THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO
ORDER AT 7:00 P.M., ON MONDAY, APRIL 15, 2013, BY MAYOR RIX.

Motion by Yaroch, seconded by Schultz, to excuse Councilor Goodar from tonight’s meeting,
due to having to work.

ITEMS FOR CONSIDERATION
1. Consideration of Approving Resolution No. 2013-5/Recognition of State
Champion High School Cheerleaders
Motion by Yaroch, seconded by LaFore, to adopt Resolution 2013-5, a resolution recognizing
the 2013 State Champion Richmond Blue Devils Cheer Team.
Mayor Rix read aloud Resolution 2013-5.
Kelli Matthes, the Cheer Coach, thanked the Cheerleaders, Parents and City Council for the
recognition.
Greene – Quite an amazing accomplishment to win back-to-back championships.
Vote on motion:

2. Consideration of Approving the request to conduct the National Day of Prayer
Pastor Russ Eggli thanked Council for allowing the area pastors and individuals to pray in front
of City Hall.
Motion by Greene, seconded by Yaroch, to authorize the Mayor to sign the Proclamation
recognizing Thursday, May 2, 2013, as the National Day of Prayer; further, that members of
Council, other City Officials, and the public be invited to publicly pray in front of the City
Offices from 12:20 p.m. to 12:40 p.m. on this day.

3. Consideration of Bid Award/Water and Sewer System Materials
Motion by Schultz, seconded by Misteravich, to award the Water Service Materials supply to
Etna Supply Company at the unit prices as submitted for the time period May 1, 2013 to April
30, 2014 with the expenses charged to line item 591-548-770.000, System Materials; System
Expense: Water Fund.

Motion by LaFore, seconded by Schultz, to award the Sewer Lead Materials supply to Etna
Supply Company at the unit prices as submitted for the time period May 1, 2013 to April 30,
2014 with the expenses charged to line item 590-537-770.000, System Materials; System
Expense: Sanitary Sewer Fund.

Motion by Yaroch, seconded by Schultz, to award the Water Main Materials supply to SLC
Meter Service at the unit prices as submitted for the time period May 1, 2013 to April 30, 2014
with the expenses charged to line item 591-548-770.000, System Materials; System Expense:
Water Fund.

4. Consideration of Request for Proposals (RFP’s) for the City Web Site
A Website Review Committee was formed comprised, of the City Manager, City Planner,
Library/Recreation Director and the Library Systems Manager, charged with the task of
making a recommendation to Council on the redesign of the City’s website. The Committee
decided to send out Request for Proposals to four different companies that design websites.
The Committee received two RFP’s as of the deadline date of February 14th. The website
review committee met numerous times to discuss and rate the proposals from each company.
After reviewing numerous web sites from both Civic Plus and Revise, the committee came
to the recommendation that the product from Civic Plus was preferred by the committee.
Although the Committee is recommending Civic Plus, both companies provide a better
product that will be easier to use for both City Staff and the Residents.
Joe Nagrant, from Revise LLC spoke on behalf of his company and website designs – they
have been designing websites for 13 years. He noted that his company was from Michigan
and encouraged Council to keep the business in Michigan.
Motion by Schultz, seconded by LaFore, to table the proposals for the redesign of the City
of Richmond Website.
Three yeas (LaFore, Schultz, Yaroch)
Three nays (Greene, Misteravich, Rix) Motion fails
Rix stated that he was in favor of approving the recommendation received from the
Committee – they were the experts. He did speak with Committee members and they were
overwhelmingly in support of Civic Plus.
Schultz – made the motion to table to allow Council adequate time to go through the budget
workshops.
Yaroch – was in support of tabling the issue to have time to determine where the funding for

the project would come from.
Rix - Did not feel finding the source of funding was an issue, fund could be taken from the
Manager’s contingency, TIFA or fund balance – this was an important project that the City
should move forward with.
City Manager Moore informed Council that more than 50% would come from TIFA.
Motion by Rix, seconded by Greene, to approve the proposal from Civic Plus to redesign the
City of Richmond Website.
All yeas Motion passes
5. Consideration of the Resignation from the Recreation Board
Motion by Greene, seconded by Yaroch, to accept, with regrets, the resignation of Susan
Lizyness from the Recreation Board.
All yeas Motion passes
CITY MANAGER’S COMMENTS
- The City Manager evaluation forms were distributed to Council. Also included was the
deadline date that the evaluations should be handed into Mayor Pro-Tem Schultz.
- A new home permit was received by the Building Department today. This is the first
new home permit in 6 years.
COUNCIL COMMENTS
Misteravich – Thanked the Administration for all the information provided to Council for the
budget workshops
LaFore – Congratulated the Cheerleaders.
- Reminder of upcoming School Bond Millage Election on May 7th.
Yaroch – Thoughts and Prayers to the victims in the Boston Marathon incident.
- Welcomed the new reporter for the Voice Newspaper.
Greene – Thanked the Web Page Design Committee for their time spent on reviewing the RFP’s.
Glad we are able to move forward with this project.
Schultz – Congratulated the Cheer Team on their back-to-back wins.
- Commented on the bombing at the Boston Marathon.
