City of Radford Electoral Board Minutes of Public Meetings February 5 and 12, 2024 Chairwoman Ann Craig called the February meeting of the City of Radford Electoral Board to order at 4:00 p.m. on February 5, 2024, in the office of the General Registrar located at 619 2nd Street, Room 143, Radford, Virginia. Present were Chairwoman Craig, Vice Chairman Chris Quesenberry, and Secretary Carol Colby, constituting a quorum, as well as General Registrar Lindsey Williams. Chairwoman Craig requested to be permitted to meet with Mrs. Williams to go over details of the budget for the General Registrar’s office and the Electoral Board for the upcoming budget year. Upon motion by Secretary Colby and second from Vice Chairman Quesenberry, the Board approved the request. Chief Deputy Registrar Missy Mayweather and Mrs. Kate Brennan, chief officer of the Central Absentee Precinct (CAP), joined the meeting. Mrs. Brennan, Mrs. Williams and the Board discussed logistics and staffing of the CAP for the March 5, 2024, presidential primary election, as well as the additional 2024 elections. It was agreed that the General Registrar’s office needs additional space in which to conduct its legislatively mandated business, including the counting of votes by CAP officers. Given the City of Radford’s budget constraints, Mrs. Williams stated that in the meantime, she would pursue alternatives and seek permission to use a conference room in the building housing the General Registrar’s office. Mrs. Brennan left the meeting. Report of General Registrar Mrs. Williams informed the Board about a page program to engage high school upperclass students in the electoral process. Upon motion of Secretary Colby and second from Vice Chairman Quesenberry, the Board authorized Mrs. Williams to contact the Radford High School principal to seek students to participate. Mrs. Williams informed the Board that it was time to schedule the annual meeting with the Radford City Manager and IT Department head to review local election security standards. The Board informed her of their availability, and she agreed to reach out to city personnel with possible dates. Mrs. Williams discussed details about the upcoming annual VEBA training. Board Business The Board began discussing Officer of Elections staffing assignments for the March 5, 2024, election. Given the late hour and the partial progress, at 5:10 p.m. the Board continued its meeting until Monday, February 12 at 4:00 p.m. to conclude the assignments. Chairwoman Craig called the reconvened meeting to order at 4:00 p.m. on Monday, February 12, 2024, in the same location. The Board continued staffing assignments for the March 5 presidential primary election. Chairwoman Craig agreed to try to find an additional OE to achieve parity in the New River Precinct, and would follow up with Mrs. Williams that evening so that Mrs. Williams could revise the list and contact all OEs about their assignments. Mrs. Williams informed the Board that she had obtained permission to use the city-controlled conference room in the building housing the General Registrar’s office for the counting of votes by CAP officers. She and the Board inspected the space and found it adequate for the upcoming two elections, but were concerned about its suitability for the November 2024 general election. Mrs. Williams and the Board discussed the training sessions for precinct chiefs and assistant chiefs on February 27, and OEs on February 29. Mrs. Williams and the Board discussed difficulties with city personnel regarding the posting of meeting notices. Secretary Colby agreed to submit the Board’s meeting notices in the future. Mrs. Williams and the Board discussed the dates and times of its upcoming canvass. These meetings will take place on Wednesday, March 6 at 10:00 a.m., and Friday, March 8 at noon. The meeting was adjourned at 4:55 p.m.
