5 MINUTES MUNICIPAL COUNCIL - CITY OF RAHWAY NEW JERSEY COMBINED MEETING April 12, 2021 ~ 7:00 P.M. Via Zoom “Each person addressing the Council shall first give their name and address to the Clerk. All remarks shall be addressed to the Council as a body and not to any member thereof and, shall not exceed five (5) minutes in duration.” (Chapter 5-63 (C) Rules of Order No. 3) Council President Newbury called the Meeting to order at 7:01 PM and had City Clerk, Jeff Jotz, read the Roll Call. Mojica Absent: None Tardy: Rodney Farrar PLEDGE OF ALLEGIANCE and INVOCATION Council President Danielle “Danni” Newbury led the Pledge of Allegiance. Councilmember David Brown offered the invocation. OPEN PUBLIC MEETING STATEMENT Jeff Jotz, City Clerk announced the meeting had been advertised and posted in accordance with the Open Public Meetings Act of the State of New Jersey. This Meeting was called pursuant to the provisions of the Open Public Meetings Act. Notice of this meeting was sent to the Union County Local Source, Home News Tribune, and the Star Ledger. In addition, copies of notice were posted on the bulletin board in the Municipal Building and filed in the Office of the City Clerk. Notices on the bulletin board have remained continuously posted. Proper notice having been given the City Clerk is directed to include this statement in the minutes of this meeting. MINUTES March 8, 2021 Combined Meeting A motion was made by Councilmember Cox and seconded by Councilmember Gibilisco to accept and approve the above listed minutes. Edwin Collazo: 435 East Grand Avenue (Read by City Clerk – Jeff Jotz) When is the city of Rahway and/or the police department going to address the issue of speeding and noise pollution due to the influx of street racing in our area? I currently reside at East Grand Avenue, and what appears to be a prime location for cars with backfiring exhausts (as well as motorcycles) to use as a straight shot in order to accelerate at high speeds off of 1&9. You can literally hear these vehicles for blocks as they race through our street, circle around the neighborhood, and come back around for another turn. Just down the road, I have witnessed some use the open area to spin their cars leaving our area with the stench of burned tires. I have lived in this neighborhood for 11 years, 10 of which I, and other members of my community, have had to endure this noise at ALL HOURS, day and night. This issue has been reported to the police department as well as the mayor's office several times and appears to have fallen on deaf ears. When is the police department going to crack down on this issue before they crash into a home or worse, someone is killed? 2. Quanae Palmer Chambliss: 1650 Columbus Place (Shirley Palmer Way) Ms. Palmer-Chambliss presented questions in regards to Madden Field’s limited hours and the consistency of it being open during advertised hours. Also, she presented her worries about how those hours would be enforced considering the population which uses Madden Field and her worries that trespassing could lead to increased police presence. *Business Administrator, Robert Landolfi, responded Ms. Palmer CONSENT AGENDA All items considered routine by the City Council will be enacted by one motion. COMMUNICATIONS: Hearing of Citizens on Any Item (Five Minutes per Speaker) 1. Quanae Palmer Chambliss: 1650 Columbus Place (Shirley Palmer Way) Ms. Palmer-Chambliss made a statement about her recent exchange with Mayor Raymond Giacobbe and noted both as a individual and head of Rahway’s NAACP how inappropriate the language used was and that there is a forthcoming meeting to address it, and ways to prevent future discussions that contain language that can be considered anti-woman and anti-Black as the NAACP condemns both, as well as it not being appreciated the comment in regards to who is qualified and who should lead the organization. COUNCIL COMMENT (Three Minutes per Member) The Councilmembers offered their remarks. Combined Meeting of April 12, 2021 Page 5 of 5 City of Rahway  RESOLUTION CITY OF RAHWAY, NEW JERSEY No. AR-108-21 Date of Adoption: April 12, 2021 RESOLUTION TO AWARD A SERVICE CONTRACT TO PROVIDE EMPLOYEE HEALTH CONSULTING SERVICES WHEREAS, the City of Rahway is in need of providing public health education services; and WHEREAS, Comprehensive Medical Nutrition Solutions (the “Consultant,”) is recognized as a leading consulting and services firm specializing in public health education services; and WHEREAS, the City shall provide $12,000.00 to the Consultant to implement public health education services as per the attached scope of services; and WHEREAS, the Consultant will execute the proposed scope of services, attached hereto, and provide services over a one-year basis beginning on or about January 1, 2021 and concluding by December 31, 2021; NOW, THEREFORE, BE IT RESOLVED, by the Municipal Council of the City of Rahway, County of Union, State of New Jersey as follows: 1. The City of Rahway hereby approves the award of a consulting contract to Comprehensive Medical Nutrition Solutions, LLC in the amount of $12,000.00 for the period of January 1, 2021 through December 31, 2021 pursuant to the proposal attached hereto in substantially that form with such changes as may be approved by the Business Administrator on advice of counsel. 