JANUARY 7, 2013
THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO
ORDER AT 7:00 P.M., ON MONDAY, JANUARY 7, 2013, BY MAYOR RIX.
ROLL CALL
Present: Goodar, Greene, LaFore, Misteravich, Rix, Schultz, Yaroch
Absent: None
Others: City Manager Moore, City Clerk Stagl
Visitors: Jill Albin, Police Chief Teske, City Planner Jeschke, DPS Director Fejedelem
APPROVAL OF MINUTES
Motion by Yaroch, seconded by LaFore, to approve the Minutes of the December 17, 2012,
Regular Meeting, as presented.
All yeas Motion passes
Motion by Yaroch, seconded by Goodar, to approve the Minutes of the December 20, 2012,
Special Meeting, as presented.
All yeas Motion passes
PUBLIC COMMENTS
None received.
ADOPTION OF AGENDA
Motion by Yaroch, seconded by Greene, to adopt the agenda as amended:
Add Item #2 – Consideration of Approving the Renewal of an Agreement to Conduct School
Elections.

ITEMS FOR CONSIDERATION
1. Consider Approving the Richmond Area Chamber of Commerce Special Event
Request for the Winter & Ice Festival
Motion by Yaroch, seconded by Schultz, to approve the special event application for the 2013
Richmond Winter and Ice Festival, scheduled for February 8th through the 10th, 2013.
All yeas Motion passes
2. Consideration of Approving the Renewal of an Agreement to Conduct School
Elections
Motion by Goodar, seconded by Schultz, to authorize the City Clerk to “Opt In” to the
Consolidated Election Plan, as presented by the Macomb County Clerk Carmella Sabaugh, for a
four-year time period (2013-2016).

CITY MANAGER’S COMMENTS
- The TIFA meeting has been moved to this Wednesday, January 9th at 7:00 pm
- We have been working on trying to get the ice rinks ready, but the weather this week will
be too warm
- Received and email from Senator Brandenburg regarding HB810
- Sent an email to Representative Goike, inviting him to the quarterly workshop on January
17th.

COUNCIL COMMENTS
Misteravich – Commented that the Governor signed SB810 before the end of the year.
LaFore – Reminded everyone of all of the school athletic activities that were going on.
Rix – Questioned if it would be possible to schedule a walk-thru with the contractor of the
concession stand.
Yaroch – Commented on SB 810 – glad that Council held the special meeting to pass a
resolution in regards to this item. Appreciate staff working on getting all of the information
together.
Greene – Congratulated the EMS on the Recognition they received from Mark Hackel.
Rix – Reminder of upcoming calendar events:
1/8 – Cable meeting at 7:00 pm
1/8 – Blood Drive at Lenox Township Hall from 3:00 – 9:00 pm
1/9 – TIFA meeting at 7:00 pm
1/14 – Library Board meeting at 7:00 pm
1/15 – Recreation Board meeting at 7:00 pm
1/17 – Council Quarterly Workshop at 5:30 pm
1/21 – Council meeting at 7:00 pm
CLOSED SESSION
None scheduled.

Motion by Schultz, and seconded by Misteravich, to adjourn the Regular Council Meeting at
7:20 p.m.
