BOROUGH OF QUARRYVILLE – COUNCIL MINUTES WORK SESSION – MAY 13, 2024 Borough Council held a Work Session on the above date at 7:00 PM at the Municipal Building. Council President Joy Kemper called the meeting to order with the following persons present: Council Members Brian Braightmeyer, Jim Kreider, Susan Noel, Gerald Hassel, Cheryl Bowman and Diane Hastings. Borough Manager Scott Peiffer and Mayor Anthony Cavallaro were also present. Chief Richard Beighley, Interim Chief Erick Stone and Councilwoman Bowman were not in attendance. PUBLIC COMMENT: Pat Quinn from Maple Avenue had questions regarding the proposed dog park in Memorial Park. Councilwoman Noel answered questions referring to construction, liabilities and amenities of the dog park. OLD BUSINESS: None NEW BUSINESS: A motion to award the Second Street Culvert Project to SLC Excavating LLC in the amount of $448,945.00 conditional on SLC Excavating LLC providing the necessary documents as required by the bidding specifications was made by Councilwoman Noel and seconded by Councilman Kreider. The motion passed unanimously. A motion to approve the Letter of Credit reduction in the amount of $121,334.00 for the Good’s Store Parking Lot Project was made by Councilman Braightmeyer and seconded by Councilman Hassel. The motion passed unanimously. A motion to approve Hidden Valley Development Letter of Credit Reduction #4 in the amount of $28,638.00 was made by Councilwoman Hastings and seconded by Councilwoman Noel. The motion passed with Councilman Braightmeyer abstaining. Council members and attending public discussed the proposed dog park in great detail. Subjects discussed were: fence height, liabilities, maintenance and public awareness of the project. Council decided to have the dog park committee notify media outlets of the project and hold a town hall type meeting during the June 10, 2024 Council Work Session. PUBLIC COMMENT: None ADJOURNMENT: At 8:34 PM, Council President Kemper called for a motion to adjourn. Councilwoman Hastings offered that motion with Councilman Kreider seconding.
