THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO
ORDER AT 7:00 P.M., ON MONDAY, JUNE 16, 2014, BY MAYOR RIX.
ROLL CALL

APPROVAL OF MINUTES
Motion by Yaroch, seconded by LaFore, to approve the minutes of the June 2, 2014,
regular meeting, as presented.

Police Chief Teske introduced the new Part-Time Police Officers. City Clerk Stagl
administered the Oath of Office to the new Officers.

Motion by Schultz, seconded by Misteravich, to adopt the Consent Agenda as
presented.

PUBLIC HEARING
1. FY2014-15 City Budget
The public hearing was opened at 7:06 p.m.
No written or verbal comments were received.
Motion by Yaroch, seconded by LaFore, to close the public hearing on the Proposed
FY2014-15 Budget at 7:07 p.m.

ITEMS FOR CONSIDERATION
1. Consideration of Adopting Resolution No. 2014-6/Adoption of FY2014-15
City Budget
Motion by LaFore, seconded by Goodar, to adopt Resolution No. 2014-6 which adopts
the City of Richmond FY2014-15 Budget, appropriates the necessary sums for each

fund of the city, adopts the 2014-2019 Capital Outlay Program, directs the levy of taxes
and fees for municipal purposes, and directs the preparation of the tax roll and
collection of taxes.
Discussion on motion:
Rix stated that Council held four public budget workshops and worked very hard on the
proposed budget – the problem is that revenues continue to decrease and are less than
the City’s anticipated expenses even though Council has been very frugal. Council
wants to continue to work on cost savings measures and hopes Council will support the
formation of a committee that would work with the City Manager to come up with cost
savings measures. Requested that the formation of a Committee be placed on the
Agenda for the first meeting in July.
Yaroch – Unhappy with adopting a budget that is not balanced and that we had to take
from the fund balance. Will be voting in support of the budget based on the formation of
the Council budget committee.

2. Consideration of Approving the TIFA Tax Base Sharing Agreement
Motion by Greene, seconded by Schultz, to approve the Captured Assessed Value
Sharing Agreement between the City of Richmond TIFA and the City of Richmond and
authorize the Mayor to sign the agreement.

3. Consideration of Approving the FY2014-15 City Fee Schedule
Motion by Goodar, seconded by Schultz, to approve the City of Richmond FY2014-15
Fee Schedule as presented by the City Manager.

4. Consideration of Signage Request/Senior Helpers/Concert in the Park
Motion by Yaroch, seconded by Greene, to approve the special event application from
Senior Helpers to have temporary signage in conjunction with the Concerts in the Park
on June 23-25, July 28-30 and August 18-20, with the following condition:
1. The applicant shall work with city staff on the proper placement of the signs to
minimize any sight visibility issues.

5. Consideration of Scheduling a Quarterly Workshop
Motion by Yaroch, seconded by LaFore, to schedule the special quarterly roundtable
meeting of the City Council for Monday, August 4, 2014, at City Hall, beginning at 7:15
p.m.

MISCELLANEOUS MATTERS FROM THE CITY MANAGER
- Tetra Tech has begun the construction documents.
- The pre-audit is schedule for June 18th.
COUNCIL COMMENTS
LaFore - Congratulated the High School baseball team.
Misteravich – High School baseball and softball were able to hold the Regionals at the
High School in part because of the new Bathroom/Concession facility at the school.
- Condolences to the Kirk Marshall Family
- Condolences to the Al Verlinde Family
Schultz – Commented on low hanging branches on City trees.
- Commented on house on north Main Street that needed to have the lawn cut.
Rix – Reminder of upcoming calendar events:
6/18 – EDC meeting at 7:00 pm
6/21 – Summer begins
6/25 – TIFA meeting at 7:00 pm
6/26 – TIFA plan stakeholders meeting at 7:00 pm
6/29 – Log Cabin Day from Noon – 4:00 pm at Beebe Park
7/1 – Recreation meeting at 7:00 pm
7/4 – City Hall, Recreation Department and Library closed

ADJOURNMENT
Those members of the City Council wishing to speak shall first be recognized by the Chair to speak, and each person who speaks shall
address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules). Prior
to the discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on the
item to be discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has
finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion
may establish a time limit for individual public comments on any business item if the Chair determines that time limits are
necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are
no other public comments on the business item, discussion on the item will be closed to the public and only the City Council shall
then engage in any final discussion on the matter and act on the business item without interruption from the public.
