DECEMBER 15, 2014
THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO
ORDER AT 7:00 P.M., ON MONDAY, DECEMBER 15, 2014, BY MAYOR RIX.
PLEDGE OF ALLEGIANCE
Council Members and the audience present stood for the Pledge of Allegiance and the
Invocation.

Others: City Manager Moore, City Clerk Stagl

APPROVAL OF MINUTES
Motion by Yaroch, seconded by Greene, to approve the minutes of the December 1,
2014, regular meeting, as presented.

ADOPTION OF AGENDA
Motion by Yaroch, seconded by Schultz, to adopt the agenda as amended:

1. Consideration of Establishing a Quarterly Roundtable Meeting Date
Motion by Yaroch, seconded by LaFore, to schedule the special quarterly roundtable
meeting of the City Council for January 12, 2015, at City Hall, beginning at 5:00 p.m.
All yeas Motion passes
MISCELLANEOUS MATTERS FROM THE CITY MANAGER
- The Police Reserve Christmas Party is scheduled for December 16th at the
Recreation Center
- The Fire Department Christmas Party is scheduled for December 17th.
- Shop with a Cop is scheduled for this Saturday (12/20)
- Had a progress meeting at the Police Department – the contractor is moving
forward – the project is going well.
COUNCIL COMMENTS
Yaroch – Briefed Council on a recent event at SEMCOG. The new house transportation
bill being proposed is not good for local governments.
Greene – Commented on the Great Christmas Parade and the great evening events.
Schultz – Informed the Administration that street lights were out on the west side of
Main Street from Oak to Division.
- Thanked all of the volunteers and City Personnel who helped to make the
Christmas Parade so successful.
Rix – Reminder of upcoming calendar events:
12/24 – 12/26 – City Hall, Recreation Center and Library will be closed
12/31 – 1/2 - City Hall, Recreation Center and Library will be closed
1/5 – Council meeting at 7:00 pm

ADJOURNMENT
Those members of the City Council wishing to speak shall first be recognized by the Chair to speak, and each person who speaks shall
address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules). Prior to the
discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on the item to be
discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has finished its
discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion may establish a time
limit for individual public comments on any business item if the Chair determines that time limits are necessary to provide for the orderly
conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are no other public comments on the business
item, discussion on the item will be closed to the public and only the City Council shall then engage in any final discussion on the matter
and act on the business item without interruption from the public.
