APPROVED 06/17/2013 REGULAR MEETING MINUTES June, 3, 2013 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON MONDAY, JUNE 3, 2013, BY MAYOR RIX. ROLL CALL Present: LaFore, Misteravich, Olson, Rix, Schultz, Yaroch Absent: Goodar Others: City Manager Moore, Deputy Clerk Focht Visitors: Treasurer Olsen, EMS Director White, City Planner Jeschke, Parks and Rec Director Kammer, Katelyn Larese, Jill Albin, Kelley Osterman Motion by Yaroch, seconded by LaFore, to excuse Councilor Goodar for being out of town. All yeas Motion carried APPROVAL OF MINUTES Motion by Yaroch, seconded by LaFore, to approve the minutes of the May 20, 2013, regular meeting as presented. All yeas Motion carried AUDIENCE PARTICIPATION None ADOPTION OF AGENDA Motion by Yaroch, seconded by Greene, to adopt the agenda as presented. All yeas Motion carried CONSENT AGENDA a) Approval of May 30, 2013, Schedule of Bills in the amount of $71,631.32 Motion by Schultz, seconded by Misteravich, to adopt the Consent Agenda as presented. All yeas Motion carried Ccm: 06/03/2013 Page 1 of 5 APPROVED 06/17/2013 PUBLIC HEARING 1. FY 2013-14 City Budget The public hearing for the FY 2013-14 City Budget is opened at 7:03 p.m Motion by Schultz, seconded by Misteravich, to close the public hearing on the proposed FY 2013-14 budget at 7:05 p.m. All yeas ITEMS FOR CONSIDERATION 1. Consideration of Adopting Resolution No. 2013-5/Adoption of FY 2013-14 City Budget Motion by Yaroch, seconded by Greene, to adopt the Resolution No. 2013-5 which adopts the City of Richmond FY 2013-14 Budget, appropriates the necessary sums for each fund of the City, adopts the 2013-2018 Capital Outlay Program, directs the levy of taxes and fees for municipal purposes, and directs the preparation of the tax roll and collection of taxes. All yeas Motion carried Misteravich commended the department directors for making cuts and giving the Council options, especially the Parks and Recreation, Library, and Police. Rix noted that the City is facing tough economic times. Hats off to the administration for all their work on the budget. He is very proud of the accomplishments to the budget. Greene is also very proud of the cuts made and the dedication of City Manager Moore and Treasurer Olsen and of the compromises that Council made. Yaroch is very upset that the legislature has forced us to make the cuts we’ve had to make. 2. Consideration of Approving the TIFA Tax Base Sharing Agreement Motion by LaFore, seconded by Schultz, to approve the Captured Assessed Value Sharing Agreement between the City of Richmond TIFA and the City of Richmond and authorize the Mayor to sign the agreement. Consideration of Adoption of the FY 2013 – 2014 City Fee Schedule Motion by Schultz, seconded by Misteravich, to approve the City of Richmond FY 2013-2014 Fee Schedule as presented by the City Manager. All yeas Motion carried 4. Consideration of Request to conduct the Annual Sidewalk Sales/Richmond Area Chamber of Commerce Motion by Greene, seconded by Yaroch, to approve the request received from the Richmond Area Chamber of Commerce to conduct the annual Sidewalk Sales with the placement of a tent within the Municipal Parking Lot and allow Community Yard Sales from July 25th through July 27th, 2013 All yeas Motion carried Jill Albin from the Chamber of Commerce spoke of the activities they are proposing during the weekend. 5. Consideration Approving the FY 2013-14 EMS and Community Transit Contracts Motion by Schultz, seconded by Misteravich, to approve the 2013-14 Contract for Emergency Medical Services with Richmond-Lenox EMS in the amount of $25,200.00 and authorize the City Manager to execute the contract on behalf of the City. All yeas Motion carried Motion by Yaroch, seconded by LaFore, to approve the 2013-14 Contract for Community Transit Services with Richmond-Lenox EMS in the amount of the City’s Municipal and Community Credit receives from SMART and authorize the City Manager to execute the contract on behalf of the City. All yeas Motion carried EMS Director White stated what a pleasure it was to work with Administration and Council during the budget. Councilor Greene wanted to know if there are any qualifications to use the SMART bus and EMS Director White stated that no, there are none. Ccm: 06/03/2013 Page 3 of 5 APPROVED 06/17/2013 6. Consideration of Special Event Request RYI/Shakespeare in the Park Motion by Greene, seconded by LaFore, to approve the special event application for the 2013 Shakespeare in the Park from June 13th – June 14th from 7:00 p.m. to 9:00 p.m. and June 15th from 2-4 p.m. All yeas Motion carried Councilor Misteravich said his son was playing the major male part and he could abstain from voting if that was necessary. Mayor Rix stated that would not be necessary. 7. Consideration of Establishing a Quarterly Workshop Meeting Date This item was tabled and Jon will be sending out an email with calendar page. MISCELLANEOUS MATTERS FROM THE CITY MANAGER The problem on Division Road is a sewer trench that is settling and it will be taken care of this week. DTE and City Manager are playing phone tag regarding the poles around town. COUNCIL COMMENTS LaFore – Congratulations to the Richmond sports teams - Congratulations on the efforts on the budget Yaroch – Thank you to the VFW for the work on Memorial Day Greene – same comments as LaFore and Yaroch Schultz – same comments as LaFore and Yaroch Misteravich – same comments as LaFore and Yaroch Rix – There is a Little League Blue Devil Tournament and a Girls Fast Pitch Tournament this weekend. This will bring a lot of people to town and he hopes to see a strong police presence. June 4th – Rec.
