BOROUGH OF QUARRYVILLE – COUNCIL MINUTES WORK SESSION – FEBRUARY 12, 2024 Borough Council held a Work Session on the above date at 7:00 PM at the Municipal Building. Council President Joy Kemper called the meeting to order with the following persons present: Council Members Brian Braightmeyer, Jim Kreider and Diane Hastings. Borough Manager Scott Peiffer was also present. Council members Susan Noel, Gerald Hassel, Cheryl Bowman and Mayor Cavallaro were not in attendance. PUBLIC COMMENT: None BOROUGH MANAGERS REPORT: Fire Police Request: A request for Quarryville Fire Police for traffic control assistance was received from Providence Township for the Community Easter Egg Hunt to be held at 2:00 PM on March 23, 2024 at 106 Main Street, New Providence, with a rain date of March 30, 2024 at 2:00 PM. A motion to grant the request was made by Councilwoman Hastings and seconded by Councilman Kreider. The motion passed unanimously. Wilson Consulting Rail Trail (ELGT) Connector Engineering and Oversight Contract Proposal Approval: A motion to accept the ELGT Lime Street Connector Engineering and Construction Oversight Proposal from Wilson Consulting Group at a cost of $87,730.00 was made by Councilwoman Hastings and seconded by Councilman Kreider. The motion passed unanimously. PPL Pole Removal Approval – East State Street Trailhead Lot: Borough Manager Scott Peiffer advised Council of the situation regarding the collapsed 60” stormwater pipe in the PennDOT right-of-way at the trailhead. A PPL utility pole is located very close to the damaged pipe and needs to be relocated or removed. At last month’s Regular Council Meeting, an approval was granted to pay 50% of the cost, with Providence Township paying the other 50% for the relocation of the pole. The Township decided that they do not want the pole relocated but would rather have it removed. The cost for removal was estimated at $4,900.00. A motion to have the pole removed at a cost below the amount estimated ($7,750.31) for relocation of the pole was made by Councilman Braightmeyer and seconded by Councilman Kreider. The motion passed unanimously. OLD BUSINESS/NEW BUSINESS: None PUBLIC COMMENT: None Quarryville Borough Council Work Session Minutes – February 12, 2024 EXECUTIVE SESSION: At 7:08 PM, a motion to enter into Executive Session for personnel issues regarding contracts for the Chief of Police and the Borough Manager was made by Councilman Braightmeyer and seconded by Councilman Kreider. The motion passed unanimously. RETURN TO REGULAR SESSION: Council returned to Regular Session at 7:50 PM. ADJOURNMENT: At 7:53 PM, Council President Kemper called for a motion to adjourn. Councilwoman Hastings offered that motion with Councilman Kreider seconding. The motion to adjourn was unanimously approved. Respectfully submitted, Scott E.