2. The City of Rahway hereby authorizes the Mayor to execute the consulting agreement in the form so approved. The City Clerk shall be authorized to attest to the signature of the Mayor appearing thereon and to affix the seal of the Authority thereto. Attached hereto is the certification of the Chief Financial Officer of the City of Rahway, which states that there are legally appropriated sufficient funds within the Current Fund – Account 01- 201-27-330-197 to cover the cost of this contract. This certification is required on all contracts as per regulations of the Director of Local Government Services. Jotz, City Clerk AR-109-21 1 of 1 City of Rahway  RESOLUTION CITY OF RAHWAY, NEW JERSEY No. AR-110-21 Date of Adoption: April 12, 2021 RESOLUTION SUPPORTING S-3522 CREATING LOCAL PART OF THE PUBLIC EMPLOYEES’ RETIREMENT SYSTEM WHEREAS, county, municipal, and other local governments have met their pension obligations as employers for more than a decade while the State of New Jersey has continued to underfund the pension systems in varying degrees since 1996 and thus created one of the worst publicly funded retirement systems in the entire nation; and WHEREAS, despite fulfilling their fiduciary duties in meeting their pension obligations, local governments across the State will experience double digit percentage increases in total employer pension contributions in 2021 as determined in figures recently published by the Division of Pension and Benefits in the State Department of Treasury; and WHEREAS, even more alarming for local government employers is the fact that the unfunded accrued liability once again increased in 2021 to a staggering $26.6 billion for the Public Employee’s Retirement System (“PERS”) alone, causing in part, a decrease in the funded ratio for the Local Part of PERS to 65.4%, the State Part to 31.2%, and the combined rate to a disconcerting 52.2% far below the target funded ratio of 75.0%; and WHEREAS, S-3522 would divide PERS into two parts: A State Part for State employees, and a Local Part for all other employees; and WHEREAS, the legislation creates a seven-member board consisting of three labor employee representatives, three management representatives, and one determined by the Board, tasked with operating the retirement system and directing policies and investments to achieve and maintain full funding; and WHEREAS, this legislation is similar to the legislation that separated the Police and Fire Retirement System (P.L. 2018, c. 55) except for the control of investments and that management has an equal representation on the board, which was overwhelmingly supported by the legislature and signed by the Governor; and WHEREAS, S-3522 would protect local governing bodies from the State of New Jersey further directing property taxpayer dollars to subsidize its long mismanagement and underfunding of the pension systems as it would provide the new balanced board of trustees of PERS with the ability to determine or modify member benefits, direct policies and investments to achieve full funding, and serve as fiduciary of the system. NOW, THEREFORE, BE IT RESOLVED, that the governing body of the City of Rahway does in fact hereby support S-3522, which would establish a new board of trustees for the Local Part of PERS to preserve the structure and integrity of the more solvent Local Part. Jotz, City Clerk AR-110-21 2 of 2 City of Rahway  RESOLUTION CITY OF RAHWAY, NEW JERSEY No. AR-111-21 Date of Adoption: April 12, 2021 RESOLUTION AUTHORIZING THE ADOPTION AND EXECUTION OF AN EMERGENCY MEDICAL SERVICES OPERATING AGREEMENT BY AND BETWEEN THE CITY OF RAHWAY AND THE RAHWAY FIRST AID EMERGENCY SQUAD IN CONNECTION WITH THE PROVIDING OF EMERGENCY MEDICAL SERVICES AND EMERGENCY MEDICAL TECHNICIAN SERVICES WHEREAS, the City has designated the Rahway First Aid Emergency Squad as the provider of Emergency Medical Services and Emergency Medical Technician (“EMT”) Services, within the jurisdictional boundaries of the City of Rahway; and WHEREAS, the Rahway First Aid Emergency Squad has agreed to perform such EMT Services in compliance with all applicable laws, regulations and licensure standards, and in accordance with the terms of this agreement; and WHEREAS, the EMT Services to be rendered by the Rahway First Aid Emergency Squad are necessary for the general health, safety and welfare of the Citizens of the City of Rahway; and WHEREAS, the City has agreed to provide the requisite funding for the Rahway First Aid Emergency Squad to permit it to continue its current operations within the jurisdictional boundaries of the City; and WHEREAS, in return for the funding provided by the City, the Rahway First Aid Emergency Squad will permit the City to conduct oversight over the Rahway First Aid Emergency Squad’s expenditures and operations; and WHEREAS, the City and the Rahway First Aid Emergency Squad wish to enter into an