THE SPECIAL QUARTERLY ROUNDTABLE OF THE RICHMOND CITY
COUNCIL WAS CALLED TO ORDER AT RICHMOND CITY HALL AT 5:07
P.M., ON MONDAY, JANUARY 12, 2015, BY MAYOR RIX.

Motion by Yaroch, seconded by LaFore, to adopt the Agenda as presented.

ITEMS FOR CONSIDERATION
1. Discussion on Items of General Concern
Budget Committee Update
City Manager Moore briefed Council on the progress that has been made by the Budget
Committee. The Committee has met several times, however they have not yet
formalized any recommendation. The City Manager and City Treasurer have had
meetings to review the proposal from the Recreation Board. The Manager and
Recreation Director have also met with the DPS Director to begin to explore ways to
restructure the City’s seasonal staff to handle the summer maintenance work more
efficiently.

RAGHS Sign Request
City Manager Moore briefed Council on a sign proposal from the Historical Society.
They would like to add a sign to the Carriage House and to the bottom of existing park
signs. Council discussed the various signs and agreed that the sign on M19 would not
meet State Highway requirements. Council did not have a problem with a replacement
decorative banner being placed on that light pole directing people to the Historic
Village. Council had no objections to the sign proposed for the Carriage House. Council
would like the other proposed sign that would be on the bottom of the Beebe and
Division sign be reformatted to match the City signs. They would prefer to wait until a
plan is in place for the properties across the street before deciding on a larger sign for
the Historic Village.
Lenox Township Site Plan
City Manager Moore informed Council that 5 Star Investment & Realty was proposing a
residential site plan in Lenox Township just south of Chaskey Street at the end of
Samuel Court. The site plan show the main entrance coming off of Forest and another
access point from Samuel Court in the City.
Council discussed the impact of the development on the local streets in Pinehurst.
Council asked Administration to approach both the Township and the Builder to discuss
the possibility of entering into a 425 Agreement, to see if the township supports the idea.
Council was in consensus with the plan.

Reconvened at 6:35 p.m.
Current City Hall
Discussed with Council on how we want to handle the sale of the building. Do we want
to get a request for proposal and use of the property or just list the property and take the
highest bid?
Rix brought up the possibility of a property trade for other pieces of property in the City
that we may want to own.
It was the consensus of Council to move forward with speaking to local realtors to get an
idea of what this property is worth, with the idea of getting the property listed prior to
City Hall moving.

Council Goals and Objectives
City Manager Moore informed Council that the 2014-15 Goals and Objectives were being
presented for Council’s review and to make any changes.
Rix – Discussed item #2 – traffic congestion. Suggested that we may want to consider
re-establishing the streetscape committee to re-look at the bump-outs for Main Street,
now that MDOT was looking more favorably at bump-outs.
Rix – Commented on the graffiti that was on the bathrooms along the Macomb Orchard
Trail.
Rix – Commented on code enforcement and that we needed to be more proactive. Has
seen a lot of blight throughout the City – felt the Police Department needed to be more
involved.

Motion by Schultz, seconded by Misteravich, to adjourn the Special Quarterly
Roundtable at 7:00 pm.
