Minutes of the City of Radford Electoral Board: August 27, 2019 Meeting called to order at 10:10 Roll Call: Chairman Wohlford, Yes Vice chair Turk, Yes Secretary Mannon, Yes Also attending Director of Elections, Tracy Howard Minutes: June 26, 2019 Motion to approve June 26. 2019 minutes, Mr. Wohlford moved, Mrs. Turk, 2nd Mr. Mannon, Yes Old Business: none New Business: Officer of Election placement within Precincts for the November 5, 2019 General Election. Officers chosen, with alternates and preliminary precinct assignments. Discussion of New Chief Officers for the New River Precinct and the West Precinct. Director Howard instructed to contact all officers and alternates, Officers requested to return replies by September 10, 2019. Discussion: Discussed utility billing insert, Director Howard to ask Radford Utility Billing about publishing pertinent dates included within September’s Radford utility billing. Director’s Comments: Mr. Howard discussed upcoming deadlines and dates with the Electoral Board. Atlantic Election Services will conduct tabulator set-up and L&A testing at 10:30 a.m. on Tuesday September 3rd. Mr. Howard shared that both Radford City Party Chairs were informed and invited to witness the L&A tests. Officer training will be moved to Tuesday October 29, 2019 due to Halloween. Ballots have been ordered. A total of 2000 Ballots for each of the 4 precincts the November 5th General Election have been ordered, along with 500 dedicated to Absentee Voting. Absentee Voting must begin no later than Friday September 20th, but will likely begin earlier in the week to accommodate, the on-going and UOCAVA voter requests. A meeting with the Electoral Board, the trustees of the new polling places at Grove United Methodists and First Baptist Church, and the Chief Officers should be scheduled for a date to be determined in early October, to plan polling place setups, placement of prohibited area, check-in and voting flow, secure storage etc. Director will coordinate. Good of the Order: Secretary Mannon briefed the Electoral Board on the recent Virginia Electoral Board Association meeting (VEBA) meeting, in Salem on August 7th. Discussion of Poll book equipment incremental replacement schedule, and introduction into next FY budget. Next Meeting Date : Tuesday September 17. There being no further business, Secretary Mannon moved adjournment, Vice chair Turk, 2nd Chairman Wohlford, Yes The meeting adjourned at 11:30 a.m. RS: TDH
