City of Radford Electoral Board Minutes of Public Meeting February 3, 2025 3:30 p.m. Vice Chairman Chris Quesenberry called the February meeting of the City of Radford Electoral Board to order at 3:35 p.m. on February 3, 2025, in the office of the General Registrar located at 619 2nd Street, Room 143, Radford, Virginia. Present were Vice Chairman Quesenberry, Secretary Carol Colby, and new Electoral Board member Charles Stewart, constituting a quorum, as well as General Registrar Lindsey Williams and Chief Deputy Registrar Missy Mayweather. Upon motion from Secretary Colby and second from Board Member Stewart, the Board unanimously agreed upon the following slate of Electoral Board officers for 2025: Chairman Quesenberry, Vice Chairman Stewart, and Secretary Colby. Mrs. Williams said that she would submit the required notification to the State Board of Elections. Report of General Registrar Mrs. Williams and the Board discussed arrangements for the annual training for the Virginia Electoral Board Association in March. Mrs. Williams stated that the Board needs to appoint a machine custodian for logic and accuracy testing of the tabulator machines. On Chairman Quesenberry’s motion and Secretary Colby’s second, the Board appointed John R. “Jay” Overbey, III, with Atlantic Election Services, Inc., to act as machine custodian. Mrs. Williams informed the Board about Election Worker, a service she and Mrs. Mayweather had researched for aid in scheduling and communicating with officers of election (OEs) after the Board assigns them. The subscription service [offered by a company called Trigon Road LLC] will be free for the first election and $1,200 per year thereafter, which Mrs. Williams said is within her office’s budget. Mrs. Williams and the Board agreed to begin keeping a working list of Board duties delegated to the General Registrar and her staff, updated on an ongoing basis. Mrs. Williams said that she is trying to find a seasonal part-time employee to assist with early voting and to keep her office open when she and Mrs. Mayweather attend out-of-town trainings. She informed the board that Mrs. Mayweather had received a raise after the resignation of Deputy Registrar Janet Parrish, when Mrs. Williams was able to move money in her office’s budget. Mrs. Williams informed the Board that it was time to schedule the annual meeting with the Radford City Manager and IT Department head to review local election security standards. She agreed to reach out to city personnel with possible dates. New Business The Board, Mrs. Williams, and Mrs. Mayweather discussed the review process for provisional voter applications, particularly when they lacked a signature from an OE. They discussed various ways of trying to address such a deficiency, including denying such applications; having the OE come in to sign such an application during the Board’s provisional vote meeting; having the Board open canvass immediately after the close of polls on election nights and checking the applications before dismissing precinct chiefs; and training precinct chiefs to double check the green envelopes before sealing them up during the post-election closing process. No action was taken. Mrs. Williams agreed that her office would create and maintain a distribution list for meeting notices, and send such notices out in the future. This duty is to be added to the list of delegated duties. Upon motion by Chairman Quesenberry and second from Secretary Colby, the meeting was adjourned at 4:21 p.m. The next meeting was scheduled to take place on Monday, March 17 at 3:30.
