THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO
ORDER AT 7:00 P.M., ON MONDAY, MAY 20, 2013, BY MAYOR RIX

APPROVAL OF MINUTES
Motion by Yaroch, seconded by LaFore, to approve the Minutes of the May 6, 2013, Regular
Meeting, as presented.

Motion by Schultz, seconded by Misteravich, to approve the Minutes of the May 13, 2013,
Budget Workshop, as presented.

Motion by Schultz, seconded by Misteravich, to adopt the Consent Agenda as presented.

ITEMS FOR CONSIDERATION
1. Consideration of Establishing a Public Hearing Date for the Abandonment of a
portion of Lenon Street Right-of-Way
Motion by Schultz, seconded by Misteravich, to hold a public hearing for the abandonment of
that portion of Lenon Street right-of-way between Mary Street and Seymour Street at the June
17, 2013, regular Council meeting.

2. Consideration of Approving the Title VI Policy

Motion by Yaroch, seconded by Goodar, to approve the Title VI Non-Discrimination Plan for
the City of Richmond in order to be eligible to receive federal transportation funds.

3. Consideration of Recreation Board Appointment
Motion by Schultz, seconded by Greene, to reappoint Melissa Majchrzak to the Recreation
Board for a 2-year term with an expiration date of 03/31/2015.
All yeas Motion passes
CITY MANAGER’S COMMENTS
- Beebe Street was paved today. A smaller paver will be used tomorrow to do the aprons.
- The Macomb Now magazine was placed in Council’s mailboxes.
- Needed to know which Council members planned to participate in the Memorial Day
Parade.
COUNCIL COMMENTS
Councilors commented on how nice the Police Awards Ceremony was.
Councilors commented on how well the Beebe Street project is going and how accommodating
the contractors have been.
Yaroch – Thanked Representative Ken Goike for attending the Police Awards Ceremony and
presenting the department with a Proclamation.
- Thanked Senator Brandenburg for trying to get legislation passed that would allow the
City to change when its elections are held.
- Thanked Senator Pavlov for taking the time to discuss local issues with him.
Schultz – Requested that Administration contact DTE about the utility pole across from his
house that is leaning and needs to be replaced.
- Have received complaints from residents regarding utility poles in their yards.
Rix – The budget workshops have been completed – very challenging budget – all Department
Directors and Council worked together – Council and the Administration are comfortable with
the budget that has been prepared.
- Commented on the same businesses that are not cutting their grass – would like to see our
ordinance enforced.
- Reminder of upcoming calendar events:
5/22 – TIFA meeting at 7:00 pm

5/27 – City Hall closed in observance of Memorial Day
5/27 – Memorial Day Parade at 10:00 am

6/8 – Habitat for Humanity Fun Ride Fund Raiser at the Trail Head Park

Motion by Schultz, and seconded by Misteravich to adjourn the Regular Council Meeting at
7:25 pm
