Minutes of Public Meeting
September 16, 2024
Chairwoman Ann Craig called the September meeting of the City of Radford Electoral Board to
order at 3:30 p.m. on September 16, 2024, at 619 2nd Street, Radford, Virginia. Present were
Chairwoman Craig, Vice Chairman Chris Quesenberry, and Secretary Carol Colby, as well as
General Registrar Lindsey Williams and Chief Deputy Registrar Missy Mayweather.
Report of General Registrar
Mrs. Williams informed the Board about a number of matters pertaining to the upcoming
election, including:
- the potential for risk-limiting audits following the November election. Mrs. Williams informed
the Board that it might come up with a short list of Officers of Election (OEs) to assist in a
hand count in case Radford is randomly selected for an audit;
- upcoming trainings scheduled for Precinct Chiefs and Assistant Chiefs, as well as OEs for the
Central Absentee Precinct and for the polling places on election day;
- communications with OEs, hopefully by the end of the week;
- a scheduled vulnerability assessment and related security measures;
- the receipt of mail ballots and plans for their distribution;
- the testing of new poll pads
- the publication of voting information on the city website;
- challenges with obtaining grant reimbursement given the city’s lack of a Procurement Policy;
- enhanced administrative duties related to the Ballot on Demand printer; and
- the new enhanced ballot system for citizens on military deployment or those with dual
citizenship.
Miscellaneous
The Board discussed concerns related to line management and crowd control on election day.
The Board agreed to accompany visitors during the upcoming vulnerability assessment.
Upon motions by Secretary Colby, second from Vice Chairman Quesenberry, and unanimous
approval, the Board approved the minutes from the June, July, and August meetings.
The Board discussed OE assignments related to precincts expected to have a high rate of same
day registrations.
Secretary Colby reported on the Radford University Voter Team meeting on August 20.
Upon motion by Vice Chairman Quesenberry, second from Secretary Colby, and unanimous
consent, the meeting was adjourned at 4:34.
The Board will next meet on Monday, October 14 at 3:30 p.m.
