Minutes
1. Call to order
The monthly meeting of the Reedsville Village Board was called to order on April 13, 2023, at 6:30 PM by
Village President Jesse Walt.
2. Pledge of Allegiance
3. Roll call
Present were: Becca Fox, Terry Hansen, Jennifer Maertz, Chad Rataichek, Bobbi Reedy and Jack Siebert.
Also present were: Chris Dallas, Kelly Kiekhaefer, Tracy Burns, Brian & Jeri Lynn Christensen, Tim
Denor, Marco Morales, Al Schaefer and Craig Schuh,
4. Approval of Agenda
A motion was made by Rataichek and seconded by Hansen to approve the agenda as presented. Motion
carried 6-0.
5. Public Appearances
a. Public Input: none
b. Visitors: Kelly Kiekhaefer – Street parking/safety concerns, and property appearance
Chris Dallas – discussed Board concerns/Ambulance Service
6. Approval of Minutes:
• A motion was made by Rataichek and seconded by Hansen to approve the March 9, 2023 meeting
minutes as presented. Motion carried 6-0.
• A motion was made by Fox and seconded by Reedy to approve the March 23, 2023 meeting minutes
as presented. Motion carried 6-0
7. Treasurer’s Reports/Bills
A motion was made by Siebert and seconded by Rataichek to pay the accounts payable in the amount of
$329,611.38. Motion carried 6-0.
8. Correspondence
a. Valders Ambulance Service Report –March 2023
b. A motion was made by Siebert and seconded by Reedy to approve the Street Closure Application for
the Fall Festival on September 16, 2023 from 7:00 am to 10:00 pm. Motion carried 6-0.
c. A motion was made by Fox and seconded by Hansen to approve the Street Closure Application for the
5th Street Vendor Fair on June 3rd, 17th, July 8th, 22nd, August 15th,19th and September 2, 2023 from
7:00 am to 2:00 pm. Motion carried 6-0.
d. A motion was made by Rataichek and seconded by Fox to approve the Operator License application
from Debbie Hansen. Motion carried 6-0.
e. A motion was made by Siebert and seconded by Hansen to approve the Street Closure Application for
the Reedsville Fire Fighters for the annual picnic. Closure will be from 5:00 pm Friday, June 23, 2023
until 6:00 pm on Sunday, June 25, 2023. Motion carried 6-0.

a. Fire Department
Fire Chief Jason Schuh submitted a written report on the following:

i. A motion was made by Siebert and seconded by Fox to approve the application from Ellie
Kasper pending passing of class and physical. Motion carried 6-0.
b. First Responders
First Responders President, Mike Kocourek, submitted a written report on the following:
➢ 2023 March – 9 Calls Yearly Total – 28

i. A motion was made by Fox and seconded by Siebert to approval the resignation from Mike
Kocourek as President of the Reedsville First Responders. Motion carried 6-0.
c. Public Works / Utility Department
Public Works Director Jason Maertz submitted a written report on the following:
Water/Sewer
• Daily Rounds/ samples
• Replaced pump in lift station on Manitowoc Street
• DNR inspection at WWTP
• Put in new radio heads on water meters
• Started cleaning and televising sewers in town
Water main brake on Ponderosa Drive

Parks
• Started opening them up for the season
General
• Waiting on windows to get installed
• Waiting on all door replacements
• Got new door replaced on the main shop
i. Ayres, Envirogen and Ja Maertz will meet with the Dept. of Natural Resources regarding the
WWTF Inspection report.
ii. Bidding for the Well #3 Transmission Line Project is proposed to be in August for
approximately 2 million dollars. Ayres will check to see if we can use both the USDA RD
funding and the SDW funding for the same project.
iii. Ayres and Ja Maertz will review the Teleconference Report and come up a plan to address
the action items.
iv. A motion was made by Siebert and seconded by Rataichek to approve the Sludge Hauling
Proposal from Alberts Hydrovac LLC for sludge hauling. Motion carried 6-0.
v. A motion was made by Fox and seconded by Hansen to approve the Service Agreement with
Hach in the amount of $28,953.00. Motion carried 6-0.
vi. A motion was made by Siebert and seconded by Maertz to send a letter to Park Estates stating for
liability reasons we ask that their renters remove the grills and fire rings from Village owned
property. Motion carried 6-0.
d. Clerk-Treasurer – Mary Jo Krahn
i. A motion was made by Rataichek and seconded by Maertz to approve the fence permit fee to be
$150.00. Motion carried 6-0.
ii. The discussion on additional building permit fees was tabled.
iii. If a lot is large enough to construct a home, building a garage with living quarters above is not
acceptable as the primary home.
iv. A discussion on changes to ordinances was postponed until the next regular scheduled Village
Board meeting.
v. Changes to the proposed Street Parking Ordinance were made. A corrected version will be
prepared for the next regular scheduled Village Board meeting.
e. President Report – Jesse Walt
f. Police Department
Police Chief, Kirk Schend, submitted a written report on the following:
• 3 speeding citations
• 5 parking tickets
• House checks for people on vacation
• 2 gas drive offs
• 1 EMS assist
• 1 animal bite
• Complaint of person parking on sidewalk
• Complaint of ice shanties in yard
• Following up with unregistered vehicles
• 3 warnings for speeding

• Barricade of 7th and Mill and made contact with insurance to get the safety issue going
• Found water break on Ponderosa
• Follow up on citizen concern vehicle parking all over the village.
➢ The department purchased Battery backup power supply units. Three units were purchased and
installed. The recent power outage that took place at Village Hall did create a problem with the
police department computers. The computers issues were able to be fixed by our IT person.
➢ I am thinking that perhaps there should be a backup generator installed for the village hall building
sometime in the future. I do understand that this is an expense for the Village. This is just a thought.
➢ Officer Meeuwsen has been able to continue working patrol hours as she can do so.
➢ As Spring has arrived, we will be working to monitor vehicle speeds on the Village Road ways. We
will take enforcement action as needed.
i. A sample letter will be created regarding the property located at 16 Manitowoc St
ii. Village Board members will submit a list of properties with maintenance issues for the next
regular scheduled Village Board meeting
10. At 8:25 pm a motion was made by Reedy and seconded by Fox to convene into CLOSED SESSION,
pursuant to WI Statute Section 19.85(1) (c) to conduct business which requires a closed session to consider
employment of a public employee over which the governmental body has jurisdiction or exercises
responsibility. Motion carried 6-0.
11. A motion was made by Fox and seconded by Hansen to reconvene in OPEN SESSION. Motion carried
6-0.
12. A special meeting will be scheduled for Thursday, April 20, 2023 at 5:30 pm to interview the two
candidates for the part-time weekend duty.
13. A motion was made by Fox and seconded by Rataichek, to convene into CLOSED SESSION, pursuant to
WI Statute Section 19.85(1) (e) for competitive or bargaining reasons requires a closed session to deliberate
the purchasing interest in the Wireless Site. Motion carried 6-0.
14. A motion was made by Fox and seconded by Rataichek to reconvene into OPEN SESSION. Motion
carried 6-0.
15. A time will be scheduled to meet with the Village Attorney and Tower Point Representatives to discuss the
Wireless Site proposal

Manitowoc County Village Assn Meeting, April 19, 2023, 5:30 pm, Seven Lakes, Cato
The next regular scheduled monthly meeting will be held on Thursday, May 11, 2023 at 6:30 PM.
17. Adjournment: A motion was made by Fox and seconded by Siebert to adjourn the meeting. Motion
carried 6-0. Meeting adjourned at 9:00 PM.
