BOROUGH OF QUARRYVILLE – COUNCIL MINUTES REGULAR MEETING – JUNE 3, 2024 Borough Council held its Regular Meeting on the above date at 7:00 PM at the Municipal Building. Council President Joy Kemper called the meeting to order with the following persons present: Council Members Susan Noel, Brian Braightmeyer, James Kreider, Gerald Hassel and Diane Hastings. Interim Police Chief Erick Stone and Borough Manager Scott Peiffer were also in attendance. Chief Beighley was absent due to temporary leave. Mayor Cavallaro and Councilwoman Cheryl Bowman were not in attendance. Pres. Kemper announced that Council held an Executive Session prior to the Regular Meeting that started at 6:18PM and adjourned at 6:50PM regarding personnel matters. PUBLIC COMMENT: Interim Quarryville Library Director Sara Bower gave Council an update on the upcoming summer activities at the library. APPROVAL OF MINUTES – MAY 6, 2024 REGULAR MEETING: It was moved by Councilman Braightmeyer and seconded by Councilman Kreider that the minutes of the May 6, 2024 Regular Meeting be approved. The motion passed unanimously. APPROVAL OF MINUTES – MAY 13, 2024 COUNCIL WORK SESSION: It was moved by Councilwoman Hastings and seconded by Councilwoman Noel that the minutes of the May 13, 2024 Council Work Session be approved. The motion passed unanimously. MANAGER’S REPORT: Park Avenue Paving Approval: A motion to approve paving a section of Park Avenue from the Borough line to just east of the LEMSA Building in conjunction with East Drumore’s section of the roadway at a cost not to exceed $28,000.00 was made by Councilman Braightmeyer and seconded by Councilman Kreider. The motion passed unanimously. Street Closure Approval: A motion to grant a street closure of Meadow Lane from Katie Lane to Larkspur Drive for a neighborhood block party on June 22, 2024 was made by Councilwoman Hastings and seconded by Councilwoman Noel. The motion passed unanimously. Fire Police Request: A motion to approve a request for Fire Police for traffic control in the Borough for the Brandon Hardy Memorial Ride to be held on July 20, 2024 was made by Councilwoman Noel and seconded by Councilwoman Hastings. The motion passed unanimously. Quarryville Borough Council Meeting Minutes June 3, 2024 FINANCIAL REPORTS AND MONTHLY BILLS – MAY 31, 2024: Council received the financial report and the bills for May 2024. It was moved by Councilwoman Hastings and seconded by Councilman Kreider that the financial report be received and the monthly bills for May in the amount of $143,373.10 be ratified. The motion was approved unanimously. POLICE DEPARTMENT REPORT: Chief Stone gave the activity report for May and reported shift coverage at 99% for the month of May. After review of the estimated costs for the radar speed detection sign, it was tabled until further information is received. The estimates were higher than anticipated causing doubt as to whether it is worth repairing. ZONING OFFICER REPORT: Council accepted the May report as submitted. QUARRYVILLE BOROUGH AUTHORITY: The May 21, 2024 Regular Meeting minutes were reviewed by Council. PLANNING COMMISSION: The May 20, 2024 Regular Meeting minutes were reviewed by Council. Commission Chair Hastings told Council that the Commission has started the Zoning Ordinance review process. STREETS/INFRASTRUCTURE/PARKS COMMITTEE: The May 14, 2024 meeting was canceled. MAYORS REPORT: None OLD BUSINESS: None NEW BUSINESS: The Borough Manager reported that the Annual Car Cruise-In at Memorial Park on June 1, 2024 was successful, with 160 cars and donations totaling $1,405.00. The donations are split between the Borough for park maintenance and the Quarryville Lions Club for community projects. The Community Yard Sales event was successful as well. The Manager reported that he is attending the PA State Association of Boroughs Conference in Hershey today and tomorrow (6/3-6/4). A motion to remove Richard Beighley from duty as Borough of Quarryville Chief of Police and to terminate his employment in accordance with Sections 1121(a)(2) and 1190 of the Borough Code, and to deliver to Chief Beighley a letter setting forth a statement of charges in the form approved in Executive Session, with the condition that Chief Beighley may, as an alternative to termination, resign from employment with the Borough of Quarryville in accordance with the terms of the letter, and that Chief Beighley is placed on unpaid suspension until such time as he is permanently removed as Police Chief Quarryville Borough Council Meeting Minutes –June 3, 2024 2 was made by Councilman Kreider and seconded by Councilman Hassel. The motion passed unanimously. PUBLIC COMMENT: Gina Caldwell from Nottingham, PA, raised concerns regarding the potential loss of a school resource officer if there was a loss of a patrol officer in the police department. Council assured the public that they would continue to support their obligation to the school district. ADJOURNMENT: At 7:23 PM, Council President Kemper called for a motion to adjourn. It was moved by Councilwoman Hastings and seconded by Councilman Braightmeyer that the meeting be adjourned. The motion to adjourn was unanimously approved.
