APPROVED 08/19/2013 REGULAR MEETING MINUTES AUGUST 5, 2013 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON MONDAY, AUGUST 5, 2013, BY MAYOR RIX. ROLL CALL Present: Goodar, Greene, LaFore, Misteravich, Rix, Schultz, Yaroch Absent: None Others: City Manager Moore, City Clerk Stagl Visitors: Katelyn Larese APPROVAL OF MINUTES Motion by LaFore, seconded by Goodar, to approve the minutes of the July 15, 2013, regular meeting as amended: Pg. 3, under miscellaneous matter, the TIFA meeting date should read: July 24th Pg. 3, under Council comments, under the comment from Yaroch, should be changed to read:…took the opportunity to speak with Congresswoman Miller’s staff …. All yeas Motion passes Motion by Yaroch, seconded by Misteravich, to approved the minutes of the July 18, 2013, quarterly roundtable workshop, as amended: Pg. 3, second para., should read: Council also recommended that Administration continue working towards bringing boards together. All yeas Motion passes AUDIENCE PARTICIPATION None received. ADOPTION OF AGENDA CCM: 08/05/2013 Page 1 of 4 APPROVED 08/19/2013 Motion by Yaroch, seconded by Greene, to adopt the agenda as presented. All yeas Motion passes CONSENT AGENDA a) Receive and File Fire Department Call Log for June 2013 b) Receive and File July 2, 2013, Recreation Board Meeting Minutes c) Receive and File July 11, 2013, Planning Commission Meeting Minutes d) Receive and File July 24, 2013, Tax Increment Finance Authority Meeting Minutes e) Approval of FY2013-14 Budget Amendment f) Approval of August 1, 2013, Schedule of Bills in the amount of $342,328.08 Motion by Schultz, seconded by Misteravich, to adopt the Consent Agenda as presented. All yeas Motion passes PUBLIC HEARING None scheduled. ITEMS FOR CONSIDERATION 1. Consideration of Good Old Days Resolutions Motion by Greene, seconded by LaFore, to adopt Resolution No. 2013-7, which directs the City Clerk to submit an application, on behalf of the Good Old Days Festival Committee, to MDOT, for permission to close M-19, to conduct the Grand Parade and Children’s Parade in conjunction with the 50th annual Good Old Days Festival. All yeas Motion passes Motion by Goodar, seconded by Yaroch, to adopt Resolution No. 2013-8, which directs the City Clerk to submit an application, on behalf of the Good Old Days Festival Committee, to MDOT, for permission to close M-19 to conduct the Outhouse Race on Friday, September 6, 2013, in conjunction with the 50th annual Good Old Days Festival. All yeas Motion passes CCM: 08/05/2013 Page 2 of 4 APPROVED 08/19/2013 Motion by Schultz, seconded by Misteravich, to adopt Resolution No. 2013-9, which approves the request to conduct the Fireworks Display on Saturday, September 7, 2013, in conjunction with the 50th annual Good Old Days Festival. All yeas Motion passes Motion by Yaroch, seconded by Greene, to adopt Resolution No. 2013-10, which approves the request from the Good Old Days Festival Committee to hang the banners, closes certain streets and the City parking lots in conjunction with the 50th annual Good Old Days Festival. All yeas Motion passes 2. Consideration of Location Change for September 3rd, 2013, Council Meeting Motion by Goodar, seconded by LaFore, to change the location of the September 3, 2013, City Council meeting from the City Offices to the School House in Bailey Park at 36045 Park Street. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER - SEMCO still working on gas main replacements - Tonight is the Park-It Family Fun Night in Beebe Park COUNCIL COMMENTS Yaroch – Expressed his appreciation for the Joint Meeting of the Council, TIFA and EDC. - The sleigh dedication was a very nice event. - Reminder that the Habitat for Humanity projects are ongoing Greene – The joint meeting of the Council, TIFA and EDC was very successful. - Thanked Julianne and Deb for the great end of the season party for the Dig into Reading program at the Library. Rix – Reminder of upcoming calendar events: 8/6 – Recreation Board meeting cancelled 8/8 – Planning Commission meeting at 7:00 pm 8/13 – Cable Commission meeting at 7:00 pm 8/19 – Council meeting at 7:00 pm CCM: 08/05/2013 Page 3 of 4 APPROVED 08/19/2013 CLOSED SESSION None scheduled. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules). Prior to the discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on the item to be discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion may establish a time limit for individual public comments on any business item if the Chair determines that time limits are necessary to provide for the orderly conduct of the meeting (PA26of 1976, as amended). When the Chair determines that there are no other public comments on the business item, discussion on the item will be closed to the public and only the City Council shall then engage in any final discussion on the matter and act on the business item without interruption from the public.
