APPROVED 06/01/2015 REGULAR MEETING MINUTES MAY 18, 2015 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON MONDAY, MAY 18, 2015, BY MAYOR RIX. PLEDGE OF ALLEGIANCE Council Members and the audience present stood for the Pledge of Allegiance and the Invocation. All yeas Motion passes Motion by Yaroch, seconded by Roberts, to approve the minutes of the April 30, 2015, budget workshop, as presented. All yeas Motion passes CCM: 05/18/2015 Page 2 of 5 APPROVED 06/01/2015 PUBLIC HEARING None scheduled. ITEMS FOR CONSIDERATION 1. Consideration of Special Event Request/Community Baptist Church/Vacation Bible School Motion by Yaroch, seconded by Greene, to approve the special event application for a tent in conjunction with Community Baptist Church’s Vacation Bible School from July 27th through July 31st, with the following requests: - 20’ by 20’ tent encroaching into Friday Street right-of-way - Temporary fence adjacent to tent along Friday Street All yeas Motion passes 2. Consideration of Special Event Request/St. Augustine Church/Walk with Jesus Motion by Greene, seconded by Roberts, to approve the request received from St. Augustine Church to conduct their “Walk with Jesus” on Sunday, June 7, 2015, beginning at approximately 7:00 a.m., at St. Augustine’s Church and traveling north along Main Street to Memphis Catholic Church. All yeas Motion passes 3. Consideration of the Adoption of Resolution No. 2015-6/2015-2020 County HAZMAT Plan Motion by Yaroch, seconded by LaFore, to adopt Resolution 2015-6 a resolution adopting the 2015-2020 Macomb County Hazard Mitigation Plan as the City’s Hazard Mitigation Plan and authorizing the Mayor and City Clerk to sign the resolution on behalf of the City of Richmond. Consideration of the Introduction and First Reading of Ordinance No. 134-1/Fire Prevention Code Motion by LaFore, seconded by Yaroch, to introduce and give first reading to Ordinance No. 134-2 an ordinance to amend section 50-26, the Adoption of fire prevention code section of the Fire Prevention and Protection Ordinance and schedule the same for second reading and adoption at the City Council’s June 1, 2015, regular meeting. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER - Manager Evaluation forms distributed to Council – they are due back to Mayor Pro-Tem Schultz by June 1 - Dow Street Project is going well – it should be complete this week. - Need to know which Councilors will be riding in the Memorial Day Parade COUNCIL COMMENTS Councilors expressed their appreciation to the Administration for all of the work that went into the budget preparation. Yaroch – It is EMS week– thanked all of the Emergency Medical Providers. - With the failure of Proposal 1, encouraged everyone to contact their legislators to let them know not to take road funding from Revenue Sharing. LaFore – Congratulated the 2015 High School Graduates - Great turn-out for the Freshman Spring Fest Roberts – Commended the Administration on the Dow Street Project. Rix – Reminder of upcoming calendar events: 5/18 – Resident sign-up day for Recreation programs 5/19 – Non-resident sign-up day for Recreation programs 5/25 – Memorial Day- City Hall, Library and Recreation Department will be closed 5/19 – High School Graduation Ceremony 6/1 – Council Meeting at 7:00 pm 6/5 – Last day of school CLOSED SESSION CCM: 05/18/2015 Page 4 of 5 APPROVED 06/01/2015 None.
