APPROVED 04/15/2013 REGULAR MEETING MINUTES APRIL 1, 2013 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON MONDAY, APRIL 1, 2013, BY MAYOR RIX. ROLL CALL Present: Goodar, LaFore, Misteravich, Rix, Schultz, Yaroch Absent: Greene Others: City Manager Moore, Recording Secretary Field Visitors: None Motion by Goodar, seconded by Yaroch, to excuse Councilor Greene from tonight’s meeting, due to being OUT OF TOWN All yeas Motion passes APPROVAL OF MINUTES Motion by Yaroch, seconded by Misteravich, to approve the Minutes of the March 18, 2013, Regular Meeting, as presented. All yeas Motion passes PUBLIC COMMENTS None received. ADOPTION OF AGENDA Motion by Yaroch, seconded by LaFore, to adopt the agenda as presented. All yeas Motion passes CCM: 04/01/2013 Page 1 of 4 APPROVED 04/15/2013 CONSENT AGENDA a) Receive and File Fire Department Run Reports for February 2013 b) Receive and File February 25, 2013, Library Board Meeting Minutes c) Receive and File March 14, 2013, Planning Commission Meeting Minutes d) Receive and File March 28, 2013, Schedule of Bills in the amount of $78,787.55 Motion by Schultz, seconded by Misteravich, to adopt the Consent Agenda as presented. All yeas Motion passes PUBLIC HEARING None scheduled. ITEMS FOR CONSIDERATION 1. Consideration of Bid Award for the Ground Maintenance Contract Motion by Schultz, seconded by Misteravich, to award Grounds Maintenance Contract 2013- Grounds Option 2 to Kevin’s Lawn Care & Snow Removal with the expenses charged to the appropriate line items of the General Fund, Major Street Fund, Local Street Fund, TIFA Fund, Sanitary Sewer Fund and Water Fund in the FY 12/13 and FY 13/14 budgets. All yeas Motion passes Yaroch – Would like to get feedback after the first year. 2. Consideration of request to conduct the Buddy Poppy Sale Motion by Goodar, seconded by LaFore, to approve the request received from the VFW Post 6802 to conduct their annual Buddy Poppy Sale at the intersection of Main/Division on Thursday, May 9th through Saturday, May 11th, 2013, from Dawn to Dusk; further, the VFW Post 6802 members agree that they will wear reflective vests and utilize orange traffic cones; that the VFW Post 6802 agrees not to be in the Main/Division intersection from 2:30 p.m. to 3:30 p.m. on Thursday, May 9th; and Friday, May 10th, and further, that the VFW Post 6802 agrees to sign a Liability Waiver. All yeas Motion passes CITY MANAGER’S COMMENTS - Received a call from Senator Phil Pavlov’s office stating that the Senator will be stopping by City Hall tomorrow at 8:45 am to update us on his legislative agenda. CCM: 04/01/2013 Page 2 of 4 APPROVED 04/15/2013 - Richmond Chamber of Commerce is looking for RSVP’s for the 2013 Elected Official Breakfast Forum on Friday, April 12th. You can either RSVP to the Chamber or let me know and I can RSVP for you. COUNCIL COMMENTS Yaroch – Condolences to Councilor Greene on the passing of her Grandmother. Also I have been re-elected to the SEMCOG Executive Committee keeping a voice for Richmond. Schultz – Hope everyone had a Happy Easter. How much longer will the telephone poles be lying on the ground; before they are installed? And the decorated light poles, there are many missing. When will they be replaced? City Manager – not sure when the telephone poles will be installed and we are working with DTE on getting replacement poles. Right now we no longer have any spare poles. Rix – Nice turn out for the Easter Egg Hunt and the weather was decent. There were two other Easter Egg Hunts going on in the City around the same time. Could someone be in charge of a Central Calendar to avoid the conflicting events we have had lately. - Reminder of upcoming calendar events: 4/2 – Parks and Recreation Meeting has been rescheduled for April 9th to be held at the Police Post 4/2 - Yard Waste Collection begins 4/1 - 4/7 – Richmond Schools on Spring Break 4/4 – Historical Society Program at School House at 7:00 pm 4/8 – Library Board Meeting at 7:00 pm 4/8 – Council Budget meeting at 6:00 pm 4/9 – Cable Commission Meeting has been cancelled 4/11 – Planning Commission Meeting at 7:00 pm 4/11 – 4/13 – Spring Sweep Book Sale at the Library 4/15 – City Council Meeting at 7:00 pm CLOSED SESSION None scheduled.
