BOROUGH OF QUARRYVILLE – COUNCIL MINUTES
REORGANIZATION & REGULAR MEETING – JANUARY 2, 2024
Borough Council held its Reorganization and Regular Meeting on the above
date at 7:00 PM at the Municipal Building. Council appointed Councilwoman
Diane Hastings to lead the meeting in Mayor Anthony Cavallaro’s absence.
Councilwoman Diane Hastings called the meeting to order with the following
persons present: Council Members James Kreider, Cheryl Bowman, Gerald
Hassel, Susan Noel, Brian Braightmeyer, and Joy Kemper. Borough
Manager/Secretary Scott Peiffer and Police Chief Rick Beighley were also
present at the meeting. Mayor Cavallaro was absent.
OATHS OF OFFICE: Borough Council noted that prior to the meeting District
Justice William Mankin II had administered the oath of office to re-elected
Council Members Susan Noel, Brian Braightmeyer, James Kreider and Joy
Kemper.
ELECTION – PRESIDENT OF COUNCIL: Councilwoman Hastings called for
nominations for the office of President of Borough Council. Councilwoman
Noel nominated Joy Kemper for President of Council. Councilman Hassel
seconded the motion. There were no other nominations for the office of
President. A vote was taken and Joy Kemper was unanimously elected to
that position.
ELECTION – VICE PRESIDENT OF COUNCIL: Councilwoman Hastings called for
nominations for the office of Vice President of Council. Councilwoman
Kemper nominated Susan Noel for the office of Vice President of Council.
Councilwoman Bowman seconded the motion. There were no other
nominations for the office. A vote was taken and Susan Noel was
unanimously elected to the position.
ELECTION – PRESIDENT PRO TEM: Councilwoman Hastings opened the floor
for nominations for the position of President Pro Tem. Councilman
Braightmeyer nominated Councilwoman Diane Hastings for the position.
Councilwoman Bowman seconded the motion. There were no other
nominations for the office. A vote was taken and Diane Hastings was
unanimously elected to the position.
PASSING OF THE GAVEL: Following the reorganization of Borough Council,
Councilwoman Hastings passed the gavel to President Kemper, who
presided over the remainder of the meeting.

PUBLIC COMMENT: Gina Caldwell spoke on her prior issues with the Borough
Police Department on a traffic stop in September. Mrs. Caldwell also had
concerns about her right to public comment as she was asked to sit down
prior to the end her allotted speaking time at the December 4, 2023 Regular
Council Meeting.
APPROVAL OF MINUTES – REGULAR MEETING – DECEMBER 4, 2023: It was
moved by Councilman Braightmeyer and seconded by Councilwoman
Hastings that the minutes of the December 4, 2023 Regular Meeting be
approved and the motion was approved unanimously.
APPROVAL OF MINUTES – WORK SESSION – DECEMBER 11, 2023: It was moved
by Councilwoman Hastings and seconded by Councilman Kreider that the
minutes of the December 11, 2023 Work Session be approved and the motion
was approved unanimously.
BOROUGH MANAGER’S REPORT:
Fire Police Request-Borough of Strasburg: It was moved by Councilman
Braightmeyer and seconded by Councilwoman Noel that Quarryville
Fire Police can assist in traffic control at the Strasburg Fire Co. mud sale
to be held on February 24, 2024. The motion passed unanimously.
Proposed Ordinance No. 453 - Fireworks: It was moved by
Councilwoman Noel and seconded by Councilwoman Hastings to
adopt Ordinance No. 453 which updates the current fireworks
ordinance. The motion was unanimously approved.
Proposed Ordinance #454 - Amendment to Residential Rental
Inspection Ordinance: It was moved by Councilwoman Hastings and
seconded by Councilwoman Bowman to adopt Ordinance No. 454,
an Ordinance amending the Residential Rental Inspection Ordinance
to exclude County owned or federally subsidized housing (HUD) since
they are inspected by HUD guidelines. The motion was unanimously
approved.
Proposed Resolution No. 2024-01-Appointment of Independent Auditor:
A motion to appoint White-Rudy LLC as the Borough’s independent
auditor was made by Councilwoman Hastings and seconded by
Councilwoman Noel. The motion passed unanimously

2024 Mileage Reimbursement Rate: The Manager reported that the
Internal Revenue Service has set the 2024 mileage reimbursement rate
at $0.67 per mile. The Borough has historically followed the IRS
established rate. It was moved by Councilman Braightmeyer and
seconded by Councilman Kreider that the Borough set its 2024 mileage
reimbursement rate at $0.67 per mile (same as the IRS rate) and the
vote was taken. The motion was unanimously approved.
Appointment of Borough Engineer: A motion to appoint ELA Group as
the Borough’s engineer for 2024 was made by Councilman
Braightmeyer and seconded by Councilman Kreider. The motion was
unanimously approved.

PA Municipal Retirement System (PMRS) Plan Amendment: A plan
amendment document is required by PMRS in order to waive police
officer contributions to the PMRS pension system. It is required in
addition to the resolution that was passed at the December meeting.
A motion to adopt the plan amendment waiving officer contributions
was made by Councilwoman Hastings and seconded by
Councilwoman Noel. The motion passed unanimously.
Resolution 2024-02 – Public Comment Policy: It was moved by
Councilwoman Noel and seconded by Councilman Braightmeyer to
approve Resolution 2024-02, which outlines rules for public comment
such as time limits, residency, etc. The motion was unanimously
approved.
FINANCIAL REPORT AND MONTHLY BILLS – DECEMBER 31, 2023: Council
received the financial report and bills for December 2023. It was moved by
Councilwoman Hastings and seconded by Councilwoman Bowman that the
financial report be received and the monthly bills for December in the
amount of $170,466.40 be ratified and the motion was unanimously
approved.
POLICE DEPARTMENT REPORT: Chief Rick Beighley reviewed the Police
Department monthly report for December. After a brief discussion on police
reports, Councilman Braightmeyer made a motion to have Chief Beighley
distribute quarterly activity reports on the Townsedge property to East
Drumore Township supervisors and Townsedge Associates. Councilman
Kreider seconded the motion. The motion passed unanimously.
ZONING OFFICER REPORT: Council accepted the Zoning Officer report
submitted by Solanco Engineering for December 2023.
QUARRYVILLE BOROUGH AUTHORITY: The December 19, 2023 meeting minutes
were reviewed.
PLANNING COMMISSION: The December 18, 2023 meeting was cancelled.

STREETS/INFRASTRUCTURE/PARKS COMMITTEE: The December 12, 2023 meeting
was cancelled.
OLD BUSINESS: None
NEW BUSINESS: Borough resident Ken Yost thanked Borough employees and
elected officials for all their hard work and dedication and encouraged them
to continue to work together to serve the community. Mr. Yost reminded
Council that as the Borough grows the need for services will grow as well.
ADJOURNMENT: At 7:37 PM, Council President Kemper called for a motion to
adjourn. Councilwoman Hastings offered that motion and it was seconded
by Councilwoman Bowman. The motion passed unanimously.
