THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO
ORDER AT 7:00 P.M., ON MONDAY, MAY 6, 2013, BY MAYOR RIX
ROLL CALL

APPROVAL OF MINUTES
Motion by Yaroch, seconded by LaFore, to approve the Minutes of the April 15, 2013, Regular
Meeting, as presented.

Motion by Goodar, seconded by Schultz, to approve the Minutes of the April 22, 2013, Budget
Workshop, as presented.
All yeas Motion passes
Motion by Schultz, seconded by Misteravich, to approve the Minutes of the April 29, 2013,
Budget Workshop, as presented.

ADOPTION OF AGENDA
Motion by Greene, seconded by Goodar, to adopt the agenda as presented.

CONSENT AGENDA
a) Receive and File April 9, 2013, Recreation Board Meeting Minutes
b) Approval of May 2, 2013, Schedule of Bills in the amount of $219,721.00
Motion by Schultz, seconded by Misteravich, to adopt the Consent Agenda as presented.

ITEMS FOR CONSIDERATION
1. Consideration of Habitat for Humanity Brush with Kindness
Leonard Konwinski updated Council on the amount of donations that have already been raised
through the Spaghetti Dinner Fund Raiser and through sponsorships. Informed Council of the
upcoming fun ride fund raiser being held June 8th – this year the Habitat for Humanity has
planned additional events that will be held in conjunction with the fun ride – 100 bike helmets
will be distributed to children participating in the fun ride.
Mr. Konwinski stated that we need to get the word out that monies are available for home
projects.
Greene requested that Mr. Konwinski provide her with the medium income.
Motion by Yaroch, seconded by LaFore, to approve the special event application submitted by
Macomb County Habitat for Humanity for a “Brush with Kindness” event to hold up to three (3),
week long volunteer projects during the summer of 2013; to approve the use of barricades to
close streets if determined necessary by City Staff; and to waive the building permit fees.

2. Consideration of Proclamation in Recognition of Police Week
Motion by Goodar, seconded by Schultz, to approve the City of Richmond Proclamation for
National Police Week designating May 12th through May 18th, 2013 as Police Week.
All yeas Motion passes
3. Consideration of Appointing a Council Liaison to the Recreation Board
Motion by Schultz, seconded by Misteravich, to appoint Tim Rix as City Council Ex-Officio
Member on the Recreation Board with an expiration date of March 31, 2014.
All yeas Motion passes
4. Consideration of Recreation Board Appointment
Motion by LaFore, seconded by Greene, to reappoint Susan Kiel, to the Recreation Board for a
2-year term with an expiration date of 03/31/2015.
All yeas Motion passes
CITY MANAGER’S COMMENTS
- The Department of Public Works will be doing hydrant flushing next week.
- The milling on Beebe street will be done this Thursday.
- We received a quote of $2,400.00 to place the millings on Festival Drive.
COUNCIL COMMENTS
Councilors commented on the great turnout for the National Day of Prayer and thanked the area
Pastors for hosting this event and thanked Rotary for sponsoring the luncheon following the
event.
Councilors commented on the difficult budget process this year. Thanked staff for being creative
and looking for ways to reduce costs.
LaFore – Reminder of School Bond election tomorrow.
Schultz – Commented on how nice the street trees looked now that they were in bloom.
Rix – Reminder of upcoming calendar events:
5/7 – Election, Polls are open from 7 am – 8 pm
5/7 – Recreation Board meeting at 7:00 pm
5/9 – Planning Commission meeting at 7:00 pm
