BOROUGH OF QUARRYVILLE – COUNCIL MINUTES REGULAR MEETING – APRIL 1, 2024 Borough Council held its Regular Meeting on the above date at 7:00 PM at the Municipal Building. Council President Joy Kemper called the meeting to order with the following persons present: Council Members Susan Noel, Cheryl Bowman, Brian Braightmeyer, James Kreider, Gerald Hassel and Diane Hastings. Mayor Anthony Cavallaro, Interim Police Chief Erick Stone and Borough Manager Scott Peiffer were also in attendance. Chief Beighley was absent due to temporary leave. Council President Kemper presented a certificate of appreciation to Borough Manager Scott Peiffer for his involvement in the community. PUBLIC COMMENT: Councilman Braightmeyer gave a recorded version of his state of affairs on Borough issues. Councilman Braightmeyer’ s speech touched on the following issues: Social media posts, rumors, police department issues, the Borough Code and the responsibilities of the Mayor and Borough Council. Councilman Braightmeyer offered to meet and discuss any issues after the meeting with those in attendance. Stella McComsey, 200 S. Hess St., requested that Interim Chief Stone guide the police department to work through any current issues and asked him to “help us help you”. Pres. Joy Kemper issued a statement regarding the current police department concerns including uncovered police officer shifts and department costs. Devin Groff, 112 Northview Lane, requested a copy of the Borough Code or the laws that govern who is responsible for police coverage and the lack of coverage during training. Mayor Cavallaro responded to the need and requirements for training. Interim Chief Stone responded to the need and requirements for training as well as the need to maintain Borough patrol coverage during training sessions. Councilwoman Bowman commented on the challenge of providing the 20-hour coverage with limited officers employed by the Borough. Councilman Braightmeyer requested that Mayor Cavallaro allow Interim Chief Stone to modify the current schedule in order to fill open shifts. Mayor Cavallaro responded that he does not make up the schedule but that the Chief makes the schedule up for 3 months at a time and it includes distributing it to the court system which would make it hard to modify. Councilman Braightmeyer continued to request allowing the Interim Chief the ability to modify the schedule and Mayor Cavallaro insisted that he does not make up the schedule but that it is made up by the Chief for 3 months at a time. Mayor Cavallaro was questioned as to why overtime was not allowed for the officers and he responded that the Borough Manager said that there could be Quarryville Borough Council Meeting Minutes April 1, 2024 no more police overtime. The Manager responded that he did not limit overtime and that he did not have the authority to limit overtime. The Manager met with the Mayor and Chief Beighley as a courtesy to alert them as to the amount of overtime that was being utilized by the department. Kathy Sutherland, Northview Lane, spoke about her concerns regarding the lack of police coverage, the qualifying range that was constructed with Police Foundation funds and the reported number of calls for the police department. APPROVAL OF MINUTES – MARCH 4, 2024 REGULAR MEETING: It was moved by Councilwoman Hastings and seconded by Councilwoman Noel that the minutes of the March 4, 2024 Regular Meeting be approved. The motion passed unanimously. APPROVAL OF MINUTES - MARCH 11, 2024 COUNCIL WORK SESSION: It was moved by Councilwoman Hastings and seconded by Councilman Braightmeyer that the minutes of the March 11, 2024 Council Work Session be approved. The motion passed unanimously. MANAGER’S REPORT: Short-Term Rental Ordinance Approval-Ordinance No. 455: A motion to approve Ordinance No. 455 regulating short-term rental properties was made by Councilwoman Hastings and seconded by Councilwoman Noel. The motion passed unanimously. Pennsylvania State Boroughs Association (PSAB) Conference Delegate Approval: A motion to appoint the Borough Manager as a voting delegate while attending the PSAB Conference in Hershey, PA on June 3- 4, 2024 was made by Councilwoman Noel and seconded by Councilman Kreider. The motion passed unanimously. Hidden Valley Letter of Credit Reduction Request #3: A motion to approve the letter of credit reduction request #3 for Hidden Valley Estates in the amount of $203,596.00 was made by Councilwoman Hastings and seconded by Councilwoman Noel. The motion passed with Councilman Braightmeyer abstaining. Borough Manger Scott Peiffer announced that the Borough had received another Multimodal Transportation Fund Grant from the Commonwealth in the amount of $600,652.00 for the West End Intersection Improvement Project. The Manager thanked Leader Cutler and Senator Martin for their support and assistance in receiving this award and other recent awards that the Borough and Borough Authority have received. Quarryville Borough Council Meeting Minutes – April 1, 2024 2 FINANCIAL REPORTS AND MONTHLY BILLS – MARCH 31, 2024: Council received the financial report and the bills for March 2024. It was moved by Councilman Braightmeyer and seconded by Councilman Kreider that the financial report be received and the monthly bills for March in the amount of $108,654.47 be ratified. The motion was approved unanimously. POLICE DEPARTMENT REPORT: Council received the Police Department PA UCR Report for March, 2024. Officer Robert Burns presented the Action Plan for recent motor vehicle violation complaints on S. Summit Avenue. Speed Timing markings as well as increased patrols were recommended and implemented. The purchase of Radar Alert signs was presented and will be reviewed by the Streets/Infrastructure/Parks Committee for purchase recommendation. Interim Chief Stone asked permission to hire 2 additional part-time officers to assist in filling the schedule. A motion to hire 2 additional part-time police officers at the current new hire hourly rate of $29.70 was made by Councilwoman Hastings and seconded by Councilman Braightmeyer. The motion passed unanimously. Councilwoman Bowman thanked the police officers who responded to a recent complaint at her residence and apprehended the violators. ZONING OFFICER REPORT: Council accepted the March report as submitted. QUARRYVILLE BOROUGH AUTHORITY: The March 19, 2024 Regular Meeting minutes were reviewed by Council. PLANNING COMMISSION: The March 18, 2024 Regular Meeting minutes were reviewed by Council. Chairperson Hastings advised Council that the Planning Commission will begin to review the current Zoning Ordinance for updating at their scheduled May meeting. STREETS/INFRASTRUCTURE/PARKS COMMITTEE: The March 12, 2024 meeting minutes were reviewed by Council. MAYORS REPORT: None OLD BUSINESS: None NEW BUSINESS: None PUBLIC COMMENT: Michael Sullenberger, 14 N. Lime St., encouraged all residents to support Representative Bryan Cutler and Senator Scott Martin in the upcoming primary election. Gina Caldwell from Nottingham, PA, reiterated her concerns about a traffic stop that she and her husband were involved in that occurred in September, 2023. Ms. Caldwell spoke about the issues she had discussed with Mayor Cavallaro and her disappointment with his response.
