Minutes of Public Meeting
July 29, 2024
Chairwoman Ann Craig called the July meeting of the City of Radford Electoral Board to order at
3:30 p.m. on July 29, 2024, at 619 2nd Street, Radford, Virginia. Present were Chairwoman
Craig, Secretary Carol Colby, and General Registrar Lindsey Williams. Vice Chairman Chris
Quesenberry joined the meeting by telephone.
Secretary Colby made a motion to go into a closed meeting to discuss Mrs. Williams’s
performance review, as permitted by Virginia Code section 2.2-3711A1, to wit: assignment,
appointment, promotion, performance, demotion, salaries, disciplining, or resignation of specific
public officers, appointees, or employees of any public body. Vice Chairman Quesenberry
seconded the motion, which passed unanimously, at which time the Board went into a closed
meeting.
Upon conclusion of the closed meeting at 4:00 p.m., the Board reconvened in an open meeting
and conducted a unanimous roll call in accordance with Virginia Code section 2.2-3712D,
certifying that the closed meeting was conducted in accordance with the Virginia Freedom of
Information Act.
Report of General Registrar
Mrs. Williams discussed training for the new KNOWiNK poll pads.
She also discussed a grant to purchase a ballot on demand printer for early voting. Upon
Secretary Colby’s motion, Vice Chairman Quesenberry’s second, and unanimous consent, the
Board authorized her to move forward with the equipment purchase.
Mrs. Williams discussed various other matters related to the upcoming election, including the
location of the ballot drop box; her office’s processing of voter credits; the processing of new
officers of election; security at the precincts on election day; the scheduling of logic and
accuracy testing on the tabulator machines; and voter outreach efforts.
The meeting adjourned at 4:15 p.m. The Board’s next meeting was scheduled for August 16,
2024, at 12:00 noon.
