MINUTES
July 1, 2013
THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO
ORDER AT 7:00 P.M., ON MONDAY, JULY 1, 2013, BY MAYOR RIX.
ROLL CALL
Present: Goodar, Greene, LaFore, Misteravich, Rix, Schultz
Absent: Yaroch
Others: City Manager Moore, City Clerk Stagl
Visitors: Christine Rowley, Paul Zachara, Katelyn Larese from the Voice
Motion by Schultz, seconded by Misteravich, to excuse Councilor Yaroch from
tonight’s meeting, due to being out of town.

APPROVAL OF MINUTES
Motion by LaFore, seconded by Goodar, to approve the minutes of the June 17, 2013,
regular meeting as presented.

ADOPTION OF AGENDA
Motion by Goodar, seconded by LaFore, to adopt the agenda as amended:
Add Item #5 – Consideration of Request to extend the Ad-Hoc City Manager Evaluation

ITEMS FOR CONSIDERATION
1. Consideration of Second Reading and Adoption of Resolution No. 2013-
6/Abandonment of Lenon Street
Motion by Schultz, seconded by Misteravich, to approve the second reading and
adoption of Resolution No. 2013-06, a resolution to abandon that portion Lenon Street
right-of-way, between Mary Street and Seymour Street.

2. Consideration of Bid Award/Building Roof Improvements
Motion by Goodar, seconded by LaFore, to award the Building Roof Improvement
contract to Schena Roofing & Sheet Metal in the amount of $17,850.00 with the
expense of $7,675.00 charged to line item 251-900-818.013, Contractual Services:
Other Projects: TIFA Fund, $5,087.50 charged to line item 590-537-976.000, Building
Additions & Improvements; System Expense: Sanitary Sewer Fund, and $5,087.50
charged to line item 591-548-976.000; Building Additions & Improvements; System
Expense: Water Fund.

3. Consideration of Special Event Request/Sleigh Dedication
Christine Rowley, the President of the Richmond Area Historical and Genealogical
Society informed Council that it was through donations that the sleigh was able to be
completed. Those individuals who had donated to the project were being invited to
attend the unveiling and dedication of the sleigh on August 3rd. They expected about 75
people to attend. Those in attendance would be offered a ride in the horse-drawn
sleigh.
Motion by Greene, seconded by Goodar, to approve the Special Event Request for the
RAHGS Sleigh Unveili9ng on Saturday, August 3, 2013 from 4:00 p.m. to 5:30 p.m. and
allow the closure of Park Street from Stone Street to Beebe Street during the event, or
as a rain date of August 4, 2013.
Rix – suggested that ‘No Parking’ signs be posted around Bailey park to allow the
horse-drawn sleigh to be able to move more freely.

4. Consideration of Appointment to the Library Board
Motion by Greene, seconded by Goodar, to reappoint Gail O’Neill, to the Library Board
for a 2-year term with an expiration date of 06/30/2015.

5. Consideration of Request to extend the Ad-Hoc City Manager Evaluation
Committee
Councilor Schultz informed Council that because of the additional budget meetings and
Committee members being unable to meet, the Committee has not been able to
summarize the individual evaluations. The Committee was requesting an extension
until the end of August.
Motion by Schultz, seconded by Misteravich, to approve extending the Ad-Hoc City
Manager Evaluation Committee until August 30, 2013.

MISCELLANEOUS MATTERS FROM THE CITY MANAGER
- The web site committee is beginning its revisions to the City web site.
- Will be on vacation from Wednesday – Saturday.

COUNCIL COMMENTS
LaFore – A wrestling camp will be held this weekend at the school.
- A football camp will be held at the school later in the month.
- A lot of great activities are taking place at the school through the summer.
Greene – Thanked the Richmond Area Historical and Genealogical Society for the well
thought out and well organized Log Cabin Days. Thanked Council, TIFA and the many
volunteers for their support of the Historical Society in their efforts in preserving our
history.
Rix – Enjoyed the Log Cabin Days.
- Little League will be hosting the 12U District – they expect 12 teams in town this
weekend.
- Reminder of upcoming calendar events:
7/2 – Parks and Recreation Meeting at 7:00 pm
7/4 & 7/5 – City Hall and the Library Closed
7/9 – Cable meeting cancelled.
7/11 – EMS Blood Drive at Richmond Township Hall from 9:00 am – 9:00 pm
7/11 – Planning Commission at 7:00 pm
7/15 – Council Meeting at 7:00 pm
7/18 – Council Quarterly Workshop at 6:30 pm