Emergency Medical Services Operating Agreement; and WHEREAS, the Rahway First Aid Emergency Squad and the City and its staff and professionals have negotiated the terms and conditions of an Emergency Medical Services Operating Agreement, as described in substantially the form appended hereto as Attachment A. Jotz, City Clerk AR-111-21 2 of 9 City of Rahway  EMERGENCY MEDICAL SERVICES OPERATING AGREEMENT This Emergency Medical Services Operating Agreement (the “Agreement”) is made and entered into on this [ ] day of April, 2021, by and between the City of Rahway, a body politic of the State of New Jersey, having an address of 1 City Hall Plaza, Rahway, NJ 07065, (the “City”), and the Rahway First Aid Emergency Squad, a non-profit 501 (c)3 corporation organized under the laws of the State of New Jersey, having an address of P.O. Box 48, Rahway, New Jersey 07065 (“Rahway First Aid Squad” or “Provider”). The City and Provider shall be collectively referred to as the “Parties”. WITNESSETH WHEREAS, the City has designated the Rahway First Aid Squad as the provider of Emergency Medical Services and Emergency Medical Technician (“EMT”) Services, within the jurisdictional boundaries of the City of Rahway; and WHEREAS, the Provider agrees to perform such EMT Services in compliance with all applicable laws, regulations and licensure standards, and in accordance with the terms of this agreement; and WHEREAS, the EMT Services to be rendered by the Provider are necessary for the general health, safety and welfare of the Citizens of the City of Rahway; and WHEREAS, the City has agreed to provide the requisite funding for the Rahway First Aid Squad to permit it to continue its current operations within the jurisdictional boundaries of the City; and WHEREAS, in return for the funding provided by the City, the Provider will permit the City to conduct oversight over the Provider’s expenditures and operations; and WHEREAS, this Agreement has been properly approved by the City and Provider. NOW THEREFORE, in consideration of their mutual promises, covenants and agreements herein contained, the Parties agree as follows: 1. RELATIONSHIP OF THE PARTIES (a) Independent Contractor It is mutually understood and agreed by and between the Parties, that in the performance of the duties and obligations by the parties to this Agreement, each party is a separate and independent contractor. Neither Party is the principal, agent or representative of the other; nor will any employee of either Party be considered an employee of the other Party. 2. OBLIGATIONS OF THE CITY (a) Designation The City, during the term of this agreement, shall designate the Provider as the Primary supplier of EMT Services within the jurisdictional boundaries of the City of Rahway and shall give notice to the Union County Communications Center to direct all emergency calls to the Provider. The City, during the term of this agreement, shall designate Provider as the sole responsible party to design, implement, modify and amend operations for delivery of EMT Services that may from AR-111-21 3 of 9 City of Rahway  time to time be mandated in any State or Local Law or Regulation having supervisory or regulatory authority over EMT Services. The City shall conduct oversight over the methods by which the Provider, and its employees perform their work and functions to ensure that their work and duties are in accordance with the current approved methods and practices in their profession. The City will ensure that the EMT Services are performed in a competent, efficient and satisfactory manner. The City shall supply the Provider with the equipment and supplies necessary to provide Basic Life Support Services to persons in need of emergency medical treatment and or emergency transport to the closest appropriate medical treatment facility as dictated by the patient’s condition, all without regard to a person’s ability to pay for the services. The City shall also supply a licensed ambulance unit that meets all federal, state, and local standards for licensure. The Ambulance will be insured by the City. The City will also provide fuel, maintenance and insurance for the ambulance. The City agrees to contribute the maximum amount of funding to the provider in accordance with N.J.S.A. 40:50-2. 3. OBLIGATIONS OF THE PROVIDER (a) The Provider shall provide Basic Life Support EMT Services to the citizens, workers and visitors of the City twenty-four (24) hours per day, seven (7) days a week, 365 days a year. The Provider will also provide Basic Life Support services in neighboring communities when available pursuant to their Mutual Aid Agreements. Such Mutual Aid Agreements shall be subject to explicit approval of the City. “Basic Life Support services” is defined as a basic level of prehospital care that includes patient stabilization, airway clearance and maintenance, cardiopulmonary resuscitation (CPR), hemorrhage control, initial wound care, fracture stabilization, and other techniques and procedures approved by the New Jersey Department of Health and Senior Services. (b) In the event a major incident or