BOROUGH OF QUARRYVILLE – COUNCIL MINUTES REGULAR MEETING – MAY 6, 2024 Borough Council held its Regular Meeting on the above date at 7:00 PM at the Municipal Building. Council President Joy Kemper called the meeting to order with the following persons present: Council Members Susan Noel, Brian Braightmeyer, James Kreider, Gerald Hassel and Diane Hastings. Interim Police Chief Erick Stone and Borough Manager Scott Peiffer were also in attendance. Chief Beighley was absent due to temporary leave. Mayor Cavallaro and Councilwoman Cheryl Bowman were not in attendance. Lancaster County Commissioners Parsons, D’Agustino and Yoder presented a check in the amount of $139,791.00 from the Lancaster County ARPA Fund to the Borough Authority for the Maple Avenue Water Line Project. PUBLIC COMMENT: Lydia Walton and Tanya Townsley of East State Street, thanked Council for the appointment of interim Chief of Police Erick Stone. They thanked public works employees for quick response to some recent water and sewer issues. Sean Copper of Hillcrest Avenue questioned when the crosswalks will be painted and if more crosswalk pedestals are warranted. The Borough Manager responded that the crosswalk painting is done annually in the summer. Stella McComsey of Hess Street thanked the police department for recent patrols and activity. APPROVAL OF MINUTES – APRIL 1, 2024 REGULAR MEETING: It was moved by Councilwoman Hastings and seconded by Councilman Braightmeyer that the minutes of the April 1, 2024 Regular Meeting be approved. The motion passed unanimously. MANAGER’S REPORT: Fire Police Requests: A motion to approve the following Quarryville Fire Police assistance requests was made by Councilwoman Noel and seconded by Councilman Kreider : Strasburg Borough Memorial Day Parade - Strasburg Borough, May 27, 2024; Suicide Awareness Benefit Motorcycle Ride – Providence Township, June 8, 2024; Smith Middle School - Eden Township, June 4, 2024; Willow Street Fire Co. 100th Anniversary - West Lampeter Township, June 15, 2024. The motion passed unanimously. Quarryville Borough Council Meeting Minutes May 6, 2024 Leader Enterprises Line of Credit Release: A motion to release the original line of credit for Leader Enterprises from Fulton Bank in the amount of $350,205.71 was made by Councilman Braightmeyer and seconded by Councilwoman Noel. The motion passed unanimously. The line of credit has been transferred to Mid Penn Bank in the same amount. Resolution 2024-06: A motion to adopt Resolution 2024-06, establishing a Capital Reserve Fund, was made by Councilwoman Hastings and seconded by Councilwoman Noel. The motion passed unanimously. Memorial Park Dog Park: After discussion, a motion to move forward with an online survey regarding the desire for a dog park in the Borough was made by Councilwoman Hastings and seconded by Councilman Braightmeyer. The Borough staff will get the survey on the website and Facebook page for approximately 10 days to get feedback. Council may act on this at the May 13, 2024 Work Session. Borough Authority Subrecipient Agreement Amendment: A motion to adopt the subrecipient amendment to request the Borough Authority to release funds back to the Borough in the amount of $100,000.00 for the Maple Avenue water line project if they are not needed was made by Councilwoman Hastings and seconded by Councilwoman Noel. The motion passed unanimously. FINANCIAL REPORTS AND MONTHLY BILLS – April 30, 2024: Council received the financial report and the bills for April 2024. It was moved by Councilwoman Noel and seconded by Councilman Kreider that the financial report be received and the monthly bills for April in the amount of $151,228.31 be ratified. The motion was approved unanimously. POLICE DEPARTMENT REPORT: A motion to hire Russell Dawson as a parttime police officer starting immediately at the rate of $29.70 per hour was made by Councilwoman Noel and seconded by Councilwoman Hastings. The motion passed unanimously. Interim Chief Stone explained to Council that they are still doing research on the radar speed signs and will report back to Council in June. ZONING OFFICER REPORT: Council accepted the April report as submitted. QUARRYVILLE BOROUGH AUTHORITY: The April 16, 2024 Regular Meeting minutes were reviewed by Council. PLANNING COMMISSION: The April 15, 2024 Regular Meeting was cancelled. STREETS/INFRASTRUCTURE/PARKS COMMITTEE: The April 9, 2024 meeting minutes were reviewed by Council. Quarryville Borough Council Meeting Minutes –May 6, 2024 2 MAYORS REPORT: None OLD BUSINESS: None NEW BUSINESS: The Borough Manager reported that work on the collapsed stormwater pipe at the East State Street Trailhead lot started May 6 and will continue until completed. PUBLIC COMMENT: Gina Caldwell from Nottingham, PA, reiterated her concerns about a traffic stop that she and her husband were involved in that occurred in September, 2023. Ms. Caldwell thanked Chief Stone for meeting with her and her husband. Ms. Caldwell relayed disappointment with the mayor and his response to complaints. Petey Adams of West Fourth Street relayed his concern for lack of police coverage regarding a recent incident. John Slauch of Hillcrest Avenue relayed concerns regarding speeding and stop sign violations on Hillcrest Avenue. Devon Groff of Northview Lane commented on the effectiveness of radar speed alert signs. ADJOURNMENT: At 8:23 PM, Council President Kemper called for a motion to adjourn. It was moved by Councilwoman Hastings and seconded by Councilwoman Noel that the meeting be adjourned. The motion to adjourn was unanimously approved.
