City of Radford Electoral Board Minutes of Public Meetings June 19, 20, and 24, 2024 Chairwoman Ann Craig called a meeting of the City of Radford Electoral Board to order at 10:06 a.m. on Wednesday, June 19, 2024, in the conference room of the government building located at 619 2nd Street, Radford, Virginia. Present were Chairwoman Craig, Vice Chairman Chris Quesenberry, and Secretary Carol Colby, as well as Chief Deputy Registrar Missy Mayweather. The Board conducted the initial canvass of the results of the June 18, 2024, primary election. At 10:35 a.m., Secretary Colby made a motion to go into a closed meeting to discuss Mrs. Williams’s performance review, as permitted by Virginia Code section 2.2-3711A1, to wit: assignment, appointment, promotion, performance, demotion, salaries, disciplining, or resignation of specific public officers, appointees, or employees of any public body. Vice Chairman Quesenberry seconded the motion, which passed unanimously, at which time the Board went into a closed meeting. Upon conclusion of the closed meeting at 12:00 p.m., the Board reconvened in an open meeting and conducted a unanimous roll call in accordance with Virginia Code section 2.2-3712D, certifying that the closed meeting was conducted in accordance with the Virginia Freedom of Information Act. Mrs. Mayweather informed the Board that Mrs. Williams intended to apply for a grant through ELECT to purchase one ballot on demand machine for early voting. The meeting was continued until Monday, June 24 at 9:00 a.m., for the continuation and completion of canvass. On Thursday, June 20, 2024, the Board reconvened in an emergency meeting for the purpose of completing the processing of provisional votes from the June 18, 2024, primary election. Chairwoman Craig called the emergency meeting to order at 10:30 a.m. Present were Chairwoman Craig and Secretary Colby, constituting a quorum, as well as Chief Deputy Registrar Mayweather. The Board processed the provisional ballots. At 10:39 a.m., the meeting was continued until Monday, June 24 at 9:00 a.m., for the continuation and completion of canvass. Chairwoman Craig called the reconvened meeting to order at 9:00 a.m. on Monday, June 24, in the conference room of the government building located at 619 2nd Street. The Board continued the canvass of votes. At 9:55 a.m., Secretary Colby moved to go into a closed meeting for consideration of provisional ballots, as permitted by Virginia Code §§ 2.2-3711A34, 24.2-410.2, and 24.2-653B, pertaining to provisional ballot determination and the security and integrity of the voter registration system. Vice Chairman Quesenberry seconded the motion, which passed unanimously, at which time the Board went into a closed meeting. Upon conclusion of the closed meeting at 10:29 a.m., the Board reconvened in an open meeting and conducted a unanimous roll call in accordance with Virginia Code § 2.2-3712D, certifying that the closed meeting was conducted in accordance with the Virginia Freedom of Information Act. The Board completed the canvass and adjourned at 10:33 a.m.
