All yeas Motion passes PUBLIC HEARING None scheduled. ITEMS FOR CONSIDERATION 1. Consideration of Request to Keep Chickens/69894 Beebe/Olivia Chambers Olivia Chambers informed Council that she has changed the direction of the chicken coop. Ms. Chambers also informed Council that she will be planting a hedge of Rose of Sharon to screen the chicken coop from the neighboring properties. Ms. Chambers has also spoken with the neighbors who had expressed concerns and has addressed their concerns. Motion by Yaroch, seconded by Misteravich, to approve the petition from Olivia Chambers to keep up to 6 ISA Brown Chickens on the Property, subject to the following conditions: 1. The six (6) chickens allowed shall be female ISA Brown Chickens. No roosters are allowed. 2. The applicant is granted a one (1) year trial period, at the end of which the applicant will need to come back before Council for approval to keep the chickens. CCM: 10/20/2014 Page 2 of 5  APPROVED 11/03/2014 3. The applicant shall be limited to a 20 foot by 10 foot outdoor pen area that shall be enclosed by a maximum 4 foot tall chain link fence. The fence shall have property permits pulled to ensure it is correctly installed. 4. The applicant shall plant a hedgerow of Rose of Sharon shrubs adjacent to the chicken pen to create a visual buffer. Discussion on motion: Yaroch informed Council that he has spoken with the neighbors who had voiced concerns. They both indicated that they were happy that Ms. Chambers had spoken with them and addressed their concerns. They also indicated that they were happy that Council established a trial period of one (1) year. Greene – Expressed her concerns with allowing chickens in the City – she spoke to a realtor who indicated that houses lose their appeal if they have or are next to chickens. LaFore – Expressed his concern with wildlife that may be attracted to the chickens. Vote on motion: Six yeas (Goodar, LaFore, Misteravich, Rix, Schultz, Yaroch) One nay (Greene) Motion passes 2. Consideration of the Second Reading and Adoption of Ordinance No. 156-16/Wind Energy Ordinance. Motion by LaFore, seconded by Goodar, to give second reading and adopt Ordinance No. 156-16 which amends Article 16 (Reserved) to create a wind energy ordinance for the City of Richmond. Consideration of Special Event Request/Goodfellow Newspaper Sale/Richmond Lions Club Motion by Goodar, seconded by Schultz, to approve the request received from the Richmond Lion’s Club to conduct their Good Fellow Paper Sale, at the intersections of Main/Division and County Line Road/St. Clair Highway on Friday, December 5th and Saturday, December 6th, 2014, from Dawn to Dusk; further, the Lion’s Club agrees that the volunteers will wear fluorescent vests and utilize traffic cones; that the Lion’s Club agree not to be in the Main/Division intersection on Friday, December 5th, from 2:30 p.m. to 3:30 p.m.; and further that the Lion’s agree to sign a Liability Waiver. All yeas Motion passes 4. Consideration of Bid Award/Street Repairs Contract Motion by Schultz, seconded by Misteravich, to award the street repair contract 2014- SR-2 in the amount of $14,200.00 to Peake Asphalt, Inc. with the expenses charged to the appropriate line item and fund. All yeas Motion passes 5. Consideration of Approving Fire Contracts Motion by LaFore, seconded by Goodar, to approve the 2012-2015 Fire Contracts with Casco, Columbus and Richmond Townships and authorize the Mayor to sign. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER - A letter from the Recreation Board was placed at the table – this was for the Quarterly Roundtable meeting on Tuesday. - A Pre-construction meeting was held last week at the Police Department – the Contractor is still working on getting all their bonds – they may be able to begin construction next week. COUNCIL COMMENTS Misteravich – Thanked Olivia Chambers for addressing the concerns of Council and her neighbors in regards to the chickens. LaFore – The Richmond Football Team is in the playoffs. Homecoming is this Friday and if they win, they will have home field advantage for the playoffs and the first game will be played at home on Halloween. Schultz – Santa Parade applications are available on the City’s website, at City Hall or the Recreation Department. Rix – Reminder of upcoming calendar events: 10/21 – Council Roundtable at 5:30 p.m. 10/31 – Trick-or-Treating from 6:00 pm to 8:00 pm 10/ 31 - Treats in the Street from 5:00 pm to 7:00 pm 11/3 – Council Meeting at 7:00 pm 11/4 – General Election from 7:00 am – 8:00 pm CLOSED SESSION None.
