APPROVED 01/20/2014 REGULAR MEETING MINUTES JANUARY 6, 2014 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON MONDAY, JANUARY 6, 2014, BY MAYOR RIX. ROLL CALL Present: Goodar, Greene, LaFore, Misteravich, Rix, Schultz, Yaroch Absent: None Others: City Manager Moore Visitors: Sgt. Fair APPROVAL OF MINUTES Motion by Yaroch, seconded by LaFore, to approve the minutes of the December 16, 2013, regular meeting, as presented. All yeas Motion passes AUDIENCE PARTICIPATION None. ADOPTION OF AGENDA Motion by Yaroch, seconded by Goodar to adopt the agenda as presented. All yeas Motion passes CCM: 01/06/2014 Page 1 of 3 APPROVED 01/20/2014 CONSENT AGENDA a) Receive and File Fire Department Call Log for November 2013 b) Receive and file November 26, 2013, TIFA Meeting Minutes c) Receive and File December 12, 2013, Planning Commission Meeting Minutes d) Approval of January 2, 2014, Schedule of Bills in the amount of $ 174,835.75 Motion by Schultz, seconded by Misteravich, to adopt the Consent Agenda as presented. All yeas Motion passes PUBLIC HEARING None scheduled. ITEMS FOR CONSIDERATION 1. Consideration of Approving the MDOT Annual Permit for Miscellaneous Operations within the State Trunkline Right-of-Way Motion by LaFore, seconded by Schultz, to approve the Annual MDOT Permit for miscellaneous operations within the State Trunkline Right-of-Way. All yeas Motion passes 2. Consideration of Board Appointments Motion by Greene, seconded by Yaroch, to reappoint Gerard Monfette, to the Board of Zoning Appeals for a 3-year term with an expiration date of 12/31/2016. All yeas Motion passes Motion by Misteravich, seconded by Goodar, to reappoint Bernard Ritter to the Board of Zoning Appeals for a 3-year term with an expiration date of 12/31/2016. All yeas Motion passes Motion by Yaroch, seconded by LaFore, to appoint David Parker to the Library Board to fill a vacant term with an expiration date of June 30, 2015. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER CCM: 01/06/2014 Page 2 of 3 APPROVED 01/20/2014 - Still digging out from the snow storm – should begin the downtowns tonight. COUNCIL COMMENTS Councilors wished everyone a Happy New Year. Rix – Reminder of upcoming calendar events: - Trash collection is delayed one day - January 9th Planning Commission Meeting has been cancelled - 1/13 – Library Board Meeting at 7:00 pm - 1/13 – Council Quarterly Roundtable at 6:00 pm - 1/14 – Cable Commission Meeting at 7:00 pm - 1/20 – Council Meeting at 7:00 pm CLOSED SESSION None. OTHER BUSINESS None. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules). Prior to the discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on the item to be discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion may establish a time limit for individual public comments on any business item if the Chair determines that time limits are necessary to provide for the orderly conduct of the meeting (PA26of 1976, as amended). When the Chair determines that there are no other public comments on the business item, discussion on the item will be closed to the public and only the City Council shall then engage in any final discussion on the matter and act on the business item without interruption from the public.
