APPROVED 06/16/2014 REGULAR MEETING MINUTES JUNE 2, 2014 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:02 P.M., ON MONDAY, JUNE 2, 2014, BY MAYOR RIX. ROLL CALL Present: Goodar, Greene, LaFore, Misteravich, Rix, Schultz, Yaroch Absent: None Others: City Manager Moore, City Clerk Stagl Visitors: Judie Parks, EMS Director White, Kate Opalewski from The Voice APPROVAL OF MINUTES Motion by Yaroch, seconded by Goodar, to approve the minutes of the May 12, 2014, budget workshop, as presented. All yeas Motion passes Motion by Yaroch, seconded by Greene, to approve the minutes of the May 19, 2014, regular meeting, as amended: Pg. 4, under Councilor Yaroch’s comments, should read: Yaroch – Thanked Diane Johnson for appearing before Council. A dog park was discussed during the Recreation Master Plan process, but it did not get enough support to make the priority list. All yeas Motion passes CONSENT AGENDA a) Approval of May 29, 2014, Schedule of Bills in the amount of $146,105.78. Motion by Schultz, seconded by Misteravich, to adopt the Consent Agenda as presented. All yeas Motion passes PUBLIC HEARING None scheduled. ITEMS FOR CONSIDERATION 1. Consideration of Special Event Request/St. Augustine Church/Walk with Jesus Motion by Greene, seconded by Yaroch, to approve the request received from St. Augustine Church to conduct their “Walk with Jesus” on Sunday, June 22, 2014, beginning at approximately 7:00 a.m., at St. Augustine’s Church and traveling north along Main Street to the northern City limits and provide a police escort for the walkers within the City limits. All yeas Motion passes 2. Consideration of Approving the FY2014-15 EMS and Community Transit Contracts Motion by Schultz, seconded by Misteravich, to approve the 2014-15 Contract for Emergency Medical Services with Richmond-Lenox EMS in the amount of $24,000.00 and authorize the City Manager to execute the contract on behalf of the City. All yeas Motion passes CCM: 06/02/2014 Page 2 of 4  APPROVED 06/16/2014 Motion by Goodar, seconded by LaFore, to approve the 2014-15 Contract for Community Transit Services with Richmond-Lenox EMS in the amount of the City’s Municipal and Community Credit received from SMART and authorize the City Manager to execute the contract on behalf of the City. Consideration of Appointment to the Personnel Board Motion by LaFore, seconded by Greene, to appoint John Warn to the Personnel Board to fill a vacant term with an expiration date of December 31, 2014. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER - Attended the Habitat for Humanity Family Fun Ride. The event is growing - Coldwell Banker Grand Opening on June 3rd from 3-6 pm - Distributed calendar pages for July for Councilors to indicate which dates in July they are available for the quarterly workshop. - TIFA approved scheduling a stakeholders meeting on June 26th as part of the TIFA Plan update process. COUNCIL COMMENTS LaFore – Congratulated Mayor Rix for being the speaker for the 2014 High School graduation ceremony. Busy weekend in sporting events throughout the City. Yaroch – Attended the 1-year anniversary for Prosper-Tech, LLC, on Skinner Drive – they were very positive about the City. Greene – Expressed her appreciation for the Memorial Day Parade and thanked the VFW for organizing this parade. - It was a great weekend in the City – a lot of sporting events were going on in the Park. - Commented on the increasing amount of vandalism that has been occurring in the park – asked that residents contact the police department if they have any knowledge of who may be causing the damage. Rix – Reminder of upcoming calendar events: 6/10 – Cable Commission meeting at 7:00 pm 6/12 – Last Day of School 6/12 – Board of Zoning Appeals meeting at 7:00 p.m. 6/12 – Planning Commission meeting (immediately following the BZA meeting) CCM: 06/02/2014 Page 3 of 4  APPROVED 06/16/2014 6/14 – Flag Day 6/15 – Father’s Day 6/16 – Council meeting at 7:00 pm Congratulated all of the 2014 Graduates.