dispatches involving multiple patients five (5) or more, the Provider shall provide an on-scene duty officer within a reasonable safe response time. The Provider represents that it is its goal to have an ambulance on scene to priority on calls within eight (8) minutes and fifty-nine (59) seconds ninety ( 90% ) of the time as per national standard. These times are a guideline, and the provider will continuously work to improve or exceed the standard call response times in accordance with industry safety standards and agency operating guidelines. (c) The Provider shall assist with fire scene related stand-by calls and police emergencies. The Provider agrees that it will staff a dedicated Basic Life Support unit for community or special events within the City for such things as community events, athletic events etc. 4. EMERGENCY VEHICLE AND COVERAGE STAFFING (a) The Provider shall at a minimum provide staffing for one (1) primary Basic Life Support licensed unit twenty-four (24) hours a day, seven (7) days a week, 365 days a AR-111-21 4 of 9 City of Rahway  year, including all holidays. This unit shall respond to all calls for service within the City and mutual aid calls pursuant to mutual aid agreements, when available. (b) Provider agrees that minimum staffing shall be defined as two New Jersey certified emergency medical technicians. All drivers must hold a valid New Jersey driver’s license. (c) Provider shall provide a design layout and or photo showing lettering indicating service to the City, and any necessary lettering or symbols required by any licensing or regulatory requirements of the State of New Jersey. (d) Provider shall maintain a “Chief Operating Officer” responsible for the day-to-day operations of EMS services. The Chief Operating Officer shall be a liaison to City Representatives and for all responses to major incidents when requested. (e) Provider acknowledges that unit(s) shall be housed at its current location at 905 Stone Street or at other such location as may be directed by the City. (f) All EMT personnel shall be groomed and neatly dressed in a recognizable uniform, supplied by the Provider, with the name badge visible, and will perform their duties in a professional, courteous and caring manner. (g) Provider shall not discriminate in the delivery of its services to individuals because of race, color, national origin, ancestry, religion, sex, marital status, sexual preference, age, medical condition, financial ability or disability, and agrees to render treatment and care to all persons in the same manner and in accordance with the same standards as offered to other persons. (h) Each EMT shall hold current certifications from the New Jersey Department of Health as an Emergency Medical Technician and a current certification in Professional Rescuer CPR. All staff shall be trained in the use of radio transmitting and receiving. The Provider shall maintain documentation of successful background investigations including fingerprinting for all personnel and staff. Provider shall regularly provide and maintain in-service training programs to emergency response staff to assure the maintenance of Basic Life Support services of the highest quality. 5. REPRESENTATON ON BOARD OF DIRECTORS The City shall be permitted to appoint ________ member(s) to serve on the Rahway First Aid Squad’s Board of Directors. 6. BILLING Provider shall comply with all State and Federal Laws related to billing, including any regulation imposed by the Department of Health or related Medicare/Medicaid. Uninsured consumers shall AR-111-21 5 of 9 City of Rahway  be provided charity or compassionate care or similar options to offset costs associated with services provided. All billing and collection efforts, expenses and liabilities associated therewith are the responsibility of the Provider. The City is not responsible for any deficiencies suffered by the Provider for uncollected amounts from billing. 7. RECORDS, REPORTS MEETINGS AND AUDITS (a) The Provider shall be required to provide the City certain reports, records, and audits as described below. All such documents shall be provided to the City of Rahway Business Administrator or his designee in electronic form or in such form as may be regulated and mandated by State law. (b) The Provider shall submit a monthly Billing Report containing information that is agreed upon. (c) The Provider shall maintain proper documentation of calls for billing purposes. (d) The Provider shall maintain a daily log containing information sufficient to establish all EMT personnel working for the Provider each day. (e) Upon the City’s request, the Provider shall submit within five (5) days of the request a list of all EMT’s available for hire. (f) Should the Provider initiate discipline of any employee, whether pursuant to or outside of the Provider’s established disciplinary procedures, (the “disciplinary action”), the Provider shall submit to the Business Administrator or his designee within one (1) business day information and/or documentation sufficient to establish the nature of the disciplinary action’s underlying