Minutes of Public Meetings
March 6, 8, and 11, 2024
Chairwoman Ann Craig called a meeting of the City of Radford Electoral Board to order
at 10:01 a.m. on March 6, 2024, in the conference room of the government building
located at 619 2nd Street, Radford, Virginia. Present were Chairwoman Craig, Vice
Chairman Chris Quesenberry, and Secretary Carol Colby, constituting a quorum, as well
as General Registrar Lindsey Williams and Chief Deputy Registrar Missy Mayweather.
The Board conducted the initial canvass of the results of the March 5, 2024, primary
elections.
At 11:48 a.m., the meeting was continued until Friday, March 8 at 1:00 p.m., for the
review of mail-in ballots.
Chairwoman Craig called the reconvened meeting to order at 1:02 p.m. on Friday,
March 8, in the same location. The Board considered any ballots received following the
election but prior to 12:00 p.m. on March 8.
At 1:23 p.m., the meeting was continued until Monday, March 11 at 11:00 a.m. for
consideration of provisional ballots and conclusion of the canvass.
Chairwoman Craig called the reconvened meeting to order at 11:02 a.m. on Monday,
March 11, in the office of the General Registrar located at Room 143 of the same
building.
Secretary Colby moved to go into a closed meeting for consideration of provisional
ballots, as permitted by Virginia Code §§ 2.2-3711A34, 24.2-410.2, and 24.2-653B,
pertaining to provisional ballot determination and the security and integrity of the voter
registration system. Vice Chairman Quesenberry seconded the motion, which passed
unanimously, at which time the Board went into a closed meeting.
Upon conclusion of the closed meeting at 1:04 p.m., the Board reconvened in an open
meeting and conducted a unanimous roll call in accordance with Virginia Code §
2.2-3712D, certifying that the closed meeting was conducted in accordance with the
Virginia Freedom of Information Act.
The Board completed the canvass and adjourned at 12:40 p.m.
The Board will next meet at 9:00 a.m. on April 17 at the City Administration Office
located at 10 Robertson Street, Radford, at which time it intends to go into a closed
session to conduct an elections security review. Following the review, at or around
10:30 a.m., the Board will go back into open session and conduct its general meeting.
