AUGUST 5, 2013
THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO
ORDER AT 7:00 P.M., ON MONDAY, AUGUST 5, 2013, BY MAYOR RIX.
ROLL CALL

APPROVAL OF MINUTES
Motion by LaFore, seconded by Goodar, to approve the minutes of the July 15, 2013,
regular meeting as amended:
Pg. 3, under miscellaneous matter, the TIFA meeting date should read: July 24th
Pg. 3, under Council comments, under the comment from Yaroch, should be changed to
read:…took the opportunity to speak with Congresswoman Miller’s staff ….

Motion by Yaroch, seconded by Misteravich, to approved the minutes of the July 18,
2013, quarterly roundtable workshop, as amended:
Pg. 3, second para., should read: Council also recommended that Administration
continue working towards bringing boards together.

ITEMS FOR CONSIDERATION
1. Consideration of Good Old Days Resolutions
Motion by Greene, seconded by LaFore, to adopt Resolution No. 2013-7, which directs
the City Clerk to submit an application, on behalf of the Good Old Days Festival
Committee, to MDOT, for permission to close M-19, to conduct the Grand Parade and
Children’s Parade in conjunction with the 50th annual Good Old Days Festival.

Motion by Goodar, seconded by Yaroch, to adopt Resolution No. 2013-8, which directs
the City Clerk to submit an application, on behalf of the Good Old Days Festival
Committee, to MDOT, for permission to close M-19 to conduct the Outhouse Race on
Friday, September 6, 2013, in conjunction with the 50th annual Good Old Days Festival.

Motion by Schultz, seconded by Misteravich, to adopt Resolution No. 2013-9, which
approves the request to conduct the Fireworks Display on Saturday, September 7,
2013, in conjunction with the 50th annual Good Old Days Festival.

Motion by Yaroch, seconded by Greene, to adopt Resolution No. 2013-10, which
approves the request from the Good Old Days Festival Committee to hang the banners,
closes certain streets and the City parking lots in conjunction with the 50th annual Good
Old Days Festival.

2. Consideration of Location Change for September 3rd, 2013, Council
Meeting
Motion by Goodar, seconded by LaFore, to change the location of the September 3,
2013, City Council meeting from the City Offices to the School House in Bailey Park at
36045 Park Street.

MISCELLANEOUS MATTERS FROM THE CITY MANAGER
- SEMCO still working on gas main replacements
- Tonight is the Park-It Family Fun Night in Beebe Park
COUNCIL COMMENTS
Yaroch – Expressed his appreciation for the Joint Meeting of the Council, TIFA and
EDC.
- The sleigh dedication was a very nice event.
- Reminder that the Habitat for Humanity projects are ongoing
Greene – The joint meeting of the Council, TIFA and EDC was very successful.
- Thanked Julianne and Deb for the great end of the season party for the Dig into
Reading program at the Library.
Rix – Reminder of upcoming calendar events:
8/6 – Recreation Board meeting cancelled
8/8 – Planning Commission meeting at 7:00 pm
8/13 – Cable Commission meeting at 7:00 pm
8/19 – Council meeting at 7:00 pm

Those members of the City Council wishing to speak shall first be recognized by the Chair to speak, and each person who speaks
shall address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules).
Prior to the discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on
the item to be discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has
finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion
may establish a time limit for individual public comments on any business item if the Chair determines that time limits are
necessary to provide for the orderly conduct of the meeting (PA26of 1976, as amended). When the Chair determines that there are
no other public comments on the business item, discussion on the item will be closed to the public and only the City Council shall
then engage in any final discussion on the matter and act on the business item without interruption from the public.
