APPROVED 12/15/2014 REGULAR MEETING MINUTES DECEMBER 1, 2014 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON MONDAY, DECEMBER 1, 2014, BY MAYOR RIX. PLEDGE OF ALLEGIANCE Council Members and the audience present stood for the Pledge of Allegiance and the Invocation. ROLL CALL Present: Greene, Misteravich, Rix, Schultz, Yaroch Absent: Goodar, LaFore Others: City Manager Moore, City Clerk Stagl Visitors: Julie Colasinski, Meg LeDuc from the Voice. Motion by Schultz, seconded by Greene, to excuse Councilor Goodar from tonight’s meeting, due to having to work. All yeas Motion passes Motion by Yaroch, seconded by Schultz, to excuse Councilor LaFore from tonight’s meeting, due to being out of town. All yeas Motion passes APPROVAL OF MINUTES Motion by Yaroch, seconded by Greene, to approve the minutes of the November 17, 2014, regular meeting, as presented. All yeas Motion passes CONSENT AGENDA a) Receive and File Cable TV Activity Report for October 2014 b) Approval of November 26, 2014, Schedule of Bills in the amount of $ 125,332.29 Motion by Schultz, seconded by Misteravich, to adopt the Consent Agenda as presented. All yeas Motion passes PUBLIC HEARING None scheduled. ITEMS FOR CONSIDERATION 1. Consideration of Approving Resolution No. 2019-19/Blanket Maintenance Permit/Macomb County Department of Roads Motion by Misteravich, seconded by Schultz, to adopt Resolution No. 2014-19, approving the Blanket Maintenance Permit with the Macomb County Department of Roads that allows the City to make emergency repairs to our facilities and install water and sanitary service lines and leads within Macomb County’s right-of-way, and further, to authorize Karen Stagl, the City Clerk, as the individual authorized to sign the annual permit application on behalf of the City. All yeas Motion passes 2. Consideration of Approving Resolution No. 2014-20/Request to be recognized as a Non-Profit Organization Operating within the City of Richmond/Richmond Education Foundation Motion by Greene, seconded by Yaroch, to adopt Resolution No. 2014-20, which will recognize the Richmond Education Foundation as a “nonprofit organization” operating in the City of Richmond. Consideration of Board Appointments Motion by Yaroch, seconded by Greene, to appoint Mary Lou Burg to the Library Board to fill a vacant term with an expiration date of June 30, 2015. All yeas Motion passes Motion by Greene, seconded by Schultz, to confirm the Mayor’s appointment of Nick Yelencich to the Tax Increment Finance Authority to fill a vacant term with an expiration date of June 30, 2018. All yeas Motion passes 4. Consideration of leave of Absence Request/Councilor Goodar Motion by Schultz, seconded by Misteravich, to approve the Leave of Absence request to allow Councilor Jeff Goodar to be continuously absent from the City Council meeting from December 1, 2014 through February 28, 2014 due to work related reasons. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER - Thanked all of the volunteers who helped to put up the Christmas Decorations this past weekend. - Tomorrow, the City Planner and City Manager will be attending a CDBG Workshop. - Introduced the new Voice Reporter – Meg LeDuc COUNCIL COMMENTS Councilors thanked the volunteers who hung the Christmas Decorations through the City.