cause(s) or offense(s), and the status of the disciplinary action. The Provider shall submit information and/or documentation sufficient to apprise the City of the resolution of the disciplinary action, and to respond to any inquiries by the City as to the disciplinary action. (g) The Provider shall provide within fifteen (15) days of entering this Agreement copies of all personnel practices and policies. Should the Provider update any personnel practice or policy during the term of this Agreement, Provider shall provide such updated personnel practice or policy within five (5) days of adoption. (h) The Provider shall maintain documentation reflecting call response times for all calls. Furthermore, a monthly operational report shall be submitted to the City. Call response times shall be in accordance with industry safety standards and agency operating guidelines. (i) Call logs must be maintained on a daily and forwarded to the Business Administrator or designated representative. In addition to the response times, calls will contain other AR-111-21 6 of 9 City of Rahway  pertinent information at the direction of the City. Daily call logs must contain an explanation of any call exceeding the eight (8) minutes 59 seconds timing for calls. (j) The Provider’s Chief Operating Officer shall be required to attend quarterly meetings with City officials. (k) The Provider shall comply with all privacy laws pertaining to medical records. 8. INSURANCE (a) The City will provide coverage through the Garden State Municipal Joint Insurance Fund. The City shall carry general liability insurance in the amount of [ ]. The City will also carry commercial excess limited liability coverage in the amount of [ ] in the aggregate. (b) The City shall carry medical malpractice and professional liability insurance with coverage in an amount not less than [ ] dollars. (c) The City will provide Workers Compensation insurance as required by the Laws of the State of New Jersey and addressed above in the agreement to be under the City of Rahway. 9. TERM This Agreement shall be for a term of [ ] years commencing on _____________ and ending five years from that date. This Agreement will automatically renew for [ ] periods unless either party notifies the other in writing that they do not wish to renew said agreement 120 days prior to expiration. 10. TERMINATION This Agreement may be terminated upon the occurrence of any of the following events: Immediate Termination (a) Suspension, curtailment or revocation of Provider’s participation in Medicare/Medicaid programs. (b) Suspension, curtailment or revocation of Provider’s license to operate an EMT service. (c) The Provider’s failure or inability or continued eligibility for required insurance or cancellation of insurance for any reason. (d) The Provider’s filing of a petition of bankruptcy, reorganization or assignment for the benefit of creditors. AR-111-21 7 of 9 City of Rahway Termination by Breach or Default (a) This agreement may be terminated by reason of material breach or default of the Provider or City of any terms, covenants or conditions contained in this agreement. (b) Written notice of the breach and or default shall be provided by the City to the Provider or Provider to the City. (c) The Provider or the City shall have thirty (30) days to cure the Breach or default by written documentation or proofs of cure to the City or Provider. The City or Provider may allow, for cause, an additional thirty (30) day period. The failure to cure the breach or default within the time allotted shall cause this agreement to be immediately terminated. 11. GENERAL APPLICATION (a) Governing Law The validity, enforceability and interpretations of any of the clauses of this agreement shall be governed by the laws of the State of New Jersey. Venue shall lay in the County of Union. (b) Protected Health Information The Provider shall conduct their business in accordance with all applicable laws, including the Health Insurance Protection and Accountability Act. (c) Entire Agreement This agreement contains the entire agreement of the Parties and there are no representations, warranties, covenants or undertakings other than those expressly set forth herein. This agreement supersedes any and all agreements between the Parties that relate to the delivery of EMT services to the City. Any and all amendments, modifications or waivers shall be effective only if made in writing and executed by all Parties with the same formality as this agreement. (d) Waiver The failure of either Party to insist upon strict performance of any provisions of this agreement shall not be construed as a waiver of any subsequent default of the same or similar nature. The cost of such purposes, as hereinbefore stated, includes the aggregate amount of $35,000 which is estimated to be necessary to finance the cost of such purposes, including architect's fees, accounting, engineering and inspection costs, legal expenses and other expenses, including interest on such obligations to the extent permitted by Section 20 of the Local Bond Law (Chapter 2 of Title 40A of the New