Draft Minutes of Public Meeting
March 17, 2025
3:30 p.m.
Vice Chairman Chris Quesenberry called the March meeting of the City of Radford Electoral
Board to order at 3:28 p.m. on March 17, 2025, in the conference room of the Radford City
Government Building located at 619 2nd Street, Radford, Virginia. Present were Chairman
Quesenberry, Secretary Carol Colby, and Vice Chairman Charles Stewart, constituting a
quorum, as well as Chief Deputy Registrar Missy Mayweather. General Registrar Lindsey
Williams joined in by telephone.
Report of General Registrar
Mrs. Williams informed the Board that Sandra Johnson had been hired as the new part-time
Deputy Registrar.
She informed the board of filing, early voting, and scheduling details relating to the upcoming
dual primary elections to be held on Tuesday, June 17. Officers of Election will be able to attend
training sessions on either Wednesday, June 4 at 2:00 p.m., or Thursday, June 12 at 6:00 p.m.
Chairman Quesenberry will not be able to attend the latter session.
Paul Kitchen, Southern District Director for the Virginia Electoral Board Association, joined the
meeting at 3:33 p.m.
Mrs. Williams addressed the issue of provisional envelopes lacking a signature from an OE,
stating her belief that all such envelopes should be checked when precinct chiefs return election
materials to her office on the night of an election.
She updated the Board about the new system her office is using to assist with OE
communication and scheduling; the preference in Virginia Code for OEs to be assigned to work
at their home precincts where practicable; a request by one OE to forego payment by the city for
their work on election day, and the possibility of mentioning this at OE training; a cleanup of
outdated documents and equipment her office is undertaking; and preparations for the annual
voting security systems check in advance of the Board’s meeting scheduled for April 8.
New Business
The Board discussed the regular preparation of agendas in advance of future meetings.
Chairman Quesenberry agreed to undertake this task. Upon questions from the Board, Mr.
Kitchen advised on some best practices for items to include (specifically a public comment
portion and policy), and local people to include in distribution. Mrs. Williams agreed to add the
members of Radford City Council, local party chairs, and the Radford City Manager to the
distribution list.
Chairman Quesenberry mentioned that the Board’s annual training was coming up.
Upon motion by Chairman Quesenberry and second from Secretary Colby, the meeting was
adjourned at 3:51 p.m.
