JANUARY 19, 2015
THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO
ORDER AT 7:00 P.M., ON MONDAY, JANUARY 19, 2015, BY MAYOR RIX.
PLEDGE OF ALLEGIANCE
Council Members and the audience present stood for the Pledge of Allegiance and the
Invocation.

Motion by Yaroch, seconded by LaFore, to approve the minutes of the January 5,
2015, regular meeting, as presented.

Motion by Schultz, seconded by Misteravich, to adopt the Consent Agenda as
amended.

ITEMS FOR CONSIDERATION
1. Consideration of Special Event Request/Richmond Bees/Vintage
Baseball
Motion by Yaroch, seconded by LaFore, to approve the Richmond Bees request to use
a portion of the Festival Grounds in Beebe Street Park on certain Saturdays and
Sundays in May, June and August, subject to the following conditions:

1. That the Richmond Bees are deemed to be historical re-enactors not an
organized athletic league.
2. That the location of the games on the Festival Grounds may change due to
ongoing work being done by the Festival Committee.

2. Consideration of Approving Resolution 2015-1/Intergovernmental
Agreement to Assist Richmond Township with Code Enforcement
City Manager Moore informed Council that the attached intergovernmental agreement
between the City of Richmond and Richmond Township is to have the City of Richmond
Police Department assist the Township Code Enforcement Officer with her duties when
she is in the field conducting code enforcement. The City’s Police Officer would not be
doing the background work researching the ordinance or taking the original complain.
The officer would escort the township ordinance officer during the inspection of the
property, delivery of the violation and possibly some court time. All township code
enforcement calls will still go through the Township Office.
Motion by Schultz, seconded by Misteravich, to approve Resolution 2015-1, a
resolution approving the intergovernmental agreement between the City of Richmond
and Richmond Township to have the City of Richmond Police Department assist the
Township Code Enforcement Officer.
Discussion on motion:
Rix – Suggested that the City purchase some magnetic signs for the police car so
Richmond Township residents will be made aware that the police car is not doing City
work.

3. Consideration of Michigan Department of Transportation (MDOT) 2015
Annual Permit for Miscellaneous Operations within the State Trunkline
Right-of-Way
Motion by LaFore, seconded by Misteravich, to approve the annual MDOT Permit for
miscellaneous operations within the State Trunkline Right-of-Way.

- Thanked the Police Department personnel for their patience during the
installation of the new boiler – there was no heat for several days last
week. The Police side of the building now has heat.
- The Police Department/City Hall project is moving along quite well – they
are right on schedule.
COUNCIL COMMENTS
Yaroch – Appreciate the staff’s work on the intergovernmental agreement with
Richmond Township.
LaFore – Wrestling Districts will be the weekend of February 14th – not the weekend of
the Winter Fest.
Rix – Commented on the successful Council Roundtable that was held last week.
- Interviews have been held for the Treasurer and Assessor positions
- Reminder of upcoming calendar events:
1/28 – TIFA Meeting at 7:00 pm
2/1 – Council meeting at 7:00 pm
2/5 – 2/8 – Winter Fest. No snowmobile drag races this year due to several
factors. They do expect that they will be held in 2016.
2/10 – Cable Meeting at 7:00 pm
2/12 – Planning Commission at 7:00 pm
2/13 – 2/16 – Winter Recess
CLOSED SESSION
1. Teamster and Commend Union Negotiations
Motion by Yaroch, seconded by LaFore, to convene into closed session in accordance
with Section 8 (c) of the Michigan Open Meetings Act, Public Act 267 of 1976, as
amended, for strategy and negotiations sessions connected with the negotiations of a
collective bargaining agreement if either negotiating party requests a closed hearing.

Council recessed at 7:20 p.m. to go into closed session.

Those members of the City Council wishing to speak shall first be recognized by the Chair to speak, and each person who speaks shall
address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules). Prior to the
discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on the item to be
discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has finished its
discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion may establish a time
limit for individual public comments on any business item if the Chair determines that time limits are necessary to provide for the orderly
conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are no other public comments on the business
item, discussion on the item will be closed to the public and only the City Council shall then engage in any final discussion on the matter
and act on the business item without interruption from the public.
