023 regular Borough Council meeting. 2024 Uniform and Non-Uniform Pension Minimum Municipal Obligation (MMO) Approval: A motion to approve the 2024 MMOs as presented was made by Councilwoman Hastings and seconded by Councilman Braightmeyer. The motion passed unanimously. Fire Police Request: A request was received from Strasburg Borough for Fire Police assistance for traffic control at the Strasburg Fire Company Halloween Parade to be held on October 26, 2023 at 6:00PM in Strasburg Borough. A motion to grant the request was made by Councilman Braightmeyer and seconded by Councilman Kreider. The motion passed unanimously. Library Easement Approval: A motion to approve the Non-motorized Pathway Easement from Fritz Avenue Cul-de-sac to the Quarryville Library was made by Councilwoman Hastings and seconded by Councilman Kreider. The motion passed unanimously. FINANCIAL REPORTS AND MONTHLY BILLS – AUGUST 31, 2023: Council received the financial report and the bills for August 2023. It was moved by Councilwoman Hastings and seconded by Councilwoman Noel that the financial report be received and the monthly bills for August in the amount of $101,643.68 be ratified. The motion was approved. POLICE DEPARTMENT REPORT: Council received the Police Department Report of Calls for Service for August 2023. Chief Beighley reported to Council that the police shooting range draft agreement was discussed at this evening’s Police Committee Meeting and the draft agreement bullet point list will be discussed at the September 11, 2023 Council Work Session. ZONING OFFICER REPORT: Council accepted the August report as submitted. QUARRYVILLE BOROUGH AUTHORITY: The August 15, 2023 Regular Meeting minutes were reviewed by Council. PLANNING COMMISSION: The August 21, 2023 Planning Commission meeting minutes were reviewed by Council. Quarryville Borough Council Meeting Minutes – September 5, 2023 2 STREETS/INFRASTRUCTURE/PARKS COMMITTEE: The August 8, 2023 meeting minutes were reviewed by Council. Borough Manager Scott Peiffer reported that a parking survey was sent out to the residents of West Fifth Street from South Church Street to South Summit Avenue regarding the idea of limiting parking to one side only. MAYORS REPORT: Mayor Cavallaro handed out an informational sheet regarding Fire Police. It explained their powers and duties. The mayor will submit a more colorful version of the informational sheet to be placed on our website. OLD BUSINESS: Councilman Braightmeyer reported that the Borough Authority has approved sending out the Lead-Free Families Program information in the November 1, 2023 billing mailing. NEW BUSINESS: None PUBLIC COMMENT: None ADJOURNMENT: At 7:55 PM, Council President Kemper called for a motion to adjourn. It was moved by Councilwoman Hastings and seconded by Councilman Braightmeyer that the meeting be adjourned. The motion to adjourn was unanimously approved.