Jersey Statutes Annotated, as amended; the "Local Bond Law"). Section 6. lt is hereby determined and stated that moneys exceeding $35,000, appropriated for down payments on capital improvements or for the capital improvement fund in budgets heretofore adopted for said City, are now available to finance said purposes. The sum of $35,000 is hereby appropriated from such moneys to the payment of the cost of said purposes. Section 7. To finance said purposes, bonds of said City of an aggregate principal amount not exceeding $665,000 are hereby authorized to be issued pursuant to the Local Bond Law. Said bonds shall bear interest at a rate per annum as may be hereafter determined within the limitations prescribed by law. To finance said purposes, bond anticipation notes of said City of an aggregate principal amount not exceeding $665,000 are hereby authorized to be issued pursuant to the Local Bond Law in anticipation of the issuance of said bonds. ln the event that bonds are issued pursuant to this ordinance, the aggregate amount of notes hereby authorized to be issued shall be reduced by an amount equal to the principal amount of the bonds so issued. lf the aggregate amount of outstanding bonds and notes issued pursuant to this ordinance shall at any time exceed the sum first mentioned in this section, the moneys raised by the issuance of said bonds shall, to not less than the amount of such excess, be applied to the payment of such notes then outstanding. Section 9. Each bond anticipation note issued pursuant to this ordinance shall be dated on or about the date of its issuance and shall be payable not more than one year from its date, shall bear interest at a rate per annum as may be hereafter determined within the limitations prescribed by law and may be renewed from time to time pursuant to and within limitations prescribed by the Local Bond Law. Each of said bond anticipation notes shall be signed by the Mayor and by a financial officer and shall be under the seal of said City and attested by the City Clerk or Deputy City Clerk. Said officers are hereby authorized to execute said notes in such form as they may adopt in conformity with law. The power to determine any matters with respect to said notes not determined by this ordinance and also the power to sell said notes, is hereby delegated to the Chief Financial Officer who is hereby authorized to sell said notes either at one time or from time to time in the manner provided by law. Section 10. lt is hereby determined and declared that the average period of usefulness of said purposes, according to their reasonable lives, taking into consideration the respective amounts of bonds or notes authorized for said purposes, is a period of 6.64 years computed from the date of said bonds. o-08-21 4of5 City of Rahway  Section 11. lt is hereby determined and stated that the Supplemental Debt Statement required by the Local Bond Law has been duly made and filed in the office of the City Clerk of said City, and that such statement so filed shows that the gross debt of said City, as defined in Section 43 of the Local Bond Law, is increased by this ordinance by $665,000 and that the issuance of the bonds and notes authorized by this ordinance will be within all debt limitations prescribed by said Local Bond Law. Section 12. Any funds received from private parties, the County of Union, the State of New Jersey or any of their agencies or any funds received from the United States of America or any of its agencies in aid of such purposes, shall be applied to the payment of the cost of such purposes, or, if bond anticipation notes have been issued, to the payment of the bond anticipation notes, and the amount of bonds authorized for such purposes shall be reduced accordingly. Section 13. The City intends to issue the bonds or notes to finance the cost of the improvements described in Sections 1 and 4 of this bond ordinance. lf the City incurs such costs prior to the issuance of the bonds or notes, the City hereby states its reasonable expectation to reimburse itself for such expenditures with the proceeds of such bonds or notes in the maximum principal amount of bonds or notes authorized by this bond ordinance. Section 14. The full faith and credit of the City are hereby pledged to the punctual payment of the principal of and the interest on the obligations authorized by this ordinance. Said obligations shall be direct, unlimited and general obligations of the City, and the City shall levy ad valorem taxes upon all the taxable real property within the City for the payment of the principal of and interest on such bonds and notes, without limitation as to rate or amount. Section 15. The capital budget is hereby amended to conform with the provisions of this ordinance to the extent of any inconsistency therewith and the resolutions o-08-21 5 of 6 City of Rahway  promulgated by the Local Finance Board showing full detail of the amended capital budget and capital program as approved by the Director, Division of Local Government Services, is on file with the City Clerk and is available for public inspection.
