APPROVED 12/16/2013 REGULAR MEETING MINUTES DECEMBER 2, 2013 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON MONDAY, DECEMBER 2, 2013, BY MAYOR RIX. ROLL CALL Present: Goodar, Greene, LaFore, Rix, Schultz, Yaroch Absent: Misteravich Others: City Manager Moore, City Clerk Stagl Visitors: Katelyn Larese from the Voice Pastor Russ Eggli, Melissa Eggli Motion by Greene, seconded by Goodar, to excuse Councilor Misteravich from tonight’s meeting due to being out of town for work. All yeas Motion passes APPROVAL OF MINUTES Motion by Yaroch, seconded by LaFore, to approve the minutes of the November 18, 2013, regular meeting, as presented. All yeas Motion passes AUDIENCE PARTICIPATION None. ADOPTION OF AGENDA Motion by Yaroch, seconded by Greene, to adopt the agenda as presented. All yeas Motion passes CCM: 12/02/2013 Page 1 of 5  APPROVED 12/16/2013 CONSENT AGENDA a) Receive and File Cable Commission FY2013-14 Goals and Objectives b) Approval of November 27, 2013, Schedule of Bills in the amount of $ 93,063.79 Motion by Schultz, seconded by Goodar, to adopt the Consent Agenda as presented. All yeas Motion passes PUBLIC HEARING None scheduled. ITEMS FOR CONSIDERATION 1. Consideration of Approving Resolution No. 2013-16/Compliance with PA152 Motion by LaFore, seconded by Yaroch, to approve Resolution 2013-16, electing to comply with the provisions of Public Act 152 of 2011 by exercising the City’s right to exempt itself from the requirements of the act for the next succeeding year. Discussion on motion: Councilors commented that this was the right thing to do since healthcare costs are still uncertain due to the Affordable Care Act. Vote on motion: All yeas Motion passes 2. Consideration of Establishing the Quarterly Roundtable Meeting Date Motion by Yaroch, seconded by Schultz, to schedule the special quarterly roundtable meeting of the City Council for Monday, January 13, 2013, at City Hall, beginning at 6:00 p.m. All yeas Motion passes CCM: 12/02/2013 Page 2 of 5  APPROVED 12/16/2013 3. Consideration of Approving Resolution No. 2013-17/Recognition of Wrestling Coach George Hamblin Motion by LaFore, seconded by Goodar, to adopt Resolution 2013-17, a resolution recognizing Richmond wrestling Coach George Hamblin. Discussion on motion: Councilors spoke very highly of Coach Hamblin. He has done a lot for the wrestling program at the school and has been a good influence in many of the wrestler’s lives. Coach Hamblin was also an excellent educator at the schools. Vote on motion: All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER - The Chamber of Commerce Christmas Party is December 13th at Maniaci’s. COUNCIL COMMENTS Greene – Commented on the great launch for the City’s new web site. Schultz – Reminder that the Santa Parade/Tree Lighting is scheduled for December 6th beginning at 6:30 p.m. Rix – Reminder of upcoming calendar events: 12/6 & 12/7 – Goodfellow Paper sale 12/6 – Santa Parade and Tree Lighting beginning at 6:30 p.m. 12/9 – Library Board Meeting at 7:00 p.m. 12/10 – Cable Commission Meeting at 7:00 p.m. 12/12 – Planning Commission Meeting at 7:00 p.m. 12/13 – Chamber of Commerce Christmas Celebration and Awards Ceremony at Maniaci’s at 6:30 p.m. 12/16 – Council Meeting at 7:00 p.m. 1/7 – Blood Drive at Lenox Township Offices from 3-9 p.m. - Thanked all of the volunteers who put of the City’s Holiday Decorations CLOSED SESSION CCM: 12/02/2013 Page 3 of 5  APPROVED 12/16/2013 1. Teamster and Patrol Union Contracts Motion by Yaroch, seconded by Greene, to convene into closed session in accordance with Section 8 (c) of the Michigan Open Meetings Act, Public Act 267 of 1976, as amended, for strategy and negotiation sessions connected with the negotiations of a collective bargaining agreement if either negotiating party requests a closed hearing. A roll call vote was taken: All yeas (Greene, LaFore, Rix, Schultz,Yaroch, Goodar) Absent (Misteravich) Motion passes Council recessed at 7:21 p.m. to go into closed session OTHER BUSINESS Motion by Greene, seconded by Schultz, to reconvene into open session at 7:45 p.m. All yeas Motion passes Motion by Greene, seconded by Yaroch, to approve the Teamsters 2013-2016 collective bargaining agreement as presented and authorize the City Manager and City Clerk to execute the same on behalf of the City. All yeas Motion passes Motion by Goodar, seconded by LaFore, to approve the Richmond Police Officers Association 2013-2016 collective bargaining agreement as presented and authorize the City Manager and City Clerk to execute the same on behalf of the City.
