All yeas Motion passes APPROVAL OF MINUTES Motion by Yaroch, seconded by LaFore, to approve the minutes of the September 15, 2014, regular meeting, as amended: Pg 5, under Adjournment, should read: Motion by Schultz, seconded by Misteravich All yeas Motion passes AUDIENCE PARTICIPATION Tina Solomon, from Turning Point, informed Council that October was Domestic Violence Awareness Month. Education was the key in preventing and/or stopping Domestic Violence – they conduct classes in the schools to educate students on what healthy relationships are. Informed Council that a new shelter has recently opened in Mt. Clemens. Consideration of Bid Award for Winter Maintenance/Police Post Motion by LaFore, seconded by Greene, to award the Police Post Winter Maintenance contract to Kevin’s Lawn Care and Snow Removal, with the expenses charged to line item 101-266-816.000, Building Maintenance Contract, Buildings & Grounds-Police Post: General Fund. All yeas Motion passes 2. Consideration of Special Event Activity Permit/Tent Sale at the Pocket Park/Richmond Flower Shop Motion by Schultz, seconded by Misteravich, to approve the tent request from Richmond Flower Shop from November 20th to December 11th. The tent shall be placed parallel to the side of the building near the location denoted on the attached map. All yeas Motion passes 3. Consideration of the Introduction and First Reading of Ordinance No. 156-16/Wind Energy Ordinance CCM: 10/06/2014 Page 2 of 5  APPROVED 10/20/2014 Motion by Yaroch, seconded by LaFore, to introduce and give first reading to Ordinance 165-16 which amends Article 16 (Reserved) to create a wind energy ordinance for the City of Richmond. All yeas Motion passes 4. Consideration of Adopting Resolution No. 2014-16/Annexation of City Cemetery Property Motion by Schultz, seconded by Misteravich, to adopt Resolution 2014-16, a resolution to annex the City of Richmond Cemetery into the City limits and direct the City Manager to prepare a letter stating that the City will only use the cemetery property for cemetery purposes. Councilors commented on the good working relationship the City had with Richmond Township. All yeas Motion passes 5. Consideration of Request to Close M19 to conduct the annual Homecoming Parade/Richmond High School Motion by LaFore, seconded by Greene, to approve the request from the Richmond High School to conduct the annual Homecoming Parade and direct the City Clerk to apply to MDOT for permission to close M-19 from 5:00 to 6:00 p.m., on Friday, October 24, 2014, to conduct the annual homecoming parade. All yeas Motion passes 6. Consideration of Accepting a Resignation from the Library Board Motion by Greene, seconded by Yaroch, to accept the resignation of David Parker from the Library Board. Consideration of Adopting the 2015 City Council Regular Meeting Schedule Motion by Schultz, seconded by Misteravich, to adopt the 2015 City Council Meeting Schedule as presented. All yeas Motion passes Rix – Would like to discuss, at a workshop meeting, the possibility of starting the Council meetings earlier than 7:00 p.m. Would also like to discuss holding the meetings at alternate locations. MISCELLANEOUS MATTERS FROM THE CITY MANAGER None received. COUNCIL COMMENTS Yaroch – Has been in Lansing working on a Manufactured Housing Bill – House Bill 5513 has been voted on and passed by the Committee on Regulatory Reform. Schultz – Commented on street lights that are not working throughout the City. Manager Moore informed Council that the delay in getting the lights working is due to DTE – we continue to try to get the problem resolved. Rix – Reminder of upcoming calendar events: 10/13 – Library Board Meeting at 7:00 pm 10/14 – Cable Meeting at 7:00 pm 10/15 – EDC Meeting at 7:00 pm 10/20 – Council Budget Meeting at 6:00 pm 10/20 – Council Meeting at 7:00 pm 10/21 – Council Quarterly Roundtable at 5:30 pm 10/22 – TIFA Meeting at 7:00 pm CCM: 10/06/2014 Page 4 of 5  APPROVED 10/20/2014 CLOSED SESSION 1. Contract Negotiations/Command Officer Motion by Greene, seconded by Yaroch, to convene into closed session in accordance with Section 8(c) of the Michigan Open Meetings Act, Public Act 267 of 1976, as amended, for strategy and negotiation sessions connected with the negotiation of a collective bargaining agreement if either negotiating party requests a closed hearing. All yeas (Greene, LaFore, Misteravich, Rix, Schultz, Yaroch) One absent (Goodar) Motion passes Council recessed at 7:28 p.m. to go into closed session.
