MARCH 16, 2015
THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO
ORDER AT 7:00 P.M., ON MONDAY, MARCH 16, 2015, BY MAYOR RIX.
PLEDGE OF ALLEGIANCE
Council Members and the audience present stood for the Pledge of Allegiance and the
Invocation.

ITEMS FOR CONSIDERATION
1. Consideration of Adopting Resolution No. 2015-4/Recognition of State
Champion High School Wrestling Team
Motion by LaFore, seconded by Misteravich, to adopt Resolution 2015-4, a resolution
recognizing the 2015 State Champion Richmond High School Wrestling Team as a
source of civic pride.
Mayor Rix read the Resolution aloud.

2. Consideration of Approving the Closure of a Portion of Water
Street/Annual Open House/Michigan Chrome Shop
Motion by Schultz, seconded by Misteravich, to approve the request from Michigan
Chrome Shop, Inc. and authorize the closure of Water Street between Main Street and
the alley entrance on Saturday, April 25th and Sunday, April 26th, 2015, from 9:00 a.m.
to 5:00 p.m., in conjunction with their annual Open House.
Beth Moss, informed Council that this would be the last year that they hosted the Open
House. They will be retiring or selling the business sometime this year.

3. Consideration of Bid Award/Grounds Maintenance
Motion by LaFore, seconded by Misteravich, to award the 2015 Grounds Maintenance
contract 2015-GM-1 to Kevin’s Lawn Care & Snow Removal with the expenses charged
to the appropriate line items of the General Fund, Major Street Fund, Local Street Fund,
TIFA Fund, Sanitary Sewer Fund, and Water Fund in the FY14/15 and FY15/16 budgets
with an estimated amount of $15,406.00.

4. Consideration of Confirming the Appointment of the City
Treasurer/Finance Director
Motion by Yaroch, seconded by LaFore, to approve and confirm the City Manager’s
appointment of Angel M. Hatfield to the Position of City Treasurer/Finance Director in
accordance with Section 7.3(a) of the City Charter for an indefinite term to serve at the
pleasure of the City Manager.

5. Consideration of Scheduling Budget Workshop for review of the FY15-
16 City Budget
Motion by Misteravich, seconded by Schultz, to schedule the following budget
workshop meeting dates to review and modify the City Manager’s proposed FY2015-16
City Budget, as necessary: Monday, April 27th; Thursday, April 30th; Thursday, May 7th;
Monday, May 11th, 2015, with a start time of 5:30 p.m. for all workshops.

6. Consideration of Approving Request to Sell Tootsie Rolls/Richmond
Knights of Columbus [ADDED TO THE AGENDA]
Motion by Yaroch, seconded by LaFore, to approve the request received from the
Richmond Knights of Columbus to conduct their Tootsie Roll Sale, at the intersections
of Main/Division and County Line Road/St. Clair Highway (City side) on Friday, March
27th and Saturday, March 28th, from Dawn to Dusk; that the Knights of Columbus agree
not to be in the Main/Division intersection on Friday, March 27th from 2:30 p.m. to 3:30
p.m.; further, the Knights of Columbus agree that the volunteers will wear reflective
vests and utilize orange traffic cones; and further, that the Knights of Columbus agree
to sign a Liability Waiver.

MISCELLANEOUS MATTERS FROM THE CITY MANAGER
- This past weekend, Police Department personnel were moving their offices into
the new department.
- Construction on the City Hall side of the project will begin Monday, March 23rd
- DTE has been in the City replacing street lights that have not been working.
- DPW has been filling pot holes throughout the City.

COUNCIL COMMENTS
LaFore – Congratulated the newly appointed City Treasurer.
Schultz – Hoped for good weather for Michigan Chrome Shops Open House
Rix – Commented on the nice article in the paper on Councilor LaFore and his efforts to
keep the wrestling program in the school operating.

3/22 – Historical Tea at Maniaci’s
3/25 – TIFA meeting at 7:00 pm
3/28 – Easter Egg Scramble at 10:30 a.m.
