APPROVED 06/15/2015 REGULAR MEETING MINUTES JUNE 1, 2015 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON MONDAY, JUNE 1, 2015, BY MAYOR RIX. PLEDGE OF ALLEGIANCE Council Members and the audience present stood for the Pledge of Allegiance and the Invocation. ROLL CALL Present: Greene, LaFore, Rix, Roberts, Schultz, Yaroch Absent: Misteravich Others: City Manager Moore, City Clerk Stagl Visitors: DPS Director Goetzinger, EMS Director White Motion by Yaroch, seconded by Schultz, to excuse Councilor Misteravich from tonight’s meeting, due to being out of town. All yeas Motion passes APPROVAL OF MINUTES Motion by Yaroch, seconded by LaFore, to approve the minutes of the May 11, 2015, budget workshop, as presented. All yeas Motion passes PUBLIC HEARING None scheduled. ITEMS FOR CONSIDERATION 1. Consideration of Second Reading and Adoption of Ordinance No. 134- 2/Fire Prevention Code Motion by Yaroch, seconded by Schultz, to give second reading and adopt Ordinance No. 134-2 an ordinance to amend section 50-26, the Adoption of fire prevention code section of the Fire Prevention and Protection Ordinance. All yeas Motion passes 2. Consideration of Approving the FY2015-16 EMS and Community Transit Contracts Director White stated that a blood drive is being held on July 9th aty Lenox Township Hall. They are also looking for 2 full-time paramedics. Motion by Schultz, seconded by LaFore, to approve the 2015-16 Contract for Emergency Medical Services with Richmond-Lenox EMS in the amount of $18,000 and authorize the City Manager to execute the contract on behalf of the City. All yeas Motion passes CCM: 06/01/2015 Page 2 of 5  APPROVED 06/15/2015 Motion by Yaroch, seconded by Greene, to approve the 2015-16 Contract for Community Transit Services with Richmond-Lenox EMS in the amount of the City’s Municipal and Community Credit received from SMART and authorize the City Manager to execute the contract on behalf of the City. All yeas Motion passes 3. Consideration of Bid for Concrete Repairs City Manager Moore informed Council that only one bid was received and the unit prices were higher than anticipated. The size of the project, time frame and availability of work were likely factors limiting the interest in this project. Administration was recommending that all bids be rejected. Motion by Schultz, seconded by Roberts, to reject all bids received for the Concrete Repairs Contract 2015-CR-1 All yeas Motion passes 4. Consideration of Forming a Fire Department Equipment Committee Motion by Yaroch, seconded by LaFore, to set up a meeting with the whole Council and Volunteer Fire Department for the purpose of reviewing the Fire Department’s vehicle inventory, vehicle utilization and replacement costs. Discussion on motion: Yaroch indicated that several Council members had indicated that they were interested in serving on the Committee – it would be beneficial for all Councilors to see the vehicles and discuss with the Fire Department their goals. Greene agreed and would like to discuss the issues with the Fire Department – would still like to see a Committee formed, after Council’s meeting with the Department, to develop long term plans for the replacement of the Department’s vehicles. Rix indicated that he has spoken with the Fire Chief – the Fire Department is in favor of setting up a meeting with Council. Feels all Councilors could benefit from looking at the vehicles and discussing costs – Council needs to know what we will need to plan for in the future. Vote on motion: All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER CCM: 06/01/2015 Page 3 of 5  APPROVED 06/15/2015 - Pre audit started today. - Council petitions will be available for pick-up next week - Requested that Councilors get their July calendars to the Manager - City Hall project going well COUNCIL COMMENTS Councilors expressed their appreciation for the Memorial Day Parade and Events. LaFore – Congratulated the 2015 graduates. Roberts – Encouraged everyone to attend the Blood Drive – it was a great cause. Schultz – Alerted everyone to a recent IRS phone scam. - Commented on tall grass at Parker and Churchill streets - Requested that Councilors return their Manager Evaluation forms by the next meeting. Rix – Questioned the progress being made on blighted areas. Manager Moore informed Council that he has been providing the Police Department with code complaints – in the process of giving the police the remaining properties. LaFore – Requested that Council receive the list of blighted areas. Rix – Reminder of upcoming calendar events: 6/5 – Last day of school 6/5-6/7 – Blue Devil Tournament at Beebe Street Park 6/7 – St. Augustine’s “Walk with Jesus” at 7:00 am 6/9 – EDC meeting at 7:00 pm 6/11 – Planning Commission Meeting at 7:00 pm 6/15 – City Council Meeting at 7:00 pm - Requested that we discuss the Chamber Letter and Goals and Objectives at the July Roundtable.
