City of Radford Electoral Board Minutes of Public Meeting December 18, 2023 Chairwoman Ann Craig called the meeting of the City of Radford Electoral Board to order at 3:36 p.m. on December 18, 2023, in the office of the General Registrar located at 619 2nd Street, Room 143, Radford, Virginia. Present were Chairwoman Craig and Secretary Carol Colby, constituting a quorum, as well as General Registrar Lindsey Williams. Chairwoman Craig shared communications received from Dr. Chapman Rackaway regarding his request for the Board to consider a change in the location for the New River District polling place. The Board discussed and agreed on a response for Chairwoman Craig to deliver to Dr. Rackaway. Report of General Registrar Mrs. Williams and the Board discussed training for Officers of Election and Precinct Chiefs in advance of the March 2024 primary election. Training for Precinct Chiefs was set for Tuesday, February 27 at 6:30 p.m., and for OEs on Thursday, February 29 at 6:30 p.m. Mrs. Williams discussed the need for an additional tabulator and bin to process votes due to the additional methods of voting added in recent years. The Board agreed with Mrs. Williams that it was a critical need in advance of the March 2024 primary election. Mrs. Williams stated that she would notify the City Manager of the additional $10,000 expenditure, which had not been budgeted for. Mrs. Williams reported on the cost of obtaining new poll pads, equipment, and fees from KNOWiNK to replace the current equipment from DemTech. She also reported on the ongoing difficulties in communications with the support team from DemTech. She will include the $21,700 cost for KNOWiNK equipment in the budget for 2025/2026. Mrs. Williams and the Board discussed VEBA training, to be held March 17 - 19, 2024, for Board members and the Deputy Registrar. Mrs. Williams discussed details of the March primary election, for which early voting will begin on January 19, 2024. These included ordering ballots, the setting of the ballot order by the State Department of Elections, and the posting of notices related to the election. The Board will next meet on Monday, January 8, 2024, at 3:30 p.m., in the office of the General Registrar.
