BOROUGH OF QUARRYVILLE – COUNCIL MINUTES REGULAR MEETING – FEBRUARY 5, 2024 Borough Council held its Regular Meeting on the above date at 7:00 PM at the Municipal Building. Council President Joy Kemper called the meeting to order with the following persons present: Council Members Susan Noel, Cheryl Bowman, Brian Braightmeyer, James Kreider, Diane Hastings and Gerald Hassel. Mayor Anthony Cavallaro, Chief Rick Beighley and Borough Manager Scott Peiffer were also in attendance. PUBLIC COMMENT: A motion to amend the agenda by adding the Mayor’s Report, which was omitted, was made by Councilwoman Noel and seconded by Councilman Braightmeyer. The motion passed unanimously. Chris Waite, president of the Quarryville Library Board of Directors, thanked the Borough for their financial support in the past. Mr. Waite introduced Sarah Bower, interim library director. Ms. Bower spoke about many of the programs offered by the library to the community. A 2023 statistical report was distributed to the Council members for their review. APPROVAL OF MINUTES – JANUARY 2, 2024 REORGANIZATION & REGULAR MEETING: It was moved by Councilwoman Bowman and seconded by Councilwoman Noel that the minutes of the January 2, 2024 Reorganization and Regular Meeting be approved. The motion passed unanimously. MANAGER’S REPORT: Hidden Valley Line of Credit (LOC) Reduction Request #1: A motion to approve LOC reduction request #1 in the amount of $371,034.00 was made by Councilwoman Hastings and seconded by Councilman Kreider. The motion passed with Councilman Braightmeyer abstaining. Resolution 2024-03 Disposal of Public Records: A motion to adopt Resolution 2024-03 approving the destruction of the attached lists of documents, was made by Councilwoman Bowman and seconded by Councilman Hassel. The motion passed unanimously. Borough Events Calendar Approval: A motion to approve the events listed on the 2024 Borough Community Events Calendar as presented was made by Councilwoman Hastings and seconded by Councilwoman Noel. The motion passed unanimously. Quarryville Borough Council Meeting Minutes February 5, 2024 Short Term Rental Ordinance Draft Review: A motion to authorize advertisement of proposed Ordinance No. 455 - To Provide Regulations for Short-Term Rental Units was made by Councilwoman Hastings and seconded by Councilman Kreider. The motion passed unanimously. Fire Police Assistance Approval: A motion to approve the request for Quarryville Fire Police assistance for traffic control at the Bart Township Fire Department Mud Sale on March 2, 2024 and March 16, 2024 was made by Councilwoman Noel and seconded by Councilwoman Hastings. The motion passed unanimously. PPL Relocation Cost Share with Providence Township: After discussion, a motion to share 50% of the cost of a PPL utility pole relocation with Providence Township in the amount of $3,875.16 (total cost of$7,750.31) at the collapsed pipe site at the East State Street Trailhead parking lot was made by Councilman Braightmeyer and seconded by Councilwoman Bowman. The motion passed unanimously. This is the first step in repairing the damaged stream/stormwater pipe that lies in the PennDOT right-of- way. Resolution 2024-04 Green Light Go (GLG) Grant Application: A motion to adopt Resolution 2024-04, approving the application to the PennDOT GLG Program for upgrades to the Fourth Street/Church Street intersection signal in the amount of $77,447.00 was made by Councilwoman Noel and seconded by Councilman Kreider. The motion passed unanimously. The total project cost is $96,809.00. FINANCIAL REPORTS AND MONTHLY BILLS – JANUARY 31, 2024: Council received the financial report and the bills for January 2024. It was moved by Councilwoman Hastings and seconded by Councilwoman Bowman that the financial report be received and the monthly bills for January in the amount of $128,192.64 be ratified. The motion was approved unanimously. POLICE DEPARTMENT REPORT: Council received the Police Department Report of Calls for Service for January 2024. Chief Beighley presented Council with a recommendation to hire Daniel Imler as a part-time police officer. A motion to extend Daniel Imler a conditional offer of employment pending results of the drug screening, psychological evaluation and physical examination was made by Councilwoman Bowman and seconded by Councilwoman Hastings. The motion passed unanimously. Chief Beighley reported that the shooting range project’s Stormwater Corrective Action Plan as required by the Lancaster County Conservation District (LCCD) has been approved by LCCD. There are some stormwater facilities that need to be constructed before LCCD signs off on the project. Quarryville Borough Council Meeting Minutes – February 5, 2024 2 ZONING OFFICER REPORT: Council accepted the January report as submitted. QUARRYVILLE BOROUGH AUTHORITY: The January 23, 2024 Work Session minutes were reviewed by Council. PLANNING COMMISSION: The January 15, 2024 Planning Commission meeting minutes were reviewed. Planning Commission Chairperson Diane Hastings asked Council if they would like the Planning Commission to begin the process of updating the Borough’s Zoning Ordinance or the Borough’s Subdivision and Land Development Ordinance (SALDO). Council had a brief discussion and the consensus indicated that maybe the Zoning Ordinance would be a good choice to begin the process of updating. STREETS/INFRASTRUCTURE/PARKS COMMITTEE: The January 9, 2024 meeting minutes were reviewed by Council. Mayor Cavallaro noted that in 2023, there were several meetings where a quorum was not present as well as the January 9, 2024 in which a quorum was not present. The Borough Manager will look into the committee structure and the requirement of a quorum. MAYORS REPORT: Mayor Cavallaro distributed packets regarding EMS support by municipality and encouraged Council to support EMS through their budget. OLD BUSINESS: None NEW BUSINESS: None PUBLIC COMMENT: Gina Caldwell from Nottingham, PA, spoke about a traffic stop that she and her husband were involved in that occurred in September, 2023. She relayed to Council that she has been conducting an ongoing investigation with the assistance of the Lancaster County District Attorney’s office. Mrs. Caldwell distributed a folder with documents regarding Officer Robert Burns of the Quarryville Police Department. Councilman Braightmeyer suggested that Mayor Cavallaro follow up on the ongoing issues that remain with the incident. EXECUTIVE SESSION: At 7:46 PM, a motion to enter into Executive Session for personnel matters regarding an employment contract with the Police Chief was made by Councilwoman Hastings and seconded by Councilman Braightmeyer. RETURN TO REGULAR SESSION: Council returned to Regular Session at 8:19 PM. Quarryville Borough Council Meeting Minutes – February 5, 2024 3 Councilwoman Noel relayed information provided by the Pennsylvania Ethics Commission regarding a possible conflict of interest. Since she serves on the Board of Directors at the Southern End Community Association (SECA), she should abstain from voting on matters that involve financial contributions to SECA. ADJOURNMENT: At 8:20 PM, Council President Kemper called for a motion to adjourn. It was moved by Councilwoman Hastings and seconded by Councilman Braightmeyer that the meeting be adjourned.
