Minutes Radford City Electoral Board, March 4, 2020 Democratic Presidential primary canvass. Chairman Wohlford called the meeting to order at 9:30 a.m. Members Present: Mr. Wohlford, Chairman, yes Ms. Turk, Vice Chairman, yes Mr. Mannon, yes Also present, Director of Elections, Tracy Howard Minutes of February 4, 2020 Meeting: Ms. Turk moved approval as presented, Mr. Wohlford 2nd Mr. Mannon, Yes Provisional ballot meeting: Closed meeting as necessary No provisional ballots to consider from the Tuesday March 3, 2020 primary. Canvass of March 3 rd Primary Election: Statement of Results as reported from the polling places, canvassed and official results tallied. No changes necessary to unofficial results reported from Polling Places. Abstract of March 3rd, 2020 Primary printed and attested, to be distributed to the Party chairs, Circuit Court, City Administration, and SBE. Original on file for permanent retention with County City Results report and Statements of results from the precincts at the Elections Office. Statements of results all elections related materials and results tapes filed with Clerk of Circuit Court for the standard 22-month retention period. New business: none Old Business: Reorganization meeting under §24.2-107: Mr. Mannon moved retention of current offices, Ms. Turk offered substitute motion for reorganization as follows; Mr. Wohlford Chairman, Mr. Mannon, Vice Chairman, Ms. Turk Secretary Mr. Wohlford 2nd, Discussion of motion for reorganization. Ms. Turk, Yes, Mr. Wohlford Yes, Mr. Mannon, Yes Cybersecurity meeting: Director instructed to organize meeting with City IT director Mel Kirby, Meeting date confirmed Tuesday March 24, 2020 at 10:00 a.m. This must be a closed meeting, under §2.2 of the Code of Virginia, and relates to discussion of security of City systems relating to elections. May City General Election: City General election is scheduled for May 5, 2020 and will utilize all existing polling places and Officers of Election as necessary. April 30, 2020 set as date of training of Officers. Directors report: HB1/ SB111 Early and No-excuse Absentee Voting has passed the General Assembly along with many other elections related bills that will affect the service of the Radford City Elections Office. The new legislation mandates the entire 45-day period prior to the election to provide ballots to any registered voter, with no excuse for absence required. Mr. Howard discussed the space issues and potential numbers of voters, and has initiated planning within the office to make the best use of space available to us. This planning includes budgeting for a temporary employee during the late Voter Registration and absentee voting period for non-VERIS related work within the office.
