Date: August 27, 2025 To: Board of Commissioners From: Margaret Carey, Town Manager Re: Code Enforcement Update The Town’s Code Enforcement Officer, Deputy Klapka, will be present to discuss the current code enforcement cases. Deputy Klapka has also invited Jamie Paggett from the Pinellas County Construction Licensing Board (PCCLB) to speak about contractor licensing. ITEM F.2. Date: August 27, 2025 To: Board of Commissioners From: Margaret Carey, Town Manager Re: Building Department Services – Contract Update BACKGROUND At the 8-13-2025 Regular Meeting, the Commission directed staff to continue working with the Town of Indian Shores to pursue an interlocal agreement for Building Department services. UPDATE TOWN OF INDIAN SHORES I was notified on 8-21-25 that the Town of Indian Shores may no longer be interested in pursuing an Interlocal agreement. ALTERNATE PLAN Upon learning about Indian Shores decision, I immediately met with the Mayor to again review the bids received from our RFP. I reached out to 3 bidders and invited them to present to the Commission at the August 27 workshop. I have 2 confirmed at the writing of this memo. The vendors are: • C.A.P. GOVERNMENT, INC. (confirmed) • JPI • Willdan (confirmed) Full bid results are on the next page. Complete bid packages for the 3 vendors are included in your paper packet. OTHER CURRENT SAFEBUILT CONTRACT Attorney Eschenfelder reviewed the current agreement which ends 11-20-25. There is no need to present a 90-day notice and a notice should not be submitted before the Town has a signed agreement with another vendor. Date: August 27, 2025 To: Board of Commissioners From: Margaret Carey, Town Manager Re: Sanitary/Sewer and Stormwater System Project Update Contractors from APS and BLD met with staff (Town Manager, Accountant, and PW Supervisor) this week to discuss the planned sanitary/sewer and stormwater system improvement projects. STATUS • Currently APS is in the field and working on the reassessment of the Town’s sewer and stormwater systems. • BLD is preparing to begin lateral rehabilitation. • Lateral repairs will start on the north side of town on the east side of Gulf Boulevard. The project will continue section by section, with Gulf Boulevard repairs last. UPCOMING • Upon completion of the APS assessment, they will begin planning for lining of the main lines. • BLD will email updates every Thursday with the following week’s scheduled work. • The Town’s website will be updated to include a “project update” page with details about all projects happening around town. BLD schedules will be included. • BLD staff will knock on doors and provide door hangers on any residence affected by their repair work. *A current work schedule will be provided at the Workshop.
